Commons ChamberAs my colleagues are saying from a sedentary position, these people are being driven away. The actions of the Scottish Government are leading to divergence in tax rates between Scotland and England, and that is damaging the Scottish economy.
Why does my hon. Friend feel that the SNP Government in Scotland are so against aspiration?
I do not know and I really cannot understand it. Now that the Scottish Government are getting tax independence, one would think that they would want to grow the entire economy, instead of damaging parts of it. This should be a salient lesson that tax divergence is damaging; making your country uncompetitive will hurt services. It will cost higher rate taxpayers in Scotland £2,000 to £3,000 more per £100,000 of income. That means that a consultant in Newcastle may not choose to come to Aberdeen Royal Infirmary, which supports my constituency, and that would be very damaging for the public services.
The Finance Bill stimulates the economy; lower taxes will grow the economy. The hon. Member for Aberdeen North (Kirsty Blackman) is no longer in her seat, but she mentioned a transferable tax history, which is estimated to stimulate the oil and gas industry by £30 billion of investment. I consider that an enormous figure, not a small change. Fiscal stability will benefit the oil and gas industry, and we are grateful to the Chancellor that that is still the target of this Government. Slashing business rates, as the Chancellor has promised, will benefit businesses. However, of course, slashing business rates is not going to happen in Scotland, because that is a devolved matter; the north-east of Scotland got half of the increase in tax, which is damaging businesses in my constituency and other north-east constituencies. Commons ChamberI could not agree more. The last thing that the country needs is more doubt about its politicians. The same applies to the referendum in Scotland. The people vote and trust us to represent them in a democratic system, and that is what we are here to do. We are here to make the difficult decisions, and we must be brave enough to do that.
Non-trade agreements can be made for aviation, customs and security. They can cover non-trade items such as Horizon 2020, Erasmus, or the European Aviation Safety Agency. North sea helicopter operators are a subject close to my heart, because the airport from which they fly is in my constituency. EASA needs associate access. The Government have already proposed that, but it requires an agreement, not a no deal.
A CETA-style FTA is not backward looking. It could free the UK to do its own free trade deals throughout the world. As has been said, 90% of growth over the next 10 to 15 years will be outside the European Union, and the Minister recognised that. We can build on those 65 bilateral deals the UK supported in the EU.
No deal is not an alternative; an internationally-tested FTA would be. It is said that the EU has never signed an FTA containing significant liberalisation in financial services, but the point is that it has; it has had deviations in the past, and therefore we should be ambitious about having them in the future.
In fact, Michel Barnier himself has said:
“We are prepared to offer Britain a partnership such as there never has been with any other…country.”
That is exactly the kind of situation my hon. Friend is describing.
I could not agree more. The UK’s aim of a deep and comprehensive trade agreement is a matter of degree, not principle, so this is surmountable.

Commons ChamberGiven that I have not been elevated to the lofty heights of Cabinet—one day, we never know, I may be—I am unfortunately unable to answer the question for the Foreign Secretary. I am sure that the next time my right hon. Friend is in his place, the hon. Gentleman can ask him himself.
Yesterday in Holyrood, the Scottish National party Government refused to give a legislative consent memorandum to the European Union (Withdrawal) Bill, despite months of negotiation, despite Mike Russell, the Brexit Minister, saying that he was near to a deal, and despite SNP MSPs who would like to be pragmatic about a deal.
Does my hon. Friend agree that if the minutes of the Scottish Cabinet were to be released to the public, they would contain only four words: “We agree with Nicola”?
I can always rely on my hon. Friend to get to the nub of the matter.
The Government in Holyrood are deliberately under- mining the UK negotiations, and I am flabbergasted that the Scottish Labour party and the Scottish Liberal Democrats have supported the nationalists, disregarding the 2015 Scottish independence referendum and ignoring the Brexit referendum for narrow political gain. That is also why we are here today: for narrow political gain.

Contradictions between what the SNP does in the Scottish Parliament and what it says here are quite common.
The Scottish Parliament has powers to do so much good, but some of those powers remain unused. The tax-raising powers that the Scottish Parliament has had since its inception, which were agreed to at the referendum in 1997, remain in their box, unused. I do not believe in higher taxes, but there have been a few parties that might have some small representation in the Scottish Parliament that do. The SNP has the full right to use those powers, so when we hear talk decrying the funding settlement, we should remember that the Scottish Government have the power to vary the tax rate and to raise their own money.
Newer powers, on speed limits and air passenger duty, also remain unused, but we will see what the future holds in respect of those powers. All these powers are weapons in the arsenal, and let us not forget that they were brought forward by a Conservative Government looking out for the interests of the people of Scotland.
Just because we have our own powerhouse Parliament in Edinburgh does not mean that our Parliament in London should be less of a force for good in Scotland. The UK Parliament is still as much of a Scottish Parliament as it has been since the Act of Union in 1707. Scotland is one land with two Parliaments. We deserve our voice to be heard here and we deserve our Government—the UK Government—to work in our interests. Action taken by the Exchequer to work with the oil industry, to ensure that the full force of the UK economy can come to the assistance of the regional economy of Aberdeen, is an example of our working together as a United Kingdom.
On 3 October the Scottish Government announced an absolute ban on fracking in Scotland. In 1969—the year I was born—the main discovery of oil was made in the North sea. Does my hon. Friend agree that if the Scottish National party were in power now, it would ban the exploration of oil in the North sea, based on quasi-science?
