I would not prejudge what the review will say—it would be wrong to do so—but I do not believe that the hon. Gentleman’s characterisation of the measured and sensible contributions from right hon. and hon. Members on the Government Benches is correct. We have been clear that it is important that we do what is right from a public health perspective and that we strike the appropriate balance between beating the disease and keeping people safe and, where we can do so safely, allowing businesses to start to work again.

The Chancellor’s world-leading packages of support have provided a lifeline to millions of people and businesses during these difficult times, but that can go only so far. Blackpool South now has the highest unemployment rate in the entire nation, and our local economy’s dependence on the tourism and leisure sectors has left us particularly vulnerable. Local businesses now need a successful summer season if they are to have any chance of survival at all, so will my hon. Friend commit to supporting those sectors and opening up the economy by relaxing the 2 metre rule when it is safe to do so?

My hon. Friend is a doughty champion for his constituents in Blackpool, and my right hon. and hon. Friends the Ministers in the Treasury and Department for Business, Energy and Industrial Strategy will have heard what he said. He was absolutely right in his final sentence: we are keen to get his local economy and the economy around the country going as soon as we can, but when it is safe to do so.

The circulation of an unofficial R rate of 1.6 for Blackpool, and the publication of this by the local press, created a great deal of alarm in my constituency. The fact that the figure was adjusted to 0.5 only days later just demonstrates the difficulties with believing unofficial statistics and taking them out of context. Will my right hon. Friend confirm that R rate figures are accurate only at regional level, and does he agree that the media have an obligation to report data accurately and within context, to make sure that members of the public are properly informed?

Yes, I do. My hon. Friend makes the point extremely strongly, and the people of Blackpool should be proud that they elected him December. He makes the case very clearly, and what he says is true in the example he cites, of Blackpool, and in the wider north-west. I am sure you feel, Mr Speaker, that a single report should not be taken out of context and that all the science should be looked at. Members in all parts of the House should respect that if they really want to respect the science.

It is not quite fair to say that Wales has not been served on PPE or testing. I have worked very closely with the Welsh Labour Government, and although the number of tests declared per day in Wales is low—it is only just over 1,000—there is access to UK-wide testing capabilities, such as home testing and the drive-through centres.

On the hon. Gentleman’s substantive point about the vaccine, I am delighted that we have been able to come to an agreement with AstraZeneca. If the science behind the Oxford vaccine works, it is likely to be one of the first available in the world, and we then have an agreement to ensure that 100 million doses are available for the UK, the first 30 million of which will be right at the start for the most vulnerable. That is a UK-wide policy—we will deliver it right across these islands. We should pay tribute to the work and the ingenuity of our scientists in Oxford and to the industrial might of AstraZeneca, who together, should they manage to pull off the science, will be able to deliver this vaccine to our population as we need it. Vaccine science is an uncertain business. That is why we cannot ever be 100% sure that there will be a safe and effective vaccine, but we are putting everything we can into making sure that we give them the best possible chance for every citizen of the whole United Kingdom.

Can my right hon. Friend confirm that, thanks to the actions that this Government have taken and the brilliant response of the British people, we have prevented the NHS from being overwhelmed at any point during the current crisis, which has meant that ordinary people have been able to receive a fantastic standard of care when they needed it?

Yes, that is absolutely right. Two months ago, the people of Blackpool were told that it would be difficult to get through this without the NHS being overwhelmed across the country. Through the hard work of people who have done their bit by staying at home and staying alert, and through the NHS expansion, we have managed to ensure that every single person with coronavirus could get access to NHS treatment. I think the whole country should be proud of that.

Yes, absolutely—on all counts. I just want to add my thanks to all those working on the frontline, and throughout the NHS and social care, to my hon. Friend’s thanks to those in King’s Lynn. I also put on the record my thanks to my extraordinary civil service political and Public Health England team, who have done amazing work and continue to work incredibly hard in response to this crisis.

Will my right hon. Friend join me in paying tribute to our fantastic NHS staff at Blackpool Victoria Hospital? Some private firms in my constituency have offered free or discounted parking to NHS staff, to help them out in these difficult times. Will he commend those firms and encourage others to do the same to make sure that it is as easy as possible for staff to get to work?

Yes, I will. I pay tribute to all the staff at Blackpool hospital. I met some of them during the election campaign and I know that they are working incredibly hard in preparation for what is to come. I absolutely commend all those who are giving free parking to NHS staff and we are looking at what we can do to make that happy occurrence spread more broadly across the NHS.

The 111 protocols are of course driven by the clinicians. I will look into the specifics of the case that the hon. Lady mentions was raised in the other place yesterday, but we keep those protocols under constant review—not least as the epidemiology of the virus changes as the number of cases increases—to ensure that we have the very best advice.

Although Blackpool Victoria Hospital has one of the busiest accident and emergency departments in the region, its staff reduced A&E waiting times this winter thanks to changes in the triage process. Will my right hon. Friend congratulate those staff, and will he work with them to ensure that the planned £11 million investment in A&E can reduce waiting times still further?

I thoroughly enjoyed my visit to Blackpool. I cannot remember whether it was in November or in the first half of December, but it was very enjoyable. It was great to see what the trusts are planning to do with the extra investment that is coming their way. I also want to congratulate all those at the trust who have done such a fantastic job in deciding how best to ensure that people are treated as quickly as possible. They have improved their systems, they have learnt from what works, and they are doing brilliantly.
