Commons ChamberIt is important that we make Scotland the best place to live in the United Kingdom, and that people aspire to live in Scotland, to build a business in Scotland and to have their family grow up in Scotland.
I am certainly very proud of Scotland and I feel keenly my responsibility and duty to speak for my constituents in Stirling and to speak up for Scotland’s place at the heart of the United Kingdom. That is why I was delighted last week to welcome my right hon. Friend the Prime Minister to Stirling, where she gave an important speech on the Union. Among other things, she outlined the nature of the Dunlop review—I recommend that text to the House.
I am proud to be the only person present in the Chamber who was elected to the Scottish Parliament in 1999. I served there for 12 years. I suggest to the hon. Gentleman that the best years under Governments of whatever colour were the first three terms. When in the fourth term one party had absolute power in Holyrood, that was when we got almost a dictatorship, which was very much to the detriment of the highlands and islands.
The hon. Gentleman makes a very good point. I think specifically of the first SNP minority Government who were sustained in power on many occasions by the Scottish Conservative MSPs when they were passing their legislative business through Holyrood.
I mentioned the Prime Minister’s speech. I also wish to mention the significant address that was delivered by my right hon. Friend the Chancellor of the Duchy of Lancaster in Edinburgh the week before the Prime Minister’s visit. Both addressed the matter of the strength of the Union in the 20th anniversary year of devolution, and both concluded, on the basis of their assessment, that the Union must be strengthened, and they are both right. The Union has been too much neglected.
Talking about the Union is good. I recommend it to colleagues from all parts of the House, because there is an understanding gap in certain quarters of the parties on both sides of this House about what the Union is and its importance. However, talking about it is simply not good enough; we must now do something about it.
I say to my friends on the Conservative Benches that what concerns me the most is that we have this important debate about devolution brought to this Chamber by these two Select Committees, but there are no Members of Parliament representing English constituencies here to make a contribution to this important constitutional issue, other than the Minister whom I welcome to his place.
The Conservative and Unionist party must continuously rediscover its Unionist soul. We should affirm now, more than ever before, that we have the word “Unionist” in our party’s name, because strengthening the Union is core to what we stand for. We need to put strengthening the Union at the very heart of our Government. Setting up a unit of one sort or another for the Union in No.10 or putting titles on the end of other job titles is lip service only; we need the very structure of Government to be changed to put the Union at its heart. I have said this in the past, and I want to say it again here and now: there are missing pieces of the devolution settlement, and those missing pieces are at this end of the country.
I will make a very short list of the things that I believe we need to attend to, or at least consider and debate, because I very much welcome the Select Committee report of the hon. Member for Perth and North Perthshire (Pete Wishart) and the recommendations contained therein. My first suggestion is to look very carefully at the case for a powerful Department of the United Kingdom, led by a First Secretary of State for the Union, the primary purpose of which would be to test every action of the UK Government based on its impact on the Union. The Department would be further tasked to ensure greater cohesion and communication across Government on issues affecting the devolved Administrations to ensure that better understanding and knowledge of devolution and the Union.
Secondly, we need to put in place those missing pieces of the constitutional machinery that will establish stronger intergovernmental and inter-parliamentary working relationships to move from confrontation to close collaboration on crossover areas of public policy. These changes must be done on a cross-party basis, and they are essential for the post-Brexit operation of the Union.
Thirdly, the Departments of the UK Government with a Union-wide remit must engage with stakeholders and other bodies on the ground in Scotland, Wales and Northern Ireland, as they already do in England. It is simply not good enough that that does not happen today.

Commons ChamberI am going to make a relatively brief contribution to this debate. I wish to make one simple point, which I shall base on something I have mentioned before in this Chamber. First, for the record, I probably ought to draw the House’s attention to the fact that I have a family member serving in the armed forces.
What we should do first is bank the good news, which, as we all know, is that the armed forces enjoy popular support the length and breadth of this country. I have made mention before of the Territorials and cadets in my constituency, all of whom are greatly supported by the local communities. It gladdens everyone’s heart to see the cadets parade on Remembrance Sunday. Even better is when, as happens now and again, the 4th Battalion the Royal Regiment of Scotland—the Seaforth, Gordons and Camerons—come to exercise their right to parade through my home town of Tain with bayonets fixed and colours flying. I assure Members that people from my home town and round about turn out in great numbers to see this. Equally, when HMS Sutherland pays her occasional visit to the county of Sutherland, at Invergordon in Easter Ross or indeed off the north coast, people are very pleased to see that warship.
I wish to take the opportunity to give my personal thanks to the Under-Secretary of State for Defence, the right hon. Member for Bournemouth East (Mr Ellwood). He may not know about this, but a Royal Navy warship—a small one, I suspect—is going to visit Wick on 6 April. That is hot news in the royal borough of Wick and I assure him that the ship will be very well received. As a humorous aside, I might add that my own way of saying thank you to the 4th Battalion the Royal Regiment of Scotland when it came to parade was to give the sergeants’ mess a bottle of very good whisky made in my home town which goes by the name of Glenmorangie. The commanding officer was not at all pleased with me for having done that, but I shall spare hon. Members the details.
So I have set out the basic premise on which I base my argument, which is that we have the foundation of good will, and the point I wish to make today is simply that we should build on it. In the past, small local projects could be undertaken by the armed forces for the good of the community. In the past, the Royal Engineers could come out to build a small bridge, repair a footpath and so on. One might say that that was not a wise expenditure of armed forces money, but they do have to train. We should try to get back to that kind of involvement of the armed forces in the community. I am not talking about doing this in a social work way; it should be a genuine involvement.
Mention has been made of how so many people are unaware of what the armed forces do and even of what NATO stands for. One way of reversing that decline is to get the people in Wick to come on board this warship on 6 April—they will learn something—and to come to see the 4th Battalion the Royal Regiment of Scotland parading. That will build up knowledge, and will build up even further confidence in and enthusiastic support for our armed forces.
The hon. Gentleman is making a good series of points about the outreach of the armed forces and their visibility. Ought we not to encourage the more widespread wearing of uniform by service personnel when they are going about their business in our communities? The standard practice is for them to wear civilian clothing, but wearing the uniform, as the American services do, would also raise the profile and recognition of our armed forces.
That point is extremely well made. I might say, for the amusement of the House, that when I was a lowly private in the 2nd Battalion the 51st Highland Volunteers I used to find that one of the best ways to get home after a long camp far away in a remote part of the highlands was to wear my uniform and hitchhike—invariably, one got a lift pretty fast.

Commons ChamberI refer yet again to my vast and very remote constituency. I wholeheartedly endorse the hon. Gentleman’s point, because I have visited DWP staff in Wick in my constituency. I recognise how hard they are working and that they are doing their very best, but travelling to meet clients—if that is what we call them—in the far north-west of Sutherland is an almost impossible task.
That is one dimension. Another aspect that I am trying to highlight is the fact that some people need to be visited in their homes, but the DWP does not have the capacity to do that. For example, there are only two people who make such visits in the whole Forth Valley area, and they are overworked.
The process when someone is required to present themselves to provide ID verification can get a bit messy, as people do not always have the ID that they need. Not everyone has a passport or a driving licence, so further interventions are required from other agencies. It is logical for a patient to ask their GP to verify their ID, because surgeries can produce documents, but GP surgeries in my constituency are saying, “Hang on, that’s not our job. We’re not going to give you this information because it is really the DWP that should be talking to us about your identity.” The suggestion that some GP surgeries might begin to charge for such services causes me grave concern.
Time is against me, so I will conclude on the issue of joint claims and split payments. I have concerns about the way in which these payments are being handled. I have spoken to a number of women’s charities, such as Stirling and District Women’s Aid, that have explained why we need to adopt a more flexible approach to split payments. For example, payments for joint claimants should made into either a joint bank account or separate bank accounts. That would protect the most vulnerable people in society—women with young children who are on the receiving end of a rather brutal existence at the hands of some miscreant men.
Finally, we should not be afraid of measurement and reporting, so I welcome the Government’s approach to that. When performance is measured, it improves, and when that performance is reported, the rate of improvement accelerates. That cannot be a bad thing.
