We should be clear that the number of fatalities we have seen at HMP Parc this year is by no means normal. It is an extraordinary situation, so I am grateful you granted an urgent question today, Mr Speaker, and I am grateful to the hon. Member for Ogmore (Chris Elmore) for requesting it. The Minister knows there have been multiple allegations of staff bringing illegal substances into the prison. A current prisoner at Parc recently wrote to the Welsh Affairs Committee:

“Drugs are everywhere in prison, from cannabis to heroin and the so called spice. Dribs and drabs may enter through visits and some by way of drone, but let us not confuse the issue, far more comes in by people employed in prisons.”

Given the written answer that the Minister gave me last week, in which he said that currently no prison staff are searched using X-ray body scanners, can he say why not, and, in the absence of such measures, what action he is taking to ensure that all the staff who work in these difficult prisons share in the safety culture and are not part of the problem?

My right hon. Friend raises an extremely important matter. The reality, as he will know, is that the overwhelming majority of staff who work in HMPPS do so honestly and with good intent, and it is right that we continue to root out those who do not. In that context, we continue to work with police forces where prisons are located across the country, and where there is evidence, including in this case, in order to take action against not just prison officers, but any staff.

More broadly, we have body scanners in operation at this prison for visitors and others. Alongside the Rapiscan system that can test substances, we have also rolled out handheld detectors that can be used in cells to locate drugs in a much more effective manner. Considerable progress has been made, but we are clear that we need to continue making that progress not just in HMP and YOI Parc, but across the estate.

The hon. Lady is absolutely right. Our view is that sport can play a crucial role in rehabilitation and resettlement not just for male prisoners but for all prisoners, irrespective of gender. I went to see David Dein in HMP Downview, where we introduced the twinning project in a female prison for the first time, yielding fantastic results. We are very keen on the idea and are continuing to work with Jason Swettenham, the director in the Prison Service with responsibility for the project, to work within the custodial estate and with community organisations focused on engaging women in sport. They are absolutely integral to what we are trying to do.

If the Minister is not already aware of it, may I encourage him to look at the eight-week programme being run at Feltham young offenders institution by the Saracens Sport Foundation, which is obviously linked to the European club rugby champions? It has helped to reduce reoffending rates among participants by more than half by using classroom sessions and mentoring and by focusing on the values of sport and what they can bring.

My right hon. Friend is absolutely right. I do not know if he is a clairvoyant, but if I recall my diary correctly I am due to visit Saracens at Feltham next week.

The Cardiff city deal represents a once-in-a-generation opportunity to raise growth levels right across the region, securing Cardiff’s position as one of the best capital cities in Europe and a fantastic place in which to do business. Yesterday, my right hon. Friend the Secretary of State for Communities and Local Government and I met leaders from the Cardiff capital region to discuss the city deal and to ensure that progress and momentum are being maintained.

My hon. Friend the Member for Cardiff North (Craig Williams) has long championed the city deal to help deliver even greater success for Cardiff and Wales, but for it to succeed everyone must be as committed to delivering for Cardiff as he and the Secretary of State so clearly are. What assessment has the Secretary of State made of the Welsh Assembly Government’s commitment to this city deal and particularly their commitment to funding it?

I thank my hon. Friend for his question. I discussed the Cardiff city deal proposal on Monday with the First Minister, and I am pleased and reassured that all parties are now strongly committed to it. I think that there are still some questions to be asked about the nature of the financial commitment coming from the Welsh Government, but there is now momentum behind the deal and we look forward to getting it secured as soon as possible.
