Following on from what our right hon. Friend has just said, the Sikh contribution in the first and second world wars was very significant, particularly in places such as Burma. Sikhs played a prominent part in the battles of El Alamein, which were some of the greatest victories of the second world war, and that should not be forgotten. I reinforce what our right hon. Friend said about a memorial to the Sikh soldiers.

My hon. Friend has highlighted another major problem: at times, housing organisations hide behind the Data Protection Act 1998 to obscure the fact that they are bad managers of housing estates. That suggests that there is a wider issue with competition in the market, allowing poorer customer service to go unchallenged. Like most parts of the country, Coventry has recently seen some new, small-scale housing developments, and issues have arisen in a significant number of those developments as a result of the quality of the build. One recent example in Coventry has been the Philmont Court development in Tile Hill. That development of 48 flats is actually in my neighbouring constituency, that of my hon. Friend the Member for Coventry North West (Mr Robinson), who cannot be here today because he has other business.

My hon. Friend is making some powerful comments, and I thank him for securing the debate. Over the past few years, I have had considerable issues in my constituency, particularly with A2Dominion and FirstPort. Does he agree that the quality of build requires stronger regulation? I have had issues with letterboxes where mail can be taken from outside, and with residents saying that poor-quality materials are being used, particularly in areas where there is shared ownership rather than private ownership. All of that reduces confidence, particularly among first-time buyers, and those who are struggling and making ends meet in order to get on to the housing ladder and feel proud of the home they live in.

That is why I mentioned the Philmont estate in the constituency of my hon. Friend the Member for Coventry North West. There, there has been bad workmanship—to say the least—and a bad build. Residents have been moved out of their houses for a period of about 40 weeks and cannot get any compensation. They have to rent privately to get accommodation; who is going to compensate them? My hon. Friend the Member for Feltham and Heston (Seema Malhotra) has highlighted similar problems to those we have in Coventry. The builders, Persimmon, have particularly let down residents by refusing to take any responsibility or pay compensation.

Of course, there are sometimes unforeseen issues with the quality of the design and building of a house. However, there seem to be widespread problems with new builds due to rushed building and substandard resources. I also hear from an increasing number of constituents about delays in moving into their new-build houses. I have one constituent who has had a seven-month delay in the building of her new home this year, which has made her and her children homeless: they are having to get by in a friend’s spare room. I am certain that that is the case across the country, as my hon. Friend touched on. I am also sure that there are many more people out there who are affected by delays, but who never contact us because they do not think they will get anywhere.

I would like the Government to review the checks that are currently in place regarding the design and build of houses. They should also look at the support offered to customers by housing organisations when issues arise. We must make sure that mistakes and errors are found early in the process, and that delays are lessened as much as possible.

I fully agree with my hon. Friend. Given local government cuts, trading standards officers cannot police this sector any more—it is as simple as that. That is one reason why these housing organisations are getting away with it, but the law should be tightened up as well.

Does my hon. Friend agree that poor-quality materials can have other impacts, not just on the benefit of the asset if it is in shared ownership, but by creating situations where the quality of the ceilings or the walls results in greater noise going through from one property to another—people being able to hear each other’s toilets flush, for example? That impacts on neighbourly relations and puts residents in a difficult position. Finally, regarding the architecture of how blocks are built, there have been cases where bin storage areas have been built on the ground floor of flats. That has resulted in rats running riot through those properties, causing tremendous damage and requiring expense on the part of residents to put it right.

I agree with my hon. Friend. We are building up health problems among future generations, particularly the young children who are growing up in these properties. We had thought we had moved away from the type of housing that people used to experience in the 1930s.

I now want to discuss the accountability that Members offer when we work on behalf of constituents through our casework.

The right hon. Gentleman leads me directly on to my next point. I was about to congratulate the hon. Member for Banff and Buchan (Dr Whiteford) on the publication of her Preventing and Combating Violence against Women and Domestic Violence (Ratification of Convention) Bill, which will have its Second Reading next week. The UK signed the convention in June 2012, but has not yet ratified it. That issue was the subject of a letter today to the Prime Minister signed by more than 75 Labour Members of Parliament. Let me just take a moment to thank the IcChange campaign for its work on this issue, and to recognise the early-day motion of the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), which was signed by Members from across the House.

In opening this debate, I wish to make three main points: the first is the growing scale of the challenge at home and abroad; the second is our call to the Government to do more on prevention through relationship and sex education and ratifying the Istanbul convention; and the third is the culture shift across society, businesses and public services that is needed to lift the lid on violence against women and girls and to engage all in the role that they can play in eliminating that violence in all its forms.

Let me start with the scale of the challenge. Violence against women and girls is rising at home and abroad. Worldwide, an estimated one in three women experiences physical or sexual violence—that is a staggering statistic. The World Health Organisation highlights the fact that, in addition to being a human rights issue, violence against women is a major public health issue. Women who have experienced violence are more likely to have babies with low birth weights and to experience depression. Each year in the UK, up to 3 million women experience violence. On average, one woman in Britain dies at the hands of a man every three days. We also know that around one in 10 domestic violence incidents involves men as victims. That number is significant, but the overall figures show the scale and gendered nature of domestic and sexual violence. The cost to our economy is estimated to be around £25 billion. This scourge is present in every community across our nation. Domestic and sexual violence knows no boundaries—of age, geography, ethnicity or social background.

I want to share a few, relatively recent, examples from my constituency. I was approached by a lady who had suffered domestic violence for many years. Eventually, she found the courage to leave her husband, but was unable to care for her children who were then taken away. The abuse continued and she now lives in terror of her ex-husband and his family. She feels unsupported by the police, and scrimps and saves to afford new door locks and security. Her future feels uncertain, and she lives a nightmare every day.

Another told me how, six years after leaving her husband who had an alcohol addiction, he recently reappeared and threatened her elderly parents. She is at a loss as to how to protect them as well as herself. The impact of domestic abuse is borne not just by female victims, but by children. SafeLives estimates that 130,000 children live in homes in which a parent faces serious harm or death at the hands of their partner or ex-partner. Those children can go on to replicate the behaviour that they have seen. One mother told me of her experience. She said that her teenage son was starting to behave in the way that he had seen his father behave. He was lucky enough to respond to her challenging him, but she knows that the story is not over for him, and is now seeking support for him as the trauma that he experienced plays out in his life as he reaches adulthood.

The challenges that we now face in the provision of child and adult mental health services are having an impact on outcomes. One mother told me that she had to wait a year for support for her six-year-old son who had witnessed her abuse. That just cannot be right.

Does my hon. Friend agree that not enough resources are being invested in shelters and refuges for women? More importantly, another by-product of domestic violence is that it affects not only a child’s character but a child’s education. If I were a kid at school, I would be more worried about what was happening to my mother than about my lessons.

My hon. Friend has supported refuges and other services that help his constituents. I will, if I may, refer here to the work of Refuge and Women’s Aid in challenging the cuts to refuges and the support for women and their families. It is horrifying that, in recent years, we have seen an increase in the number of women being turned away from support because of the lack of provision.

My hon. Friend mentioned schools and educational attainment. I would extend that to the role that schools are playing in picking up the pieces. One school told me that it estimated that five children in each class were experiencing or witnessing domestic abuse in some form at home. I was told the very sad story of how a school was working with a mother who kept an emergency escape bag in a cupboard at the school for when she felt she had to flee her home.

Such cases are far from unique. Women’s Aid highlights some staggering statistics. The crime survey of England and Wales found that 27.1% of women had experienced domestic abuse since the age of 16. The rate of domestic violence crime against women has doubled each year since 2009, and there were over 100,000 prosecutions for domestic abuse in 2015-16, the highest number ever recorded.

It is a year since the new offence of coercive control came into force. Domestic abuse goes beyond physical violence. Using the law effectively will require greater understanding. I would be grateful if, in her closing remarks, the Minister outlined the steps that the Government are taking to improve training for statutory agencies so that some of the new offences can be put to greater use.

Online abuse is a growing problem. The scale and nature of domestic and other abuse are changing. Online abuse is combining with offline abuse. A survey by Women’s Aid shows that over 45% of survivors of domestic violence had also experienced online abuse. The existing legal frameworks should be examined to ensure that the law is up to date in all areas to provide protection against online abuse as well as offline abuse.

Effectively, these regulations, which come into force in April next year, will lower the level at which working tax credit starts to be withdrawn from £6,420 to £3,850, and increase the taper rate at which tax credits are withdrawn from 41% to 48%, meaning that for every £1 earned over the threshold there will be a 48p reduction in the level of tax credit entitlement. As a consequence of these changes to working tax credit, the level at which child tax credit begins to be taken away is lowered from £16,105 to £12,125. This change was not announced in the summer Budget, but is a consequence of steepening the taper for working tax credit.

Does my hon. Friend agree that the Government have created a new phenomenon regarding zero-hour contracts? Women cannot get tax credits because of those contracts, as they have no continuity of employment, which affects families in many different ways.

I congratulate the hon. Member for Bury St Edmunds (Jo Churchill) and my hon. Friend the Member for Bermondsey and Old Southwark (Neil Coyle) on two outstanding maiden speeches. I believe they will do a tremendous job in this Parliament in standing up for their constituents.

I welcome the debate and the opportunity to speak, and I congratulate my hon. Friend the Member for Ashfield (Gloria De Piero) on calling it. It is an incredibly important issue. As we have heard from many hon. Members, it is an issue for men as much as women. It is an issue for our nation as much as it is for our economic benefit and local communities. As well as being an end in itself, the debate is important in sending a message that women’s labour is equal to men’s.

I was pleased to hear the Minister’s commitment and her words about the importance of transparency. However, it is a shame that it has taken the Government so long to recognise that transparency is a key step on the pathway to action. As has been mentioned, the previous Labour Government introduced rules on pay transparency in section 78 of the Equality Act 2010. It was only earlier this year, when Labour tabled an amendment to the Small Business, Enterprise and Employment Act 2015, that the Government gave in, having voted down a proposal as recently as December 2014. That happened even after we had launched a campaign to implement pay transparency that was supported by Grazia. I was incredibly proud to be part of that.

I welcome the Government consultation that will be conducted over the summer. I will certainly contribute my thoughts to it.

Does my hon. Friend agree that it is only under Labour Governments that the equal pay issue has been pushed forward, and not under Conservative Governments?

My hon. Friend makes a valid point. Labour’s commitment to pay transparency and equality, and to gender equality, has been second to none in the history of Parliament.

It is 45 years since we passed the Equal Pay Act 1970, but in my constituency there is still a 13.3% pay gap. Women earn 87p for every pound that a man earns. That will continue to come as a shock to the men and women in my constituency—the engineers, the shop workers, the public sector workers, the small business employees and carers—who are earning a wage. They will consider themselves to be treated equally until they realise that there is actually pay inequality.

A number of incredibly important issues have been raised in this debate, particularly on the perception of the causes of pay inequality, whether relating to careers advice, role models, social attitudes or care responsibilities that can impact on women’s ability to hold down a full-time job. My hon. Friend the Member for Rotherham (Sarah Champion) raised important points about the impact that violence against women and girls can have on employment and on self-esteem. The ability to hold down a stable life has an impact on their experience in the workplace. I recognise and celebrate the work of the Women’s Business Council, which does a lot to tackle inequality in business.

I want to raise one issue in particular that I believe contributes to pay inequality: the perception of jobs in gender stereotypes. I want to ask where the agency of change is, because I do not want the debate to turn into a discussion about what women need to do differently. The debate needs to be about what business and society does and thinks, and how they need to change. Too often, pay has been set based on perceptions of whether something is a “woman’s job”. In a “man’s job” the perception will be that a woman might do it less well. In this Parliament, we have to break such perceptions. We need to say that there should be no glass ceilings and no no-go areas for women in any sector of employment.
