A considerable number of Members wish to speak in this debate. There will be three Front-Bench speeches to boot towards the end and therefore I think that I can say with some confidence that the opening speech by the right hon. Member for Carshalton and Wallington (Tom Brake), a very senior denizen of the House and formerly Deputy Leader of the House, will not exceed 15 minutes.
