Questions of the constitutional structure of Iraq are not for the United Kingdom. There is regular dialogue between different sections of the community in Iraq about the proper constitutional processes and structures that will help all parts of the community to develop effectively and strongly. It is essential that the new Government recognise the needs of all sections of Iraqi society.

More dialogue is vital and must be supported by the international community. What assessment has the Minister made of the influence of Russia in the negotiations between the Kurdistan regional government and the Iraqi Government, given the significant investment by the Russian firm Rosneft in Kurdistan’s regional oil pipeline?

It is true to say that, in the formation of the new Iraqi Government, there are many interests from countries in the region. What is essential is that the new Iraqi Government demonstrate their independence and determination to run Iraq without external interference, and stand up for the needs of all their communities to make sure that the disaster that befell Iraq in the past, when other communities were not properly represented, does not happen again.

As the hon. Lady rightly says, I am going to New York. It is not possible for a Minister from DFID to go on this occasion, but they went last July. The Minister of State, Department for International Development, has been determined in all his efforts over the course of the past year to pursue our interests in the treaty and will continue to work the phones even while other people are in New York. There is no lack of engagement from DFID and the Government’s determination, supported, we know, by the whole House, will continue throughout the conference.

14. What recent discussions he has had on human rights in Sri Lanka.

The most recent discussions with the Sri Lankan Government possible were at the March meeting of the UN Human Rights Council. We lobbied for and supported a resolution that was passed at the meeting which we believe will assist in creating new impetus for Sri Lanka to implement the recommendations of the Lessons Learnt and Reconciliation Commission.

I thank the Minister for his answer. On Saturday I attended a Sri Lankan new year cultural programme in my constituency, which was part of important work to build links and trust between the Sinhalese and Tamil communities. Does he agree that it is now vital for the Sri Lankan Government to ensure that there is a credible, independent investigation of the alleged abuses on both sides as part of taking a critical step towards long-lasting peace, as called for by the UNHRC?

The hon. Lady’s presence at such a meeting indicates how important it is for the process of reconciliation to be accepted on all sides. There is no doubt that the lingering doubt about the events at the end of the conflict will produce a cloud and a shadow over that. We have been at the forefront of calling for a credible inquiry into those circumstances and we believe that the passing of the Human Rights Council resolution produces a new opportunity for us and Sri Lanka to deal with this and other aspects of reconciliation detailed in the Commission’s recommendations.
