T9. The Minister wrote to me saying that 33,000 asylum seekers were spread across 95 local authority areas. If they were spread across 326 local authority areas, there would be 101 in each area. Why does Rochdale now have 1,071 asylum seekers?

I completely agree with my right hon. Friend, and there is an issue about rogue tenants, which is the point I am making. On unscrupulous landlords, my right hon. Friend mentioned the subsidy through housing benefit, and those rogue landlords are often receiving public money, using it badly, and treating their tenants badly. There is a need for greater powers for local authorities.

On the longer term prospects, I have two quick points. First, as the hon. Member for Harrow East said, there is a real issue of people wanting longer term tenancies. The Government can do something to help and assist that, perhaps by looking more closely at Germany in creating longer term tenancies, particularly for families and those who want to stay in a location for a lot longer than they currently do. Finally, in the long term more broadly we need to start building more homes. Whether this Government or the next get that under way—whichever party is in office—that is the key to this complex problem.

Very much so, Mr Speaker. I am happy to say that performance is the best it has ever been, against a background of increasing work load. The Office of the Public Guardian is also currently undertaking a review of its supervision function in order to ensure it can continue to safeguard vulnerable adults and deal with work load.

Rochdale will get a real-terms increase of less than 1% in its early intervention grant in the next financial year, despite being 25th in the indices of deprivation. Surrey Heath, home to the Secretary of State, is the third least deprived area in the country, yet the local authority is getting a real-terms increase of 7.2%, the biggest of all local authorities. Will the Secretary of State explain to Rochdale people why that is the case when that funding is supposed to tackle deprivation?
