The sale remains subject to market conditions and a value-for-money assessment, but I will not be taking lessons from the Scottish National party on student finance. The SNP has created a system that actively works against the disadvantaged in Scotland. We have a system that is funding our universities well and helping the disadvantaged.

I thank my hon. Friend for his answers. Can he give me and my constituents, either students or borrowers, an assurance that whoever buys this loan book will have no access to personal data and no contact or involvement in setting the rates for the loans?

On the contrary. Since 1990, the UK has cut emissions by 43%, while our economy has grown by more than two thirds. We have reduced emissions faster than any other G7 nation, while leading the G7 countries in growth in national income per person. We are actually increasing our economic growth, while at the same time ensuring that we are doing what we need to do for the environment by promoting clean growth.

Given the good news that the Minister has announced, I am surprised that it took an urgent question from the hon. Member for Barrow and Furness (John Woodcock) to secure a Government response.

Will my hon. Friend update us on what will be done to enable small modular reactors to be spread across the United Kingdom, so that we can cease to rely on fossil fuels?

The Government do not intend to hide their light under a bushel in terms of the good news. My hon. Friend can find the paper on the sector deal in the House of Commons Library. As for the promotion of small modular reactors across the UK, it is part of our industrial strategy, but the nuclear sector deal and our work with the industry will help in a specific way.

T3. One of the concerns about the fairer funding formula is what happens to sixth-form students. Can Ministers confirm that fairer funding will apply to sixth-form students in particular, and clarify what is proposed for sixth-form colleges?

My hon. Friend will be aware that in the spending review, my right hon. Friend the Chancellor confirmed funding of £4,000 per pupil for post-16 education, and that remains the case. Obviously, where there are school sixth forms, reforming the national funding formula will impact on the whole school budget. I do not what to pre-empt what the consultation will say, but I am sure we can have a discussion once we have published it.

Absolutely. The hon. Gentleman revels in his 2011 nomination for the Total Politics Labour point-scorer of the year. In fact, he has plastered the information all over his website. To answer his question specifically, since December, 1.3 million have been added to the register. Each day and each month, more people are being added to the register, so it is about time the Labour party stopped creating fear and uncertainty where there is none.

15. What measures is my hon. Friend taking to ensure that people who live overseas and wish to register to vote are able to do so? Equally, has he taken account of the fact that people who have lived overseas for longer than 15 years should also have the opportunity to vote in this country?

The full December register has not been published yet so it is impossible to tell the state of the register as at December. As the hon. Gentleman knows, individual electoral registration is a two-year project. We are mid-way through it and it is proving very successful. Nine out of 10 electors were transferred to the electoral register, and online registration is proving very successful. [Official Report, 21 January 2015, Vol. 591, c. 1-2MC.]

Many thousands of east Europeans have chosen to come to live and work in this country. The register published in my constituency shows some 3,000 east Europeans who are not qualified to vote, yet some 4,000 people with similar names are shown as eligible to vote in the general election. Will my hon. Friend order an urgent review of this to make sure that only those who are eligible to vote can do so at the election?

Individual electoral registration is about the completeness and accuracy of the register so that only those who are eligible to vote are on the register. If there is a specific problem in my hon. Friend’s local authority and local area and if he writes to me about it, I will look into it.
