Commons ChamberI can give my right hon. Friend that assurance. I am acutely conscious of the fact that we are committed to building a tunnel under the Thames but we have not yet committed to the link roads that will link that tunnel to the rest of the road network, and of course we absolutely will do so. This is a broader-based review to look at how we replace PFI and EIB funding over the medium term.
I welcome this statement and the news that despite the best and concerted efforts of those who think that by talking the UK economy down they can somehow stop us leaving the EU, it is pleasing that employment is up, job creation is up, and the Government finances are in a better shape. That shows that we do not need the EU as some kind of economic crutch in order to enable us to stand on our own two feet. I also welcome the Barnett consequentials for Northern Ireland.
For the future, what progress has been made on the review of air passenger duty and VAT on the hospitality industry in Northern Ireland? If the Chancellor is going to help subcontractors deal with late payments, will he consider the use of project bank accounts, which have been very successful in Northern Ireland in ensuring that public sector spend on infrastructure projects actually reaches the companies that spend the money?
I welcome the right hon. Gentleman’s comments. I draw the House’s attention to the fact that one of the features of the jobs growth we have delivered is the regional distribution of it. This is not London-centric jobs growth; it is across the country. Productivity, wages and employment have grown in every region of the UK, which is very welcome.
The APD working group has been established, as the right hon. Gentleman knows, but we are not in a position to take any action in that area until there is a devolved Administration in Stormont. On VAT, as he knows, we are not able to take any action while we are members of or subject to the rules of the European Union, but we will continue to look at these issues.

Commons ChamberYes, I can. I am happy to tell my hon. Friend that since we reduced the rate of corporate tax to 19%, the yield—the amount of tax we raise for our public services, our hospitals and schools—has gone up 54%. It is clear that being one of the most competitive tax jurisdictions in the G20 is one of the determining factors in many investment decisions coming to the UK, creating the jobs and prosperity we need for the future.
The Chancellor is right to talk up the UK economy when there is good news, because there are plenty in this House who will recklessly talk it down. There was, however, one gap in today’s statement. He promised an inquiry, in time for the autumn Budget, into air passenger duty and VAT on the hospitality industry. When will he make an announcement on when that inquiry will start and on the terms of it?
I have laid a written ministerial statement today that sets out the reviews and consultations, and that is among them. If the right hon. Gentleman looks at that after this statement he will see that it is there.

Commons ChamberAs I am sure the hon. Gentleman will know, the short-run effect of a depreciation in sterling would be expected to be a decline in our trade balance performance as we suck in more expensive imports, in sterling terms. But over time the economy will adjust—there are signs that this is happening now—with exporters increasing their output to take advantage of weaker sterling and their greater competitiveness in international markets, and indeed not just exporters, but those who would substitute imported products with domestically produced products, which is often the best way forward for smaller companies.
One of the ways of reducing the deficit is by increasing economic growth, rather than increasing taxes or reducing spending. What steps is the Chancellor taking to produce economic growth, and how are his efforts being affected by those who continually talk the economy down and predict dire effects from Brexit, even though their predictions to date have been proved wrong?
The hon. Gentleman is exactly right; those who talk the economy and its prospects down are not doing the country any favours. It is not about borrowing more or taxing more; it is about growing our economy faster and increasing productivity so that we can have sustainable jobs and economic growth that produces the taxation to support our public services as well as rising living standards for our population.

Commons ChamberAt autumn statement, we announced £23 billion of additional investment in our infrastructure, and key priority areas such as research and development, specifically designed to address the UK’s productivity problem. This investment has to be spread across the whole of the UK economy to make sure that we deliver improved productivity and improved economic growth across the economy as a whole. Such investment is going in: public capital investment will be at a higher level in this Parliament following the announcement of this decision than it was before the financial crisis.
While the Government boast about the speed of fibre broadband across the United Kingdom, there are many areas—especially in parts of my constituency—where sending mail by pigeon would almost be quicker than sending it through the fibre network. What action does the Chancellor intend to take to ensure that farmers, small businesses and others relying on digital means of communication in rural areas have a greater ability to deliver such messages?
I cannot speculate on how fast the pigeons are in the hon. Gentleman’s constituency, but I can tell him that all consumers now have a right to 10 megabits broadband. By the end of this year, 95% of properties will have access to 24 megabits broadband. The Government are investing more money to reach the last 5%, the hard-to-reach that are often in rural areas.

Commons ChamberYes. I can say to the self-employed of St Austell and, indeed, more widely across the UK that this Government will always support enterprise and those who start and grow businesses. As I said in the Budget speech, we believe that people should have choices about the way they work. There are very many good reasons for choosing self-employment, and there are many good reasons for choosing to incorporate. It is incumbent on us to make sure that unfair tax benefits are not one of the things that drive people to make such decisions.
The 130,000 self-employed people in Northern Ireland, who make up a seventh of the workforce, will welcome this change of heart by the Government. Does the Chancellor recognise, however, that the imposition of quarterly tax returns, which has been delayed for one year, and the closing of the flat-rate VAT system will also have an impact on self-employed people? Instead of targeting those who are genuinely self-employed and who have contributed to today’s low unemployment figures, should he not concentrate his efforts on the large corporations, such as the BBC, that abuse the tax system and have self-employment contracts to avoid paying tax?
As the hon. Gentleman will know, this Government have introduced a raft of measures over the years to target the avoidance of tax by large corporations, and we have raised a very substantial amount of additional tax—well over £100 billion—through those measures. The VAT flat rate scheme, which he mentioned, was introduced to assist the smallest businesses, but it had been turned into a systematic route for abuse, and I am afraid that we had to deal with it to make sure that the tax base was not eroded. However, we will always seek to support the genuinely self-employed hard-working people who are the backbone of this country’s economy.

Commons ChamberI am grateful to my hon. Friend for that, and I am delighted that, even in these difficult fiscal times, we are able to make these investments, which can be life-changing in local areas.
So that there can be no doubt, may I welcome the fact that the Northern Ireland Executive will have £250 million of additional capital spending, as well as the commitment to reduce corporation tax, which should lower the bill for the devolution of corporation tax to Northern Ireland without damaging our ability to compete with the Republic? The Chancellor says that growth is still damagingly imbalanced across the United Kingdom. If the Northern Ireland Executive make sensible proposals of further measures to address that issue, will he pay attention and respond to those? Does he agree that his acceptance of the lower forecast of growth for the UK in the long term, despite the fact that it contradicts totally the short-term forecasts, can be self-fulfilling and can damage places such as Northern Ireland disproportionately when compared with other parts of the UK?
I am not sure that receiving the OBR report constitutes an acceptance of anything; the report is the report and we have to respond to it. The hon. Gentleman asks about the imbalance in growth; of course that is a problem, and increasing economic growth in Northern Ireland is a high priority. Wages and living standards are lower in Northern Ireland than we would like, and the only way to address that is to improve productivity, increase the size of the private sector and get more investment into Northern Ireland so that growth rates are increased. Obviously I will respond to any proposals that come from the Northern Ireland Executive. I cannot promise him how I will respond to them, but I can promise him that I will respond.

Commons ChamberI am not necessarily in favour of earmarking or hypothecation of funds for that specific purpose, but the right hon. Lady makes an important point. We have a serious challenge on this country’s energy capacity over the next 20 years, and we are going to have to invest eye-wateringly large sums of money—perhaps £100 billion—just to ensure that the lights stay on. Of course it makes sense to look at ways of reducing demand for energy through energy conservation measures alongside the demands for new energy generation plants.
Last week, the Infrastructure Minister in the Northern Ireland Executive announced that a major infrastructure project in Belfast would be stopped because it was unlikely to be completed before we leave the EU so the funding would be lost. Has the Infrastructure Minister had any discussions with the Chancellor about this project, and will the right hon. Gentleman assure the Northern Ireland Executive that any funding gap for any project started before we leave the EU will be bridged by the Treasury?
I am not aware of the project to which the hon. Gentleman refers. As far as I am aware, the Northern Ireland Executive has not been in touch with the Treasury about it. We have, in fact, made two announcements. I announced that all projects signed in the normal course of business before the autumn statement would be guaranteed, irrespective of whether they continued to be funded by the EU after our exit. I subsequently made a further statement saying that after the autumn statement any new EU-funded projects would, provided they passed a UK value-for-money and strategic priorities test, get the same guarantee: however long they last, they will be funded by the UK Treasury once EU funding stops.

Commons ChamberI thank my hon. Friend for his comments. On the last point, the analysis of where best to build the Type 26 ships, which will have to be built to a very tight budget and a very tight timetable, was made by the company—endorsed by the MOD, but made by the company. I can tell him, as I think I said in the statement— or, certainly, as the Prime Minister said earlier on—that 940 job losses are anticipated at Portsmouth between now and the end of 2014 as a result of the decision to end shipbuilding. About 11,000 jobs in the dockyards and the supporting infrastructure will remain.
There is a great affinity, of course, between Northern Ireland and Scotland, and many people will feel for those in the shipbuilding industry who are losing their jobs. Will the Secretary of State give us an assurance that, through procurement policies and the promotion of UK industry, everything will be done to keep the shipyards in Scotland viable, and does he agree that this decision shows that Scotland is far better-off within the United Kingdom than in having some kind of pseudo-independence?
The hon. Gentleman is exactly right about that last point. If Scotland were not a part of the United Kingdom, I would certainly not have been able to make the statement and announcement I have made today.

Commons ChamberWe do not expect, in overall terms, to be looking for additional training areas. Clearly, the Army and the armed forces are getting smaller, and one would expect us to be consolidating training rather than expanding it. I would therefore not encourage my hon. Friend to think in terms of expansion of training areas.
I am sure the Minister appreciates that the countries representing the fringe of the United Kingdom will feel they have been somewhat abandoned in this announcement. May I ask him about the cost of all this? Given that, as a result of the legacy of Operation Banner in Northern Ireland, there has been substantial investment by the military, especially in family housing and so on, why has he turned his back on some of the investment that is already available in Northern Ireland and not decided to relocate some of the units at Palace barracks or Thiepval barracks?
The hon. Gentleman is right that there is some vacant accommodation at Thiepval, and the Army looked very carefully at the possibility of further location at Lisburn. However, the equation is complex. It is about not only utilising existing estate but the operational cost of having troops on that estate—the cost of getting them to the training areas where they need to operate. Overall, the value for money case points to the solution I have set out, even though that means that some vacant accommodation will remain at Thiepval.
