Commons ChamberThe hon. Lady is right that people will still be feeling like that. All I would say is that they should take the time to go through the report and look at how Lady Justice Macur has handled to the very best of her ability all the sensitive, difficult questions that have plagued survivors for years and years. A lot of lessons have already been learned from the events we are talking about. As I said in answer to a question a few moments ago, that is not to say we are complacent, as there is always more we can learn as a society. But in terms of where we are in Wales right now, we have the Children’s Commissioner and the work that the Welsh Government are doing. There is good collaboration between UK Departments and the Welsh Government on these issues to do with social services, childcare and vulnerable people. The work is positive and will carry on.
The people of Wrexham, where many of these horrible events took place, will be astonished by the contents of today’s statement. As a solicitor who practised in the courts around Wrexham in the ‘80s and ‘90s, I am astonished by its contents. I note that the Secretary of State referred only fleetingly to some reluctance in the old Welsh Office to undertake a public inquiry in the 1990s, and I will read the report closely in that respect. Will he please tell me why the prosecutions that are now taking place as a result of Operation Pallial did not take place in 2000, following the Waterhouse inquiry? He did not address that at all in his statement.
I thank the hon. Gentleman for his question. He expresses astonishment. What I say in response to that is that if he has specific information about specific individuals, he knows where to go with it—to the police. His question as to why the arrests are being made now and were not being made 30 years ago is a specific question that I have put to the NCA. Its response was that, first, this is because of the publicity of recent years and, secondly, it is because of the culture change, with a lot more witnesses feeling empowered to come forward. That is part of the reason why much greater convictions are being secured; the police are receiving greater, specific evidence from survivors and victims who feel willing to come forward.

Commons ChamberI am sure that my right hon. Friend, like me, welcomes the fact that the Government are cutting APD in all parts of the UK. However, let us be clear: I want Cardiff airport to be a success story, but I also recognise that there are serious concerns about the effect APD devolution might have on competition issues in relation to Bristol airport.
Is the Secretary of State aware that north Wales’s local airports are in Liverpool and Manchester? Will he pull his finger out and have meetings to improve connectivity to Manchester airport by rail from north Wales?
I am very aware of the issues that the hon. Gentleman raises. I recently met the north Wales business council precisely to talk about the importance of a rail link from north Wales into Manchester airport. He makes an important point that we are very mindful of.

General CommitteesMy door is always open. I do not think anybody has tried to bend over backwards and be pragmatic and flexible on this stuff more than I have. I have spent the past 18 months moving the position of the UK Government, compromising on a number of very key areas that have proved controversial. From our perspective, it feels as if we have made all the movements on our side, and we have run into the buffers of stubbornness and a lack of reasonableness.
Would not the Secretary of State’s argument carry a great deal more force if he were not the Secretary of State who had colluded in diminishing the rights of Members of Parliament from Wales to have a voice on issues that directly affect our constituents? Is not what he says about English votes for English laws and the lack of consultation that took place with Members an absolute disgrace?
I do not know how to dignify that question with a response. It is a nice try to attempt to confuse the issues before us today.
I will wrap up my remarks after I have reiterated my answer to the hon. Member for Ceredigion. I am determined to get the legislation in a position that not only Assembly Members and the Welsh Government, but Members here are comfortable with—a piece of legislation that strikes the right balance and achieves our aims, which I think most fair-minded people in Wales would agree with. I will not allow this legislation, through the force of criticism from Cardiff Bay, to be changed into a piece of legislation that we are not comfortable with. As I said previously, if the Labour party were in power in the UK, its members would not take forward a Bill that delivers a separate jurisdiction. They would not be doing things that the Welsh Government are calling for.

Commons ChamberI absolutely agree with my hon. Friend. We on the Government Benches understand that work is the best route out of poverty. I am very pleased that in Wales the number of children growing up in a home where no parent works has halved, falling by 62,000 since 2010. I am clear that if we are to transform life chances, we have to go much deeper and address the root causes of worklessness, as my right hon. Friend the Prime Minister pointed out in his speech on Monday.
Four years ago, my constituent Margaret Foster was sacked from Remploy by this Prime Minister. Yesterday, I raised her case in a debate. Today, I have been approached by local employers offering her work. Why are the Secretary of State and the Prime Minister presiding over a system to support disabled workers so useless that it takes a Member of Parliament raising the issue in Parliament for anything to happen?
The proportion of disabled people in Wales in work has increased under this Government. There was a time when Labour Members understood and talked the language of welfare reform. Maybe when they have stopped kicking lumps out of each other they will get back to addressing it.

Commons ChamberThe right hon. Gentleman is absolutely right. We end the parliamentary passage of the Bill exactly as we began it, with Labour trying to place even more hurdles in the way of devolving a portion of income tax. You would have to be Colin Jackson to clear all the hurdles that the Opposition are trying to set up.
I will not, because there is another group of Lords amendments to discuss.
I should like to finish by paying particular tribute to the contribution made by my hon. Friend the Member for Montgomeryshire (Glyn Davies). He set out some powerful arguments, and has done so from a position of real credibility, having been an Assembly Member. He has been ahead of the curve on many occasions in recognising the strategic direction that Welsh devolution needs to go in and the benefits that can be accrued to Wales by taking sensible, moderate and pragmatic steps forward. On that note, I shall bring my remarks to a close.

Commons ChamberThe hon. Gentleman makes an important point. There are frequency issues on those lines, but he must recognise that decisions on the frequency of services will need to be taken by Welsh Ministers, because we are devolving the franchise to the Welsh Government as part of the electrification deal.
Part of the valleys line package is a contribution by the UK Government to the capital costs involved. In principle, are the UK Government prepared to support capital investment in railways in north Wales?
I spent two days in north Wales meeting business leaders and local authorities to talk about how we can drive up the quality of infrastructure in north Wales, and I can tell the hon. Gentleman that we have a long-term plan that will deliver the improvements for infrastructure in south Wales and north Wales too. [Interruption.]

Commons ChamberThere is truth in what the hon. Gentleman says. It is an excellent example of European industrial co-operation, but he knows better than anyone else here that at the heart of the success of Airbus in his north Wales constituency are the excellent skills and motivation of the workers, many of whom are in his constituency, but also in other constituencies.
North Wales is at the heart of Wales’s economic growth, and I look forward to seeing more excellent examples of enterprise in Wales’s very own northern powerhouse tomorrow, when I embark on a two-day business tour there. The Labour party here in London at times seems to resist these developments.
If the right hon. Gentleman is visiting north Wales, perhaps he will visit the Wrexham area. I hope he will accept that many of our exporting giants in north-east Wales, such as Kellogg’s and Toyota, export to European markets, and that the international investors who decide where to invest and create new jobs are frightened off by his Prime Minister’s indecision and this Government’s lack of clarity.
Business is not being scared off: quite the opposite. We recognise that the single European market is an enormous strategic prize for the UK, but in fact a greater proportion of Welsh exports go to countries outside the EU than to those inside it, and our trade with countries outside the EU is growing at a faster rate, so the hon. Gentleman should not be so insular and should look at the worldwide dimension, rather than just the European one.
I have a huge amount of sympathy for the hon. Gentleman’s point. Businesses in north Wales make that point to me consistently, and I expect to hear more on that while I am in Wales over the next 48 hours. The Under-Secretary of State for Wales, my hon. Friend the Member for Vale of Glamorgan (Alun Cairns) will shortly be hosting a transport summit in north Wales in order to identify the strategic infrastructure projects that we need to focus on if we are to secure the long-term economic success of the area.
I will bring my remarks to a close shortly. I could have gone on to talk about investment in digital infrastructure and the support that we are giving the Welsh Government for the broadband project. I could also have mentioned the investment in the new prison in Wrexham, which is a really strategic investment for north Wales, along with the many other examples of how this Government are doing everything possible to create the right framework and conditions for Welsh business to succeed, and to create the jobs and wages that we all want to see for all our constituents.
I am very proud of the transformative projects that this Government have achieved in Wales. I am also proud of the people in Wales who are making those policies work to their full effect. I am proud that we have a growing private sector with more people in work and more businesses. I am just dismayed at times that the Opposition cannot bring themselves to welcome that, bang the drum and support it. We have no problem with rolling up our sleeves and working with the Welsh Government in the interests of Wales. Why does the Welsh Labour party at this end of the M4 have a mental and political block that prevents it from being a constructive Opposition in the interests of Wales?
As someone who has run a small business in Wales, I ask the right hon. Gentleman whether he understands that his Government’s policies are doing the economy down. His Government are suppressing demand in the local economy by cutting wages, increasing taxes such as VAT, and preventing people from having enough money to spend to help local business. Does he not understand basic economics?
What I do understand is the way unemployment has been falling in the hon. Gentleman’s constituency. He should be championing the fact that youth unemployment has fallen by 49% in the past four and a half years. That is more lads and more girls in his constituency getting their first jobs and a foot on the jobs ladder. That is what it is all about.
Last Friday, when Opposition Members were working out what clever things they were going to say in this debate and trying to find new ways to talk down the Welsh economy, what were we doing? I will tell them where I was last Friday: I was down in Newport, standing shoulder to shoulder with the UK Prime Minister and the Welsh Labour First Minister. We were all banging the drum for more investment in Wales, banging the drum for more jobs for Wales, together sending a united, strong, positive message from Wales that Wales is coming back. We all need to work together to see that continue.

Commons ChamberGeneral Dynamics is another superb Wales-based company that I have had the pleasure and privilege of visiting in recent weeks. I am very happy to join the hon. Gentleman in paying tribute to whoever was responsible for securing the inward investment.
When Robin Southwell, the chief executive of EADS, which owns Airbus, addressed the Labour party conference this year, he stressed the importance, from Airbus’s point of view, of Britain remaining a member of the European Union. Does the Secretary of State agree on the importance of that, or does he know better?
Being part of Europe is important for Wales-based manufacturers—there is no question about that—but when I talk to businesses all across Wales, they also tell me that our current membership of the European Union imposes burdens and costs. That is why they support the Prime Minister’s strategy to renegotiate our membership with the European Union and get a better deal for Welsh and UK business.

Commons ChamberThe right hon. Gentleman will be aware that the main superfast programme deals with 96% of residences in Wales. We are putting in additional money to look at how we connect the last few per cent. of properties that are difficult to reach, and a Welsh pilot project will be taken forward as part of that £10 million scheme. There is light at the end of the tunnel, but we cannot underestimate some of the geographical and topographical challenges that Wales faces in rolling out superfast broadband.

It is a pleasure to serve under your chairmanship, Mr Hollobone, and to follow the hon. Member for Llanelli (Nia Griffith). I congratulate the right hon. Member for Delyn (Mr Hanson) on securing this important debate, and for the positive, constructive and intelligent way in which he set out his case. He emphasised the positive aspects of what is going on in Wales and the need to do more to secure the future of the excellent developments and facilities that he talked about so eloquently.
This morning, more people than ever before in north Wales went out to work. When we came into office in 2010, the overall employment level in north Wales was at a nine-year low. Over the past four years, notwithstanding the remarks of some Opposition Members, we have seen some really healthy growth in the labour market across Wales, but particularly in north Wales. Unemployment across north Wales is 6.3%, which is lower than the Welsh average and lower than the UK average.
One of the pleasures and privileges of my job at the Wales Office is that I get the opportunity to go out across Wales. Some of the most exciting, interesting and encouraging things that I see in the economy in Wales are happening in north Wales, so I concur with all the positive remarks made by Opposition Members about what is happening in the north Wales economy. I underline that we are seeing a sustained fall in unemployment. During the previous Parliament, unemployment in the constituency of the hon. Member for Wrexham (Ian Lucas) increased by 50%, but it has fallen by 10% since 2010. In Delyn, unemployment increased by 110% over the five years of the previous Parliament, but since 2010 it has come down by 17%. Of course, we want that to progress and go further, but the trend is positive. I will say a little more about that in a moment.
The right hon. Member for Delyn made an urgent point about Creative Foods. We are aware of that situation and have had a discussion about it at the Wales Office. In that case, as in the case of First Milk, in the constituency of the hon. Member for Clwyd South (Susan Elan Jones), and of the recent announcement by Avana bakeries in Newport, the Wales Office engaged closely with the companies to see what we could do, in conjunction with Welsh Government colleagues. It is no accident that all three of those companies, which announced significant job losses, are in the food sector. The hon. Member for Clwyd South raised an important question about supermarkets creating vulnerabilities for the food sector in Wales, and that is something that we should explore on another occasion. I reassure the right hon. Member for Delyn that we are certainly engaged on that matter.
Returning to the subject of jobs growth, there is positive growth across Wales, and particularly in north Wales. The right hon. Member for Dwyfor Meirionnydd (Mr Llwyd) said that the important thing was the quality of jobs, not the quantity. In fact, the quantity of jobs is important, because one of the ways in which we can drive up wage levels is by creating more job competition. More competition for job opportunities drives up the wages that employers will offer.
It is worth pointing out that over the past three years, average wage levels in north Wales have increased by more than 6%. They are not back to where we want them to be. There was a huge destruction of value in the economy following the crash of 2008, which happened on the watch of the Labour Government, and that fed through to wage levels. Real wage levels fell for people right across the country. With the recovery, wage levels are starting to creep back up. Of course they are not where we want them to be, but there is progress. Average wage levels in Wales are increasing at twice the rate of inflation, which also happens to be at a four-year low. There is positive growth.
I am not disputing the fact that the situation as regards wages and jobs across Wales is patchy. Of course it will be, during the early stages of a recovery, but the trend is positive and will continue, bringing in new investment and creating more jobs.
As Members in all parts of the Chamber have highlighted, manufacturing is one of the bright points of the Welsh economy; there is the involvement of companies such as Airbus, Kimberly Clark—in the constituency of the right hon. Member for Delyn—and Kronospan. Growth has not simply been generated by a housing bubble in the south-east, as the hon. Member for Swansea West (Geraint Davies) argued in debate last night. There is real, balanced growth across all sectors in Wales.
On energy costs for manufacturers, the package of measures announced in the Budget by my right hon. Friend the Chancellor of the Exchequer was welcomed widely across the manufacturing sector in Wales, particularly by the energy-intensive industries that are so heavily represented in the Welsh economy. The measures directly address the concerns that the industry has raised with us. Companies such as Kronospan and Kimberly Clark are classified as energy-intensive industries and will benefit directly from that package.

Commons Chamber2. What assessment he has made of job prospects in the renewables sector in Wales.
This Government’s recent announcements on strike prices aim to make the UK, including Wales, one of the most attractive places to invest in renewable technologies. Our reforms will ensure that more than 30% of our electricity comes from renewables by 2020, attracting £110 billion of investment and supporting up to a quarter of a million jobs.
May I associate myself with the kind remarks of the Secretary of State relating to both Paul Goggins and Lord Roberts, who was a true servant of north Wales and a lovely man?
On renewables, I am very disappointed that the Minister did not refer to Sharp solar in Wrexham, which as recently as 2011 was expanding and providing more jobs. I spoke to the chief executive of Sharp solar in Wrexham before Christmas, when he told me that this Government’s catastrophic and chaotic renewables policy had contributed to its decision not to continue manufacturing in Wrexham, with the loss of 600 jobs. Will the Minister break the Wales Office’s silence and apologise to the people who have lost their jobs as a result of incompetence?
I recognise the hon. Gentleman’s disappointment for his constituents. The news about the Sharp job losses was a bitter blow just before Christmas. I have been in touch with Sharp, and we at the Wales Office have spoken to them. It is just not correct to associate the decision taken by Sharp with the changes to the feed-in tariff policy. If he speaks to industry experts who are knowledgeable about these issues, they will tell him that it is much more to do with the wave of cheap Chinese imports of solar panels that have come into Europe and flooded the European market, so making domestic production very challenging indeed.
