I beg to move, That the Bill be now read a Second time.

This legislation is being introduced to keep our country safe and to ensure that our operational agencies and public authorities have access to the tools and intelligence that they need to keep us safe—safe from terrorists, safe from serious organised crime groups, and safe from others who wish to cause harm to our country and our citizens. Specifically, the Bill deals with participation in criminal conduct by covert human intelligence sources—so-called CHIS. These are agents, or undercover officers, who help to secure prosecutions and disruptions by infiltrating criminal and terrorist groups.

Throughout history, those entrusted to uphold the law or safeguard national security have used covert human intelligence to support and progress their activity. From Sir Francis Walsingham’s use of informers to defend the reign of Elizabeth I from internal and external threats, to the deployments by the newly formed detective units of the Metropolitan police in the latter half of the 19th century, to the double-cross system in the second world war, covert human intelligence has always been a vital part of our national security and law enforcement framework.

More recently, though, CHIS have been critical in identifying and disrupting terrorist plots, drugs and firearms offences, child sexual exploitation and abuse, and other serious organised crime. Since March 2017, MI5 and counter-terrorism police have together thwarted some 27 terror attacks. As the director general of MI5 said when the Bill was introduced:

“Without the contribution of human agents, be in no doubt…these attacks would not have been prevented.”

I have been advised that between November 2018 and 2019 CHIS operations within the Metropolitan police area alone led to 3,500 arrests, the recovery of more than 100 firearms and 400 other weapons, the seizure of more than 400 kg of class A drugs, and the recovery of more than £2.5 million in cash. Similarly, CHIS operations in 2019 alone enabled the National Crime Agency to safeguard several hundred victims of crime, including from child sexual exploitation and abuse. This is an important and unique tactic; by working their way into the heart of criminal groups, CHIS are able to access intelligence that other investigatory powers may simply never detect.

The Minister knows how seriously I take these matters and the equipping of our security services to do the job that they need to do, often in horrendous circumstances that affect the integrity of our country and its individuals, but he will also appreciate that safeguards have to be in place. What does he have to say to those who have raised serious concerns that the Bill, as it stands, does not have the safeguards in place to prevent assault, murder and torture, about which there is an absolute prohibition? He knows that we are a signatory to the convention on human rights, so what does he have to say on those matters?

I hope I will be able to respond to the hon. Gentleman during my speech, underlining some of the safeguards—the importance of oversight, which we attach equally to this Bill, and the operation of a criminal conduct authorisation, as contemplated by the Bill. I hope he will also have noted the specific reference to the Human Rights Act in the Bill, in order to underline some of the important points he makes about convention rights.

I have drawn out the separate regime that operates in relation to the authorisation of, for example, undercover officers, as well as the tight remit, the ambit and some of the additional oversight that is provided in respect of that regime. Again, that is all subject to the supervisory nature of the Investigatory Powers Commissioner and can, therefore, as with the provisions proposed through the Bill, be drawn out through that route. However, I will hopefully make some more progress and be able to get into how the Bill works and some of the further assurances. I may not be quite as generous with interventions, so that I can hopefully make progress and let other right hon. and hon. Members in.

The Bill amends the Regulation of Investigatory Powers Act 2000 by inserting a new section to provide a power for public authorities to grant a criminal conduct authorisation. Equivalent amendments are also proposed to the equivalent legislation in Scotland, subject to ongoing constructive engagement with the Scottish Government.

A CCA may be granted only where it is necessary for one of three statutory purposes: national security, the prevention or detection of crime, or in the interests of the economic wellbeing of the UK. It must also be proportionate to what it is seeking to achieve, and consideration must be given to whether the objective could be achieved by conduct that is not criminal. These authorisations will be tightly bound and granted by a highly trained and experienced authorising officer. They must also be compliant with our obligations under the Human Rights Act, including the right to life and the prohibition of torture or subjecting someone to inhuman or degrading treatment or punishment. Again, I will expand a little further shortly.

A CCA can also apply only where the deployment or engagement of the CHIS has already been authorised under the existing section 29 of RIPA, and is subject to the limits that that section provides. As such, there is a two-stage process: first, the authorisation of the use of a CHIS and, secondly, the separate authorisation of that source to carry out criminal conduct in the tightly prescribed circumstances proposed by the Bill.

It is worth highlighting that, alongside the Bill, we have published draft provisions of the CHIS code of practice, which provides further detail as to how the authorisation process will work and the factors an authorising officer must consider before granting an authorisation. To be clear, all authorisations are precise and explicit. A CHIS will never be given unlimited authority to commit any or all crimes. The effect of an authorisation is to render the authorised conduct lawful. This model is consistent with the approach we have taken for other investigatory powers. Of course, where a CHIS commits any criminality outside the tight parameters of the authorisation, the prosecuting authorities can consider this in the normal way.

Members will understand that, because of the clandestine nature of their work, there are limits to what I can say publicly about the role that CHIS play in saving lives and property, without exposing sensitive information about their methods and techniques. I know that there are concerns about the Bill somehow providing a licence to kill or to commit torture. Let me be clear that there are upper limits to the activity that can be authorised under the Bill, and those are contained in the Human Rights Act. That includes the right to life and the prohibition of torture or subjecting someone to inhuman or degrading treatment or punishment. It is unlawful for any public authority to act in a way that is incompatible with the European convention on human rights, and the legislation makes clear that nothing in the Bill detracts from a public authority’s obligations under the Human Rights Act. Therefore, an act that would be incompatible with the ECHR could not lawfully be granted under this Bill.

We do not believe, however, that it is appropriate to draw up a list of specific crimes that may be authorised or prohibited. To do so would place in the hands of criminals, terrorists and hostile states a means of identifying our agents and sources, creating a potential checklist for suspected CHIS to be tested against. That would threaten the future of the CHIS capability and result in an increased threat to the public. Protecting CHIS from prosecution will have achieved little if we cannot also protect them from being identified by the terrorist and criminal groups they inform against, placing them at personal risk.

I am listening very carefully to what the Minister is saying, but will he be clear? This is all predicated on our continued membership of the European convention on human rights and on the Human Rights Act staying as it is, and at the moment we have an Attorney General who has made very clear her intentions towards both those instruments. Can he make it clear that we will stay in the ECHR and that the Human Rights Act will stay as the bedrock of the guarantees on this, but also that other international conventions we are signatories to, including the convention against torture, would also apply in restricting actions that could be authorised under this Bill?

I have been pretty clear about the way this Bill operates and the manner in which agencies and the different bodies that can be authorised are able to act. Clearly, I cannot bind this House for the future, but I am very clear that we stand by our ECHR commitments, which is why this has been expressed in the way that it has in the Bill. I hope that is helpful to him.

I underline for the hon. Gentleman the Prime Minister’s commitment to these issues. She has been kept very closely informed and updated, and has had discussions with the former First Minister and Deputy First Minister, and indeed the Taoiseach. We are committed as a Government to a return to devolved government and a positive outcome after these elections have taken place. That is what the people of Northern Ireland want, and what we all want. We have a shared and collective drive to achieve that, and we all need to focus on achieving it.

I thank my hon. Friend and others for indicating the support from their communities. My hon. Friend may be interested to know that we continue to work closely on this. The Under-Secretary of State for Refugees, my hon. Friend the Member for Watford (Richard Harrington) and the Home Secretary are looking closely at the community sponsorship mechanism that might provide new means for recognising children and others fleeing persecution who might be able to come to this country. I hope to be able to update the House on this shortly.

I have listened carefully to what the Minister has said and have looked closely at the amendments in lieu that he proposes. Will he be clear to the House about the number? I know that it is not in the amendment in lieu, but is he going to act within the spirit of the 3,000 figure? Will he also give us any indication about what will happen in the short term—perhaps before the new school year starts—and roughly how many children we will support?

I recognise the hon. Gentleman’s point, and if he will bear with me I will come on to address it. It is important for the House to recognise that the reference to 3,000 children has been removed from the amendment, but we welcome the insertion of consultation with local authorities, which is important.

An arbitrary quota is not the correct approach. It has no regard to the existing pressures faced by local authorities, which last year alone took charge of 3,000 unaccompanied asylum-seeking children who had made their way here. The burdens of taking on children are not evenly shared between local authorities, which is why we have made provision in the Bill to bring about a national dispersal scheme for unaccompanied asylum-seeking children. We agree that local authorities should be consulted to ensure that our obligations to those children already in the UK continue to be fulfilled and that any children brought to the UK can be fully supported. The nature of the amendment means that we must consult others before bringing final proposals on implementation.

Furthermore, the best interests of the child must be at the heart of any action. In addition to consulting local authorities, we will also continue to consult relevant non-governmental organisations, the United Nations High Commissioner for Refugees, UNICEF and other member states, specifically France, Greece and Italy, on how best to implement the legislation, including which children will most benefit from such action and how we can implement procedures and processes that protect the best interests of the child.

Some groups provide support and advice in immigration removal centres, but matters of legal aid are not for me at the Home Office but for colleagues in the Ministry of Justice.

Let me move on to the broader issue of Lords amendment 87. In opposing the amendment, I do not in any way question the motivation of those who tabled it in the other place, or the desire to see this country do more in the region, on the shores of the Mediterranean, and within Europe. The conflict in Syria continues to have a devastating effect on the lives of many men, women and children who have been displaced from their homes, their country, and their futures. The stories they tell of lives that have been uprooted, and the distressing images that we see of people fleeing in search of a better, safer life, are moving and compelling in equal measure.

I know that many Members have travelled to the region, or to the Greek islands or the camps in northern France, and they have been deeply moved by their experiences. I have appreciated the opportunity to listen to colleagues such as my hon. Friends the Members for South Cambridgeshire (Heidi Allen), for Bury St Edmunds (Jo Churchill), and for Eastbourne (Caroline Ansell), following their visit to the Greek islands, and my hon. Friends the Members for Enfield, Southgate, and for Faversham and Mid Kent (Helen Whately), following their visits to Calais. They set out the practical issues on the ground, and the need for this country to do more.

The Government wholeheartedly share the intentions of the noble Lords to protect and support vulnerable unaccompanied refugee children, but the challenge is how we most effectively harness our strong sense of compassion and moral duty. As my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer) put it to me recently, this is about how we use both head and heart.

Our starting principle is that we must put the best interests of children first, and avoid any policy that places children at additional risk or encourages them to place their lives in the hands of people traffickers and criminal gangs. In any response, we need to be careful that we do not inadvertently create a situation in which families see an advantage in sending children ahead, alone and in the hands of traffickers, putting their lives at risk by making them attempt treacherous sea crossings to Europe. As the horrendous events in the Mediterranean last week demonstrated, that would be the worst of all outcomes.

The Minister specifically mentions the horrific events in the Mediterranean last week. I have heard from a number of constituents who, through their family connections, knew of people fleeing. He mentioned Syria, but people are fleeing not just Syria but conflicts all across the horn of Africa and elsewhere. I have heard some absolutely harrowing stories from those who have survived those terrible crossings—people trying to travel from Alexandria being abused by people traffickers. Does he not agree that, when children survive such horrific tragedies, we need to do our bit in taking some of them here for protection in this country?

The contracts, with commercial details redacted, are available through the gov.uk website. Obviously I can point the hon. Lady to the relevant details. However, I want to underline the change in the KPI position and the fact that sums levied under service credits have markedly reduced. That is not to say that I am satisfied with the issues that hon. Members from across the House have presented to me today, particularly about the complaints process and the complaints that are being raised.

One issue that has come from the Middlesbrough audit, which I hope to publish later today, relates to inspection. I mentioned that a third of properties were being inspected, and I believe the focus is primarily on the accommodation itself—whether the decent homes standard is being met and what steps are being taken to remedy defects that are identified. The audit has not indicated complaints coming through about the red doors issue, for example, or indeed wristbands. Therefore, as one of the actions coming out of the audit, I have asked my officials to review the issue of complaints and how they are escalated, as well as the questions that inspectors ask the people who use the accommodation, to see that any concerns related to the performance indicator on complaints can more readily come to our attention.

Given the points that have been made today, is the Minister satisfied with what is happening in relation to the specific issues affecting women and children? Is there is the right staffing balance to deal with them, and is there the right level of training, particularly for dealing with people who may have been trafficked or subjected to sexual violence? Will he commit to looking specifically at that issue?

The hon. Gentleman knows that I am happy about the steps that we have taken with the national referral mechanism, and he knows the importance that we attach to the issues of enslavement and trafficking. The information received from Europol is that about 90% of those who arrive on our shores have been trafficked in some way to get to their destination.

I want to underline the message that the COMPASS contracts are delivering savings. We see them as being on track to deliver about £137 million of savings. Two of the contractors have said publicly to the Public Accounts Committee that they are making losses in this context, so we believe we are getting value for money. We are getting improvements in the quality of the accommodation; it is the issue of complaints that concerns me. Some of the refugee charities have highlighted issues, which I will reflect on in light of the audit and inspection. I will see how things can be better targeted, how the contracts can continue to deliver and, equally, how the voice of the recipients can be better reflected. That will enable us to improve the way we pick up on issues such as those that have been identified, which have rightly caused concern.

We need to consider these issues carefully. What is at the forefront of my mind is not seeing more children being put at risk and their lives being put at risk. That is what the people smugglers and traffickers will do, and why we need to act with such great care so that we do not make the situation even worse than it is.

I wholeheartedly support the call from Save the Children and my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper), but I want to ask the Minister specifically about the treatment and dignity of children asylum seekers and their families when they arrive in this country. He will be well aware of the concerns expressed about Clearsprings, which operates accommodation in my constituency and in that of my hon. Friend the Member for Cardiff Central (Jo Stevens), stigmatising asylum seekers by forcing them to wear red bands, but I have heard reports of short-notice evictions, lack of female housing workers and asylum seekers being forced to sign documents before seeing properties. Shockingly, I was told by the Home Office that a manager may enter an individual’s bedroom without consent. Will the Minister investigate that company and find out what exactly is going on in the treatment of those vulnerable individuals?

Yes, I am confident of that. Obviously, we considered the implications of the Human Rights Act when the primary legislation was taken through this House. That does not necessarily mean that it will not be subject to legal challenge—we have legal challenge for all forms of legislation—but we are confident about the way the measure has been brought forward, and it touches on the competency of member states in national security issues. I recognise the long-standing and consistent approach that my hon. Friend has highlighted, and I am sure he will continue to highlight it to ensure that we get legislation in the right place and properly consider human rights challenges and other issues in that regard. I welcome his intervention.

As for the guidance itself, it is essential that it is accurate and workable for all institutions. It is not the Government’s intention that the duty in respect of higher education and further education institutions should commence for those sectors until guidance on speakers and events has been published. This, as I have explained, will of course be for the next Government to carry through.

It is important to take the opportunity to remind the House of the purpose of the new duty and its importance. The emergence of ISIL and the number of people—particularly vulnerable, young people—who have misguidedly travelled to Syria and Iraq present a heightened threat to our national security. The intelligence agencies tell us that the threat is now worse than at any time since 9/11. It is serious and it is growing. The threat has changed and so must our response.

As part of that response, we need to continue to combat the underlying ideology that feeds, supports and sanctions terrorism, and to prevent people from being drawn on to that path. The Prevent duty will ensure that such activity is consistent across the country and in all bodies whose staff work on the front line with those at risk from radicalisation.

Will the Minister place on record his support for the work being done by a group in my constituency to tackle the root causes and extremist ideologies that have been affecting people in Cardiff? They are doing fantastic work as part of the Movement for Change “Make a Choice, See a Change” campaign online and with their peers to combat ideology that may have affected some people in their community.

I commend the hon. Gentleman for highlighting the work of community groups in his constituency. Some incredible people and organisations are standing up against terrorism, highlighting the peaceful nature of the Islamic religion and challenging some of the ideological underpinning that has been perversely twisted by those who support ISIL and other terrorist and extremist organisations. It is the work of community, family and people in the locality and the neighbourhood that is making a real difference in standing together and confronting and combating pernicious ideology. This is a generational struggle. Bringing forward the guidance and the Prevent duty underlines the important responsibility we all have—government, community, family and individuals—to stand together to ensure that a clear and robust message is given. I know that good work is taking place in Cardiff and in many other parts of the country to do precisely that. I welcome the opportunity to put that on the record this afternoon.

I would like to turn now to the Civil Procedure (Amendment) Rules 2015. The Counter-Terrorism and Security Act 2015 introduced temporary exclusion orders, which enable the Secretary of State to disrupt and control the return to the UK of certain British citizens suspected of engaging in terrorism-related activity abroad. TEOs also enable the Secretary of State to impose certain requirements on individuals on their return to the UK.

The House will recall that the Government introduced two stages of judicial oversight of this power during the passage of the Bill. The first stage requires the Secretary of State to seek permission from the courts prior to imposing a TEO or, in exceptional circumstances, to seek such permission from the courts retrospectively. The second stage provides a statutory review mechanism to enable the TEO subject to challenge the imposition of the order and any obligations imposed on their return to the UK. That judicial oversight was introduced in response to concerns raised by right hon. and hon. Members on all sides of the House, and was welcomed during consideration of the amendments made in another place.

The Civil Procedure (Amendment) Rules 2015 are required to implement this judicial oversight in England and Wales. The instrument introduces the court rules for temporary exclusion order proceedings in the High Court and appeals to the Court of Appeal, which are essential to ensure we are able to operate the appropriate safeguards for this power. I have already mentioned that the Joint Committee on Statutory Instruments has reported this instrument and drawn it to the attention of the House.

The Government have acknowledged the issues raised by the Joint Committee and committed to updating the rules by an amending instrument as soon as practicable. That amending instrument will be made by the Civil Procedure Rule Committee, and I can assure the House that the process for doing so is already under way. However, as the Government made clear in their response to the Joint Committee, we do not consider that the drafting errors acknowledged render the rules invalid or inoperable. The court rules are required in order to implement the important judicial oversight of TEOs in England and Wales.

I am grateful for the contributions this afternoon and the broad support for the two orders that we have been discussing. A number of the contributions strayed into the broader principles and issues surrounding counter-terrorism. I shall not detain the House by repeating a Second Reading debate on the Counter-Terrorism and Security Act 2015, but some important points were raised and I wish to challenge some of the underlying assumptions.

For example, in respect of Prevent and the Prevent duty that this guidance refers to, the hon. Member for Kingston upon Hull North (Diana Johnson) made a number of assertions about the actions of this Government, and those assertions should be challenged. She asserted that there had been some muddle. The only muddle was the thinking of the Labour Government in their delivery of Prevent, and the fact that they conflated work on integration with combating terrorism activity, which stood in the way of doing that work effectively. That is why this Government were right to make a clear separation between the two parts of the work to ensure that they were effective.

The hon. Lady made various assertions about the activity that had taken place. Perhaps I can give her some figures, rather than the ones that she cited. I do not know where she got them from and I certainly do not recognise them. We have delivered more than 180 projects since 2011 under Prevent. The programme has reached more than 55,000 people. This year we are supporting more than 80 projects. We have provided a focus that did not exist under the Labour Government and, to judge from the shadow Minister’s comments, would not exist under Labour now. It has been useful to tease that out in the course of the debate.

I heard the point highlighted by my hon. Friend the Member for Stone (Sir William Cash) in relation to freedom, liberty and security, a subject to which he has rightly returned on a number of occasions. He spoke about the issue of human rights and how that may impact on the court rules and the orders before us this afternoon. As the lead Minister who was responsible for the successful deportation of Abu Qatada from this country, I well understand the challenges posed by human rights issues in the context of the Government’s actions in seeking to uphold security and the best interests of this country. Yes, I think more does need to be done, but I shall not stray into a broader debate on the need for a British Bill of Rights. Ultimately, liberty and freedom should reinforce and be reinforced by security. I do not see that as an either/or. They should be two sides of the same coin and support each other. This is no doubt an issue that will be returned to in the next Parliament, continuing the debate that took place in this one.

The hon. Lady referred to the impact assessment and the report that she read in the newspapers. Perhaps I may comment on that. The impact assessment looked at the impact of the specific statutory instrument before the House this afternoon, particularly the impact of adding Scottish authorities to schedules 6 and 7. Neither the impact assessment nor the chief economist’s statement were concerned with the Prevent strategy as a whole or the Prevent duty outside Scotland. I hope that clarification is helpful.

The hon. Lady also talked about changes in Prevent priority areas. Our approach is informed by the changing threat picture and by the advice we receive from the joint terrorism analysis centre. It is in that context that we set priorities, and it is right that we keep these things under review. It is not a question of going back to the past, as she wrongly asserts; it is about the here and now, meeting the challenges and threats we face as a country and protecting those things that we hold dear, and that is the Government’s priority. I am sorry that the hon. Lady has failed to understand the issues at hand. That underlines again why Labour is simply not competent to deal with these issues.

As I have said before, the question of how universities and colleges balance the Prevent duty with the need to secure freedom of speech and have regard to the importance of academic freedom is extremely important. The Government take that extremely seriously, which is why we amended the legislation to ensure that institutions must have particular regard to the importance of academic freedom and freedom of speech when complying with the duty—the point made by the hon. Member for Sheffield Central (Paul Blomfield).

I reiterate that the Government are clear that universities represent one of our most important arenas for challenging extremist views and ideologies, but there is a risk that some people might use higher education institutions as a platform for drawing people into terrorism. We will use the time before the duty commences to produce further guidance on managing speakers and events in further and higher education institutions. It will be for the next Government to bring that guidance to the House early in the next Parliament for approval by both Houses, as I have indicated. I think it is important that there is a good understanding of the full guidance and how it relates in that manner.

The Minister will be aware that I have previously raised concerns about that with him and with other Ministers. Given the context of devolution, particularly in the universities sector but also in education more generally, is it not absolutely vital that there are regular, proactive discussions between universities and Education Ministers across the United Kingdom, and will he ensure that in future there is Cabinet Office guidance on how often those matters should be discussed among Ministers across these islands?

The Prevent oversight board, which has an integral role in ensuring that the guidance before the House is properly recognised, has the ability to share good practice, and indeed the issues on adherence to it. That will provide a good mechanism for drawing Government together. It also needs to have good contact with the devolved Administrations. As the hon. Gentleman might know, I have already had discussions with the Welsh Government, and I certainly wish to see that continue in relation to the operation of the guidance. I also highlight the £40 million allocated for Prevent work in 2014-15 and the fact that the Prime Minister announced on 25 November that the additional £130 million that has been made available for increased counter-terrorism work will include additional funding for Prevent.

Schools and nurseries have a duty to care for their pupils and staff. The new duty will be seen in a similar way to their existing safeguarding responsibilities. The early years foundation stage framework makes it clear that providers must be alert to any safeguarding and child protection issues in a child’s life, either at home or elsewhere, so the work on the guidance supports and strengthens that. With regard to training, we have used Prevent to train literally tens of thousands of people to raise awareness of the need to adhere to an understanding of the issue, the threats and the risks within safeguarding, and that approach will certainly be extended further.

The hon. Member for Kingston upon Hull North asked whether we have covered all appropriate health bodies. The foundation trusts and NHS trusts identified are the most likely to have the most direct contact with people on the front line, with regard to their staff and the hospital settings. She referred to the issue of CCGs. We will certainly keep that under review in terms of extending the duty to other bodies, and I will have an open mind in adding it at that stage. However, a CCG is effectively a commissioning body rather than a body that delivers front-line services, and I hope that she understands that distinction.

The contribution of the UK stands up to scrutiny and our overall contribution bears comparison with any international country. We are providing £700 million in aid, which is assisting hundreds of thousands of people each month. The vulnerable persons relocation scheme deals with the most vulnerable individuals, and I underline the fact that we have granted asylum to 3,000 people from Syria since the start of the conflict.

23. I welcome what the Minister says on Syrian refugees coming in this direction, but will he comment on British citizens travelling in the opposite direction? He may be aware of a story in today’s Daily Mail regarding allegations that British citizens have been involved in barbaric and brutal beheadings in Syria and Iraq. Will he assure me that those claims will be investigated very urgently, including claims that an individual from Cardiff was involved? Will he join me in welcoming the absolute condemnation of those acts by the Muslim community across Cardiff?

I am sure that the whole House would join the hon. Gentleman and me in utterly condemning those responsible for the brutal murder of Peter Kassig and the appalling images we saw over the weekend. The Government remain resolute in confronting terrorism in all its forms and pursuing those responsible for heinous terrorist acts, and I endorse his comments about British Muslim communities across the country standing up against this brutality and heinous evil. We stand together in condemning these actions and taking whatever action is appropriate.

The Home Secretary will no doubt agree that co-ordination in the fight against ISIL and extremists in this country is crucial. Will she therefore explain why, to my dismay, it appears that the Secretary of State for Education and the Minister for Universities, Science and Cities have yet to meet their Welsh counterparts and other devolved counterparts to discuss tackling extremism in schools and universities throughout our country?

Through the extremism task force there is work that is chaired by the Prime Minister on combating extremism and terrorism. This work is ongoing, and putting Channel and Prevent on to a statutory basis will ensure that we have that co-ordination at a local level and that there is consistent priority across the country.

As my hon. Friend will know, the Intelligence and Security Committee is currently completing its review of the investigations related to that case, and I do not think it would be appropriate for me to comment further in that regard. The Home Affairs Committee has conducted a broad review of counter-terrorism powers—indeed, I gave evidence to it. Clearly, we keep powers under review, and we have sought to extend extraterritorial jurisdiction for a number of terrorism offences in relation to the Serious Crime Bill, which is currently before Parliament.

20. I also associate myself with the Minister’s initial comments. He and the Home Secretary will be aware that a number of organisations that operate in Cardiff have recently been proscribed. Will the Minister clarify the names of those organisations and outline how he intends to ensure that individuals involved in them do not simply rebrand themselves and go under other organisational names in the future? They are not welcome in Cardiff by either the Muslim community or the wider community.

I entirely endorse the hon. Gentleman’s comments, and I know of the work he is undertaking locally in Cardiff in combating extremism and ensuring that community groups are brought together to confront it. We have made further changes to proscription in terms of aliases related to al-Muhajiroun, and have added the names of other terrorist organisations. We will keep that focus and keep the issue under review. Obviously, the police are also looking at whether there are prosecution opportunities.
