I may say that I think that the last contribution was absolutely disgraceful. The people of this country have gone through a very difficult time.
We have had to spend £407 billion supporting jobs, families and livelihoods throughout the country, and yet we are continuing to support international vaccination. This country has contributed £1.6 billion to Gavi, the Vaccine Alliance and I think £548 million to COVAX. Let me just remind the right hon. Gentleman of the statistic that I mentioned earlier. One in three of the vaccines being distributed around the world to the poorest and the neediest come from the Oxford-AstraZeneca supply, thanks to the deal that this Government did—or does the name “Oxford-AstraZeneca” continue to stick in his craw?

Yes. I thank my hon. Friend, because the whole point of the tutoring programme is that it is evidence-based. Every tutoring programme—there are 6 million children who can benefit—is equivalent to three to five months of educational catch-up. We will also be looking at increasing time in schools. I hope that the loyal Opposition will use their influence with their paymasters in the teaching unions to encourage them in that objective.

The last time that we put this to a vote, the right hon. and learned Gentleman voted against it, as I said before. We are increasing pay for nurses. We are massively increasing our investment in the NHS. We are steering a steady course, whereas he weaves and wobbles from one week to the next. One week he is attacking us and saying that we should be doing more testing, and the next week he is denouncing us for spending money on testing. One week he calls for a faster roll-out of PPE, and the next week he is saying that we spent too much. He has to make up his mind. One week, he calls for a faster vaccination roll-out when he actually voted—although he claims to have forgotten it—to stay in the European Medicines Agency. Perhaps he would like to confirm that he voted to stay in the European Medicines Agency, which would have made that vaccine roll-out impossible. We vaccinate and get on with delivering for the people of this country. We vaccinate, he vacillates, and that is the difference.

I will look very carefully at my diary to see whether I can actually get up to Blackpool. I have many happy memories of joyful evenings spectating at the illuminations of Blackpool. I know that Blackpool will play an important part in the tourism recovery that we hope to see this summer if we continue on our road map.

First, I would just correct the hon. Lady: what I actually said was that I have been talking to the Justice Minister—I spoke to her just a few weeks ago—and she raises the victims’ payments issue quite widely on a regular basis. Obviously, I talk to the First Minister and Deputy First Minister very regularly—often more than once a week—on a range of issues, including this one.
We recognise the very sensitive issues that are raised in the scoping report Mr Shawcross has produced. Ministers are now carefully considering the internal scoping report in order to ensure that we can do justice to the important and sensitive issues that it covers and to give due respect to the victims it is working for. We as a Government are working hard to ensure that across these issues we are doing everything we can to make sure that the victims get the support that they need.

Good progress has been made in implementing the “New Decade, New Approach” deal, despite the challenges that have been posed by the ongoing public health crisis. The Government have released over £550 million of the £2 billion of funding agreed in the deal. That has already delivered multiple commitments over the last year, including appointing a veterans commissioner, launching the shared history fund as part of our programme to mark the centenary of Northern Ireland, and establishing the governance structures that underpin NDNA.

Last January, the Government made a commitment in the “New Decade, New Approach” agreement to introduce legislation within 100 days to address legacy issues. The current delays in bringing forward proposals are understandably causing concern among those veterans who served in Northern Ireland and are rightly anxious to bring an end to the vexatious prosecutions of former British servicemen. Can my right hon. Friend confirm that the Government are indeed still committed to bringing forward legacy proposals, despite the inevitable delays as a consequence of the current pandemic?

Absolutely. We will bring forward legislation to address the legacy of the troubles in a way that focuses on reconciliation, delivers for victims, ends that cycle of investigations that is not working for anybody, and ends unwarranted vexatious claims against former British soldiers. These proposals will deliver on our commitment to Northern Ireland veterans. We will provide a fair, balanced and proportionate system for all those affected by the events of the past. As my hon. Friend rightly says, progress on this has, as with other priorities, been affected by covid-19, but we are now moving forward, and we intend to move forward as quickly as we can, ensuring we are working across all communities.

The Parliamentary Secretary, Cabinet Office (Julia Lopez) [V]
We want to make the administration of government much less Whitehall-centric and more reflective of the country as a whole. The Government are committed to an ambition to relocate 22,000 civil service roles out of the capital and into the regions and nations of the UK by the end of this decade. Our Places for Growth programme envisages a series of hub locations, with additional aligned offices within travelling distance of those hubs, and we hope this will deliver on our levelling-up ambitions.

I thank my hon. Friend for his question. He has a fantastic record of championing employment and investment in his region from his time with the Greater Birmingham Chambers of Commerce and with the launch this month of his business forum. It is great to see him working hand in glove with the West Midlands Mayor, Andy Street, and I am very confident that, when we are ready to make the announcements on Places for Growth, the west midlands will benefit from this very exciting agenda.

Does my hon. Friend agree with me that for Government to be able to make the best decisions for local communities, civil servants and Government Departments should be based across the whole country, including in Blackpool, as this will allow the Government to truly represent the diverse nature of many of the communities across our United Kingdom? In that vein, will my hon. Friend meet me to discuss the different opportunities that relocating Government Departments can bring to Blackpool?

I thank my hon. Friend for his question. He is a fantastic champion of Blackpool, and it has been great to see icons of civic pride, such as the Tower ballroom, secure culture funds thanks to his efforts. I wholeheartedly agree with him that the Government must be better connected to the communities we serve, and that really is the thrust of the Places for Growth programme. I am happy to meet him if he wishes to set out how his town can help in that agenda.

The hon. Lady is completely right about the heroic achievement of schools and teachers in keeping going. The vast majority of schools—99% or so—are open, to the best of my knowledge, and most pupils are getting the education that they need. That is one of the reasons why we have had to put pressure on other sectors, such as hospitality. We do not want to do that, but social justice means that we have to keep schools open. We have put about £1 billion into supporting catch-up funds for schools, and another £96 million is now going in for one-on-one tutorials to help kids who are in danger of falling behind.

The Government’s support packages for cultural venues throughout this pandemic have provided a lifeline for many attractions in my constituency, and I know that the Prime Minister will join me in welcoming the £760,000 grant that we received over the weekend to support and renew the Blackpool Tower ballroom. As soon as our local attractions can reopen, will the Prime Minister join me in the UK’s premier resort of Blackpool to reopen the Tower ballroom and make sure we can launch a campaign to encourage people to holiday here in the UK next year?

Like many of us, I have spent happy hours in the Blackpool Tower ballroom, and I know it well. It would be a fine thing to see Blackpool open up again as fast as possible. I repeat the answer I gave a moment ago: we cannot say yet what the tiering will be, but mass testing does offer a route forward for Blackpool and all its attractions—illuminations included.

As I say, this is the biggest increase in defence spending since the cold war. It gives us a long-term ability to reform, but it also delivers more ships, cyber, artificial intelligence, drone technology and the future combat air system, which will be absolutely vital to this country—all of it creating 40,000 jobs across the UK, so this is a big step forward for our whole country.

I warmly welcome this statement from the Prime Minister and his continuing commitment to strengthening our defence capabilities. I am sure he will agree that is vital that other NATO members also fulfil their obligations with regard to spending 2% of their GDP on defence by 2024. What steps are the Government taking to ensure that other members of the alliance fulfil their obligations to increase their defence spending?

My hon. Friend is completely right, and we never tire of telling other NATO colleagues that they need to increase their defence spending for the good of the whole alliance. We will continue to make that case, but we are doing the most powerful thing—that is, setting a fantastic example ourselves with 2.2%. This is something that will not only help to drive jobs and prosperity in the UK and protect the people of the UK, but help to make the world safer.

Yes. My hon. Friend makes an important point, and it was one that was emphasised earlier. The relocation of parts of Government to different parts of the United Kingdom is not just about distributing economic opportunity; it is also about ensuring that, as we think about the future, we represent in particular those undervalued communities and overlooked families in coastal communities just like Blackpool, who for generations now have not been at the centre of our thinking about how to ensure that we truly represent every citizen. One of the lessons of the Brexit campaign and its aftermath is that far too many people in the United Kingdom felt that the values and instincts of those who governed them were out of tune with their own sentiments and beliefs, and we have got to ensure, as we restructure government, that their values and instincts are at the heart of everything.

I am proud that our party has enshrined the armed forces covenant in law, highlighting the importance that we place on our armed forces. What steps is my hon. Friend taking to ensure that local authorities sign up to the covenant so that they can support people with their housing and local services needs?

The armed forces covenant is an important piece of work that has brought us on a long way, but it is clear to me that we need to strengthen it. In the Queen’s Speech, this Government committed to enshrining the armed forces covenant in law so that no individual, or their family, can be disadvantaged because of their service. We are going to bring that in during this Parliament, and it will strengthen the armed forces covenant further. I sincerely hope that there is not a single local authority in this country that has not signed up to it.
