I will come back to colleagues, but I will make a bit of progress first. We will also enable a competition in onshore electricity networks, which could see consumers save £1 billion by 2050, and we will protect almost half a million heat network customers, ensuring that smart energy systems are both safe and secure.

The third pillar of the Bill is to deliver a safe, secure and resilient UK energy system. We will not allow malicious actors to affect that. Sometimes that could be dangerous protesters or those using energy as a weapon, as we have seen with the recent disruption, and the Bill helps to address that point.

The Secretary of State is being incredibly generous with his time. On this point about vital fuel resilience, is he aware there is significant concern among refiners and other companies in this space about the breadth of the provisions in the Bill and the powers of direction that the Secretary of State could have over these companies? They have concerns around the commercial and competitive position that puts them in. Will he give a commitment that the Government will continue to look at the phrasing of those provisions in the Bill in Committee?

To answer my right hon. Friend directly, I do not have concerns about the provisions, but I hear his concerns, and I will ask my hon. Friend the Member for West Aberdeenshire and Kincardine to meet him to address them.

First, because of the process there is not quite as much freedom as the hon. Lady sets out for the Secretary of State to judge a quasi-judicial case such as this in the way she describes. I agree with her and sympathise with everybody who will be concerned about their jobs. I happen to think that their future remains bright. On the requirement for those skilled jobs, demand is very high and, through this process, as Nexperia comes back with its plan, we will be looking for a plan that helps to protect those jobs.

I commend my right hon. Friend for the careful way he has approached this sensitive issue. I know he is acutely aware of the importance of those skilled jobs for south Wales. Will he reassure the House that he will move as quickly as he is able to under the strictures of the legislation to remove the cloud of uncertainty that is hanging over the workforce, and demonstrate that he understands that one part of Britain can precious ill-afford to lose these types of high-quality jobs, and that is south Wales?

I pay tribute to my right hon. Friend, who is on the Welsh Affairs Committee as well, I think—[Hon. Members: “He’s the Chair.”] With correction. Either way, he knows a lot about this subject and is therefore an expert in it. On the timetable that he asks about, it is somewhat prescribed in the final order. I cannot go into excessive detail about it. There is a balance between trying to move too quickly and therefore putting the business and jobs at risk, and moving at the appropriate pace, which I hope will see a successful outcome. I reassure my right hon. Friend, and the whole House, that I will be working closely on this issue to ensure that we bring certainty as soon as we can, without jeopardising what needs to happen next.

Thank you, Mr Deputy Speaker—[Hon. Members: “Ooh!”] Apologies; I meant to say Mr Speaker.

I am grateful to my right hon. Friend for setting out the range of measures that he is taking to address the problem of HGV driver shortages. He is right to emphasise that this problem predates covid and Brexit, and has been growing for a considerable length of time. He mentioned the role of veterans leaving our armed forces and has talked about the long-term unemployed. Does he recognise that there is potential, through working with the Prison Service, for ex-offenders to be helped and supported into a rewarding career path on leaving prison? Is he having discussions with the Ministry of Justice to see whether a good nationwide scheme can be put in place?

We have indeed had exactly those conversations. The Road to Logistics scheme that I mentioned actually takes into account ex-offenders as well. I am speaking to my colleagues across Whitehall—not just at the Ministry of Justice, but also at the Department for Work and Pensions—all of whom have been keen and proactive in bringing people from other careers and no career into this marketplace.

I was trying to get an agreement from those who manage the business on the Opposition Benches for me to make an oral statement during yesterday’s Opposition day debate. That is why there was no oral statement—I wanted to make one, but I did not get a response, and that is why I was unable to. Investment will now flow through from the decision made yesterday, and through the operator of last resort.

Armed forces veterans deserve to be treated equally wherever they are in the UK. Will the Minister promise that when we roll out the veterans rail card later this year in England, it will also apply in Wales, Scotland and elsewhere?
