Through the national planning policy framework and the guidance that has come out since, we have actually strengthened green-belt protection. With the new planning permission in principle, the new requirement for a brownfield register and the £2 billion fund, we are going further than any Government before in making sure that brownfield sites are developed first.

Will the Minister agree that the plan of my hon. Friend the Member for Richmond Park (Zac Goldsmith) to drive the London Land Commission to force local authorities to bring forward unused land will secure the homes that Londoners need and protect the environment and give London the quality of environment it deserves?

My hon. Friend outlines the sensible and productive approach that has been outlined by my hon. Friend the Member for Richmond Park (Zac Goldsmith), who I hope will be the next Mayor of London, to make sure we deliver more housing for London. As the joint chair of the London Land Commission, I look forward to working with him.

I have had discussions with the Business Secretary and his colleagues. It is very important that we empower those local communities to be able to act in support of the businesses and the employees of those industries. Through the extension of the enterprise zone in Teesside, for example, the hon. Gentleman will see that practical support has been given to make sure that the prosperity of those regions continues to grow, despite these challenges.

T6. I am delighted to see the extra supply of affordable housing that will result from the Housing and Planning Bill, but a key to that is supply. Does my hon. Friend agree that the London Land Commission is crucial to this, and will he keep under review all the powers that it may need to ensure the supply of that land?

My hon. Friend makes a good point. I am honoured to be joint chair of the London Land Commission and I can assure him that we will make sure that that land becomes available and plays its important part in delivering housing for the needs of London. Once we reach the 12-month point from when it starts, we will carry out a review to make sure that the commission has all the powers it needs to deliver on that promise.

We continually make representations to the Israelis with respect to making access easier. The hon. Lady is quite right: many of those children have life-changing injuries. The NGOs who have to negotiate access to Gaza currently incur costs of some £6 million a year to do so, and that is not acceptable.

13. Although I recognise that both the Israelis and the Egyptians have offered humanitarian aid during the crisis, I am keen to press the Minister on what his Department could do immediately to ensure supplies of medicine and medical aid to the people of Gaza.

We have supplied emergency aid to the International Committee of the Red Cross, to which we gave £3 million, and through our rapid reaction facility to other NGOs.

As the hon. Lady will know, this is a consequence of a review conducted by Liz Sayce, the head of the UK disability forum. Her conclusions are supported by such organisations as Mind, Mencap and others, and I do not want to disagree with them lightly. They say—this is their conclusion and what they think we should be doing—that segregated employment, which was started in the aftermath of the second world war, is not the best way to promote the interests of disabled people in this country in the 21st century.

Q14. Last weekend, the Deputy Prime Minister spoke about the need for a tycoon tax. Does he intend that to include individuals who claim that they want tax raised on the rich, yet set up companies so that they pay only 20%, not 50%, of their income, such as Ken Livingstone?

It is worth dwelling for a minute on the explanation provided by Ken Livingstone for his exotic tax arrangements. I quote from an interview that he gave just this weekend:

“I get loads of money, all from different sources, and I give it to an accountant and they manage it”.

That is modern socialism for you.
