Commons ChamberI simply make the point that it is not the case that we have frozen recruitment, because we have 44,000 more nurses, not fewer—that is an increase rather than a decrease. It is also not the case that we have frozen pay, other than during the aftermath of the financial crash, which as I recall happened under the Labour party and we had to pick up the pieces, and through covid, although not all the way through covid, as I mentioned. Last year, even while the rest of the public sector was experiencing a pay freeze, we made an exception for NHS workers and paid them more, so the hon. Lady’s narrative is simply not true. Again, if the Opposition are saying that they would pay 19% more, I do not understand where that money would come from and whose taxes would be raised to pay for it and the increased interest rates.
I draw the House’s attention to my entry in the Register of Members’ Financial Interests. It is astonishing: I did not realise that, when we were making the comparison with France and Spain, we were talking about Franco’s Spain and the Vichy regime in France. Many elements of the laws in this country already do not comply with ILO regulations; we are one of the most restrictive anti-worker countries in the world—that is a fact.
I and my constituents would like the Government to stop blowing up the talks with the trade unions, as they did against the NHS over the weekend, with Unite reps coming out of that meeting in a worse state, or against the RMT by dropping driver-only operation into the talks. The Government could end the strikes in multiple sectors; instead they have upped the ante to wage war on working people who are suffering because of their rancid governance.
At least we know where the hon. Gentleman stands: against the instructions of his Front Bench, it is on the picket lines. He is one of the people who has helped to extend the rail strikes. Driver-only operation has been in there from the outset and there has been no change in that at all. It makes perfect sense and operates on the line that my constituency is on. It causes no problems and is a safe way to operate. It is the kind of modernisation that would help to bring this industrial dispute to a close. I did not follow his point about Franco and the Vichy Government. Spain and France have moved on a bit from that and seem to manage to have minimum safe levels of service on strike days under the International Labour Organisation.

Commons ChamberMy hon. Friend is a terrific champion of a fair settlement. It is the easiest thing in the world for someone to propose a tax that people other than their own residents pay, which is exactly what the Mayor has been pursuing with the boundary tax. It is not fair; we will oppose it—no taxation without representation.
The Government’s piecemeal funding for Transport for London is short-sighted and, yet again, will have an impact on thousands of jobs across the entire country. For every £1 spent on London’s transport infrastructure, 50p is spent outside the capital. We know that they have the money after yesterday’s news about the latest Government wastage—£9 billion blown on dodgy PPE about as effective as the Prime Minister’s Save Big Dog strategy.
Some 30 TfL projects currently support thousands of jobs around the country from Wrightbus in Ballymena in Northern Ireland to Bombardier in my constituency. That includes a £1 billion contract for building tube trains in Goole in East Yorkshire. Is it not time for the Government to save jobs across the country, stop rolling out the rhetoric and start investing in London’s transport infrastructure?
The trouble is, when someone writes that kind of passage in advance and practises it in front of the mirror, they potentially miss the announcement that was made in the original answer. We have now spent £4.5 billion propping up TfL to help out, rightly, because of the pandemic and, in addition, because of the decisions that failed to be made earlier, such as the four-year fare freeze and the concessions that go way above anything available elsewhere in the country.

Commons ChamberI am afraid that I do not recognise the hon. Gentleman’s description of the situation. It does not seem particularly vindictive to pay out £4.1 billion in support of TfL as it rightly battles its way through coronavirus. It is not entirely correct to say that all the problems are related to that; the £13 billion of debt that it has is considerably higher than when the Mayor took over. Putting that aside, I am keen to continue to support TfL. The House will be interested to know that I had to wait more than three weeks for the Mayor to come forward with measures that he was supposed to provide us with in the middle of November.
Yet again, the Government seem to be engaging in a blatant act of political sabotage of London’s vital transport networks. This week, Londoners have listened to Government advice, done the right thing and worked from home to keep our NHS and communities safe. As a result, passenger levels have dropped by over a quarter, which has had a further colossal impact on TfL’s revenue.
All the while, Ministers continue to force a cliff-edge negotiation on TfL finances in what can only be seen as a political attack that will punish hard-working Londoners for simply doing the right thing. As we saw in last week’s Evening Standard, from transport trade unions to square mile firms, London is totally united in its opposition to these disastrous political manoeuvres. Will the Secretary of State do his job and finally meet the Mayor of London? Can he get around the table today and sort it out?
It is interesting that the Front-Bench team have taken their briefing directly from the Mayor of London. Perhaps the hon. Gentleman did not catch what I just said: the letter that I received with the measures that the Mayor had to meet, which were outlined in an agreement, arrived on my desk three weeks late. Not unreasonably, on behalf of the taxpayer, I went back to him and asked him to clarify some of those points.
The hon. Gentleman accuses us, as other Opposition Members have, of playing politics with this issue, which is completely untrue. Yesterday, I received a long and—I am pleased to say—quite detailed letter to clarify some of those measures, but where did I receive that letter? It was in the Evening Standard, not even on my own desk.

Commons ChamberI commend my hon. Friend for her very determined efforts in campaigning for road improvements, not just there but elsewhere in her constituency. I know that the roads Minister will be very happy to meet her to discuss the matter further.
Back in July, speaking about the Prime Minister’s pledge to buy 4,000 UK zero-emissions buses by 2025, the Secretary of State said that
“there are 900 buses in production right now”—[Official Report, 14 July 2021; Vol. 699, c. 408.]
Allegedly, this is the Government’s flagship policy, yet the roll-out of these buses seems to be little more than rhetoric, given that every British manufacturer of buses I have spoken to says that they have no knowledge whatever of any orders. Will the Secretary of State now tell the House exactly where those buses are being made right now, as opposed to being potential on a DFT internal spreadsheet or more greenwashed PR spin from this Government?
I will tell you what I will do, Mr Speaker: not only will I write to the hon. Gentleman, but I will publish a copy of the letter in the House, for the House’s greater benefit. He will be interested to see that those buses are not just ordered or in production; some are actually on the road.

Instead of levelling up the north, where this Government have cut £4 million from Transport for the North, the Minister and his Government clearly intend to level down London’s transport network. This is not the first time we have had to come to the House to ask about the Government’s support for TfL because it did not go far enough in the first place. At a time when public transport ridership has collapsed and we are still a long way off recovering to pre-pandemic ridership levels, we must think about redistribution. That is clearly the right approach. Vehicle excise duty, which raises £500 million from drivers who live in London, is invested almost exclusively in roads outside the city. Keeping it in the capital would enable TfL to continue to be a world-class transport provider and boost our nation’s economy, so will the Transport Secretary commit to looking at this as a way to support TfL?
I welcome the hon. Gentleman to his position, warmly congratulate him and look forward to many exchanges. He asks about TfL. The Government have provided £3.3 billion and counting to TfL to keep it afloat. I just listed some of the moneys that had not been collected in by the Mayor, and I hear that the hon. Gentleman now wants to give the Mayor responsibility for the collection of vehicle excise duty in addition. Londoners will be interested in this. The Mayor is already planning an over £31 band D increase in council tax this year and now he has this new boundary tax, which might be £3.50 or £5.50—we await to hear—for entering London from certain locations. Where does it end?
