Here, it really is worth understanding exactly what this single market means: it means that a financial services company based in the UK effectively has a passport to trade in 27 other EU countries. If we are to leave, and if we leave the single market, we lose that passport right, so, by definition, many of the firms would have to relocate at least some of their staff to another European Union country. HSBC has said it would have to scrap 1,000 jobs. JPMorgan said it would have to scrap 4,000 jobs. Lloyd’s came out and said that many jobs in insurance would be under threat. This is a concrete example of why the single market matters. I would make the point—because this does not just affect my hon. Friend’s constituency—that two thirds of the jobs in financial services are outside London, and this accounts for 7% of our economy, so when experts warn of effects on jobs, growth and livelihoods in our country, this is a classic example of why they are right to make that case.
Q13. Does the Prime Minister agree that a vote to leave on 23 June would be a hammer blow for the British steel industry? Will he agree to meet me to discuss a number of the decisions being made in the context of the Tata sale process—imminent decisions that will have a huge impact on thousands of jobs in my constituency and right across the country?
I am working very closely with the hon. Gentleman, as is my right hon. Friend the Business Secretary, to help do everything we can to secure a future for Tata Steel. The sales process is progressing, and that is encouraging. I would say that, yes, for steel, we are better off inside the European Union, because together as 28 countries, we are far better able to stand up to the Chinese or, indeed, the Americans over dumped steel. Where we put in place those dumping tariffs, you can see 95%, 98%, and 99% reductions in the quantity of Chinese steel in those categories being imported into the EU. We still face a very difficult situation—there is still massive overcapacity —but we are definitely, for the steel industry, better off as part of this organisation, fighting for British steelworkers’ jobs.

Commons ChamberQ10. Tata Steel has indicated that it wishes to complete the sale of its UK assets by the middle of June and that it wants a preferred bidder in place by the end of this month. Does the Prime Minister really think that that is a realistic timeframe and that there will be a credible process of due diligence? What steps is the Prime Minister taking to ensure that Tata Steel delivers on its promise to be a responsible seller?
The hon. Gentleman is absolutely right about this. The positive news is that the deadline yesterday was met by a number of serious inquiries of interest into buying all of Tata, and that is good news. Obviously, we now need to work intensively with Tata and those buyers to get that list down to those who seriously intend to bid for the business. The hon. Gentleman is right that it is a very short timetable. He asks what we are doing, and what we are doing is talking intensively with Tata to ensure that it does everything it can to make sure that this is a serious sales process.

Commons ChamberMy hon. Friend is absolutely right. It is particularly important for constituencies, such as his, that are close to the border, to make sure that decisions that are made, quite sensibly and rightly, by the devolved Parliaments and Assemblies do not disadvantage the rest of the United Kingdom. That was the principle set out, and the Chancellor will report regularly on that as he updates the House on his fiscal plans.
I trust that the Prime Minister will be aware that there is a critical meeting of the board of Tata in Mumbai on Tuesday. I will be flying out to Mumbai with the general secretary of the Community union to make the case for British steel. That meeting will decide the future of the Port Talbot steelworks in my constituency. Will the Prime Minister join me in exhorting Tata to stand with that plan and secure the future of the Port Talbot steelworks?
I absolutely give the hon. Gentleman my backing on that. A team of Ministers met yesterday to discuss all the things that we can do to get behind the steel industry at this vital time. It is an extremely difficult market situation, with massive global overcapacity and the huge fall in steel prices, but there are areas where we have taken action already and we will continue to look at what more we can do: state aid compensation so that we can secure the energy costs; greater flexibility over EU emissions regulations. We have done a huge amount in terms of public procurement, which I think can make a big difference to our steel industries. We are doing all those things and more, and we are making sure that Tata and others understand how valuable we believe this industry is to the UK and that the Government, within the limits we have, want to be very supportive and very helpful.

Commons ChamberI am very happy to look at that specifically. On al-Sweady, I have been very clear about what went wrong and how unacceptable it was. Let me repeat that we will continue to provide our fullest support to those going through investigations, including by providing legal advice. Also, we will crack down on any legal firm that we find has abused the system. Because we now have the military covenant written into law, and a covenant group that meets under the excellent chairmanship of my right hon. Friend the Member for West Dorset (Mr Letwin), we have an opportunity not only to raise these issues, but to try properly to tackle them in a systematic way.
The dumping of Chinese steel is crippling the British steel industry. The granting of market economy status to China would dramatically reduce the scope for taking anti-dumping measures. Why, then, is the Prime Minister supporting market economy status for China? Is it because he puts cosying up to Beijing ahead of protecting British industry?
I put helping British industry first. That is why we have cut taxes for British industry. That is why we are cutting energy bills for British industry, helping with apprenticeships, busting open markets abroad so that British industries can succeed and, crucially for the steel industry, why we are investing in our infrastructure and trying to ensure that there is a real forward order book for British steel. I think that the hon. Gentleman is wrong and that we should take these two issues separately. If there is illegal dumping, we will support action in the European Union, and that can be done in spite of the status that a country has; we have actually put those sorts of burdens on America before today. I do not think it is right to connect the two issues in the way he does.

Commons ChamberWe certainly stand ready to help any country. One point that needs to be made is that all of the countries that migrants are crossing are, of course, safe countries for the purpose of claiming asylum. I think that one of the longer-term answers to the crisis is to make sure that we have a system whereby people claim asylum in the first safe country they reach.
The Prime Minister is aware of the fact that the British steel industry faces a crisis and that massive dumping of Chinese steel is a major contributory factor. Does he agree that all of the other steel-producing nations in the EU are much smarter at applying anti-dumping measures, and that it is time for the UK to smarten up how it uses such measures and to act unilaterally where necessary?
I would say to the hon. Gentleman, first, that we voted with others to put in place the anti-dumping fines—that is important—and we are also working very hard with the steel industry to address excessive energy costs and to get that through the European permission regime. We are also setting out, in our infrastructure plan, our steel needs in the years ahead.
One of the key things we need to do is to look at exactly what other European countries do in making sure, where possible, that we source steel for our own infrastructure needs from our own country. If other countries can do it within the rules, we should do exactly as they do.
