After speaking to residents in Mercer Park in Hyndburn this weekend following the successful “Let’s Move Hyndburn” event, it came to my attention that we have a real lack of disabled facilities in parks across Hyndburn and Haslingden. Will the Minister agree to meet me to discuss how we can provide local authorities with the funding that they need, so that people do not have to travel outside of the constituency?

I am very grateful to my hon. Friend for raising that issue. Whether it is Oswaldtwistle or Accrington, we need to make sure that people living with disabilities have the support they need, and we will make sure that a meeting happens quickly, whether with myself or with another Minister in the Department.

Speaking as an Aberdonian and as someone who was born further north than most people in this House, I can say there is no one more northern than me. Thinking particularly about this situation, one of the things we outlined in the White Paper is our proposal to ensure that the current North of Tyne Mayor can work with local authorities in the south of Tyneside, Gateshead and elsewhere to achieve precisely the goals that the hon. Lady wants.

I grew up in a northern industrial town, and I politely say to the hon. Member for Wigan (Lisa Nandy) that a plan for levelling-up opportunity is exactly what such towns need. Delivery is key, so will the Secretary of State make sure that we get shovels in the ground?

My hon. Friend is absolutely right. She grew up in Accrington. Members like her, who know what it is to grow up in an industrial town, know what happened in the past, including under Labour, and know that we need investment, business and ambition. That is what this White Paper has.

I am very conscious of the additional responsibilities that I bear as Minister for Intergovernmental Relations, which is why I was pleased not only to be able to attend the British-Irish Council just over a week ago as a guest of the Welsh First Minister, but to have the opportunity this weekend, as we all consider how we deal with the shadow of the new omicron variant, to discuss with First Ministers across this United Kingdom how we can co-ordinate all our efforts in order to defeat this new covid threat.

The Secretary of State may know that I have campaigned tirelessly for investment in our town centres across Hyndburn and Haslingden, and those millions of pounds of investment would make a significant difference. Can he confirm that the second round will be confirmed in the White Paper, and will he visit my home of Hyndburn and Haslingden to see at first hand how the money would be spent?

Absolutely, and we will be saying more about how we can ensure that the remaining tranches of the levelling-up fund are allocated fairly. Accrington and Oswaldtwistle speak to me even now as communities that I would love to visit, with my hon. Friend as my guide.

My right hon. Friend, as ever, is spot on. As well as being a brilliantly effective advocate for business, he is also someone with a distinguished former career in education, particularly further and technical education, and in advancing the careers of young people from working-class backgrounds. He is absolutely right. We need to do more in the civil service, as the recent Social Mobility Commission report points out, echoing points that he has been making for some time.

I very much welcome the levelling-up fund and the transformative difference it can make to constituents such as mine in Hyndburn and Haslingden. Does my right hon. Friend agree that this is only a small part of our levelling-up agenda and that it is important that investment in local transport infrastructure continues, such as looking at the scope for freight terminals and the reopening of railway lines?

My hon. Friend is absolutely right, and Accrington and Oswaldtwistle could not have a better advocate. She is absolutely correct to point out that we need not just new investment in improved rail —indeed, my right hon. Friend the Secretary of State for Transport has been reversing some of the Beeching cuts, with more to follow—but to ensure that local bus services and other transport routes are invested in. I know that she is a particularly passionate advocate for improving local bus services as well.

EU Exit: End of Transition Period

Goods coming from Ireland to Wales should not face impediment because we are staging our processes in the way that I described. For goods going the other way, much depends on the determination made by EU member states about the processes they will apply, but we are working with the Welsh Assembly Government to invest in a facility near Holyhead in Anglesey, to ensure that transit and other procedures can facilitate the flow of traffic and trade.

The people of Hyndburn and Haslingden voted overwhelmingly to leave the EU and for someone who would respect their decision, and yet they are still urging me to press the Government not to extend the transition period. Can my right hon. Friend confirm that the EU has accepted that we will not accept or seek an extension to the transition period and that, at the end of this year, we will deliver on our promise to the British people and regain our economic and political independence?

My hon. Friend makes absolutely the right point. The certainty of knowing that we will leave on that date and the publication of the information today will, I hope, help businesses to prepare with certainty for the end of the transition period. Every Conservative Member of Parliament was elected on a manifesto which made it clear that we would end the transition period on 31 December. One of the difficulties we have in this House is that, while those on the Opposition Front Bench quite rightly support that position, Labour politicians in power, such as the First Minister of Wales and the Mayor of London, take a different position. The leader of the Labour party was talking yesterday about patriotism. I think it would be patriotic if he were to make it clear that Labour is united in backing the British people.

I should say that we never had a National Security Adviser under a Labour Government. Some of us might think that we were well or poorly governed at that time, but it seems to me slightly recherché of the Labour party to object to the evolution of a role that it had no part in either creating or advocating.

Can my right hon. Friend outline what steps the Government are taking to attract new talent to the civil service and ensure that we have the right people in the right job and the right location, so that the civil service works for all constituencies, such as Hyndburn and Haslingden?

My hon. Friend is absolutely right. In the speech to which some hon. Members referred earlier, I made the point that we needed to disperse decision making in the civil service, and one of the locations I suggested we should think about locating more key decision makers was east Lancashire.
