Today I am hosting the World Islamic Economic Forum. This is the first time it has ever been held outside an Islamic country and Asia, reflecting London’s growing position as a major centre for Islamic finance.

T8. Over the summer, we have seen a significant increase in homophobic attacks in Russia since the introduction of new anti-gay and anti-lesbian laws there. What representations has the Minister made to the Russian Government on that issue, and will he commit to raising it at the G20?

Of course my hon. Friend is quite right, and my right hon. Friend the Defence Secretary, myself and the whole National Security Council will certainly be very conscious of that. Of course, in this case it is not the withdrawal of all forces that is ensuring that there is space for political and economic development in Afghanistan, since the Afghan national security forces are being built up all the time. That is different from a complete withdrawal, but of course we will be very conscious of his point.

The upside of saying that we will have come to a certain point by 2014 is that it concentrates the minds of all others concerned. Our experience is that when we say to the Afghans that they will take security responsibility in a particular town or province on such a date, it is a forcing mechanism to encourage them to organise themselves to take that responsibility. We have to ensure that it has the same beneficial effect across the country.

Having recently visited Afghanistan, I know that one of the key issues in the transfer of security responsibility to the ANSF is the alarmingly high churn of up to 30% in individual Afghan national army units. What plans does the Foreign Secretary have to address that, for example by ensuring that better leave arrangements are in place for ANA service personnel?

This is still an issue. The attrition rates among the Afghan national army are still too high. The average is 2.6% a month across the army, so let us get it in perspective, but it is still higher than we would like it to be. The target is 1.5%. Afghan national police attrition rates have come down to more or less the 1.5% target, but they are nevertheless still too high. They show the importance of the better training arrangements that are now in place. Better pension arrangements are also being introduced, so a range of measures are being brought forward to deal with that very problem.

We will have to see how the opposition groups develop. We are urging them to come together, but I stress that our contact has been with those advocating peaceful action. We have not had contact with the Free Syrian Army, which is in a different position and advocates a different course, but we want those groups to come together, and we will want them to be involved and to bring their ideas and future plans to the international grouping—of whatever kind—that is formed among Arab, European and other nations. That will be the forum for the opposition to present their ideas and to seek the support of the rest of the world.

My right hon. Friend mentioned the possibility of securing a resolution at the United Nations General Assembly as a way of tackling the issue. What assessment has been made of the possibility of that, and on what timeline does he expect to operate?

We are on the side of a two-state solution. We want a secure Israel living alongside a viable and secure Palestinian state. I do not see us as being on one side or the other. We make no compromises on the security or the legitimacy of Israel. The hon. Gentleman can gather from my remarks today and on many other occasions, and from the way that we have voted on settlements at the Security Council, that we believe in putting Israel under pressure to arrive at a two-state solution. We have done more of that, I have to say, than happened under any previous Government. That is the direction of our policy; it is not a matter of taking sides one way or the other.

May I turn the House’s attention to today’s written ministerial statement on the arms export regime? I welcome the tightening and strengthening of that regime, but there remain real concerns that British-made matériel is being used to suppress democratic movements, particularly in Bahrain. Will the Foreign Secretary publish the review and tell the House what more he is doing to stop British-made matériel being used to persecute people seeking democratic reform?

I am grateful to my hon. Friend for his welcome for this move. On Bahrain, there is no evidence of British-made equipment being used in that way. He will be aware that we revoked export licences to Bahrain to try to make sure of that for the future. The review points the way to being able to make such decisions at earlier stages if enough is known about a situation. The internal report gives advice to Ministers and contains commercial information, so I do not envisage publishing it, although I have published its conclusions. As I indicated in the written ministerial statement, I am open to taking further measures and to further consideration of the matter.

As I said, the UN is leading on the matter, and it will spearhead the reconstruction effort. The Department for International Development is handling the details of the British contribution and support, but if we have more information about companies’ involvement, I will write to the hon. Gentleman about it.

I will make a point of hoping never to discover what motivates the right hon. Gentleman, and never to partake of any of it. [Interruption.] Labour Members are agreeing with me.

I do not accept that UN law is made in Beijing. It is important to have a clear legal base for actions we take internationally, as well as widespread international support and demonstrable need, and since the British Government, along with the French Government, have been absolutely in the forefront of ensuring that all the international sanctions and measures so far have been taken, the right hon. Gentleman is not in much of a position to criticise.

Clearly all sides would have to make compromises to arrive at a two-state solution, and we have conveyed that message strongly to Israel in recent weeks. We have clearly expressed our disappointment that the settlement moratorium was not continued, and have made plain that we regard settlements as illegal. When Foreign Minister Lieberman of Israel visited London on Monday last week, I argued strongly that Israel needed to make the necessary compromises to allow direct talks to resume and to pave the way for a two-state solution. We will continue to convey that message.
