Commons ChamberI am happy to talk about that. Because of the record funding this Government have put in, both pre and post pandemic, we are seeing record increases in the workforce across the NHS. When it comes to GPs, since March 2019 we have seen an increase of some 2,389. On top of that, we have seen a further increase of more than 18,000 full-time equivalent staff working in other important primary care roles. That is in England—I am talking about England numbers.
Of course, we are working hard towards the targets we have set. We are also seeing more GPs in training in our medical schools than ever before, with more medical schools operating than ever before. I hope the hon. Lady will welcome that result and that investment.
We are talking about GP and dentistry services today, but the wider primary care family includes community pharmacy and ophthalmology, the vast majority of which are not NHS providers but operate under contract providing NHS services. In my excellent right hon. Friend’s second year in the Health Secretary job, will there be a ruthless focus on the wider primary care landscape? When it comes to prevention, surely those people must be the front door of the NHS to ensure that the system is sustainable in the long term.
Yes, absolutely. I know my hon. Friend speaks with great experience in this area. I am just about to come on to some of the changes we will be making to primary care, which I am sure he will welcome.

Commons ChamberI am very persuaded by what my hon. Friend says. I would love to stand here right now and just say that that is the case, but there are some issues that need to be resolved, and they are urgently being looked at. I hope that we can say something more on this as a Government, even as early as today. I do understand what he said, for exactly the reasons that he said it, including on reimbursement.
As well as the new measures we are proposing, we are restoring freedoms too, drawing on the defences that we have already built. At the end of last month, this House passed regulations requiring all close contacts of a suspected or confirmed omicron case to self-isolate for 10 days, but given the increasing dominance of omicron, this approach no longer makes sense for public health purposes and nor is it sustainable for the economy. So we are drawing on the testing capacity that we have built to create a new system of daily testing for covid contacts that has started today. Instead of close contacts of confirmed cases or suspected cases having to self-isolate, all vaccinated contacts, irrespective of whether the contact was with an omicron case, will be asked to take lateral flow tests every day for seven days. Regulation No. 1415 allows us to put this plan into action by revoking the omicron-specific provisions for self-isolation.
The Secretary of State knows that I welcome that. The isolation regs that we passed two weeks ago that I did not support were sinister, and well done to him for getting rid of that. On test and release, though, he will know that many of our constituents—many of mine have contacted me to say this—cannot, for love nor money, get hold of lateral flow tests right now. Could he update the House on whether this problem has been resolved?
My hon. Friend will understand that there has been a huge surge in demand for lateral flow tests, perfectly understandably of course. The situation at present is that the warehouses of the UKHSA have plenty of stock, but the distribution channel has been limited, although it has added to that significantly in recent days, including building on the channels it has with Royal Mail, Amazon and other suppliers, and also opening up more access points other than direct ordering online so that people can pick up tests from far more pharmacies, for example, than they currently can. It is being worked on, and whatever the current situation is, it will be improved very, very quickly. I hope that reassures my hon. Friend.

Commons ChamberWell, there will be variants of covid-19 for many years, as the right hon. Gentleman says—indeed, there have been many hundreds of variants. No country in the world is better at the surveillance of those variants; I remind him that the UK alerted the world to the threat of omicron. No country is better prepared, if we look at how swiftly the UK reacted—for example, with international restrictions and the information that we shared with the world about vaccines. I think he understands those points, and I regret the way that he has framed the question.
I thank my right hon. Friend for his statement. Many of my constituents will be very surprised indeed to hear that, from this morning, anyone over 18 can walk into a vaccination centre. Will he give me an update on the Hampshire situation?
May I ask my right hon. Friend about the NHS covid pass being rolled out to 12 to 15-year-olds? That is such a welcome announcement; it is something the Secretary of State promised this House he would bring back, and I thank him for that. How exactly will it work? Many of my constituents will be travelling within the next few days, and certainly within the next week and over Christmas. How exactly will they be able to access this pass, given that they cannot access the NHS app in the same way that adults can?
I thank my hon. Friend for his remarks. He is right that the covid pass is a very important measure. We will shortly publish on the website exactly how it will work, but it is being rolled out as a digital pass in the same way as it is working for adults, starting today.

Commons ChamberIt is clear to me that “learn to live with covid” is now as dead as the zero-covid proponents want it to be. I am pleased about the change from isolation to daily tests, as that will avoid a dangerous pingdemic, but may I ask my right hon. Friend about the “papers please” mandatory certification world that we are now moving into, with respect to young people? Does he consider young people to be in possession of a vaccine passport if they are double vaccinated, which of course many are not yet able to be; and how will they be able to prove their status given that they cannot do so through a digital vaccine passport and are having huge problems accessing any other form of vaccine passport through their primary care centres?
I am pleased that my hon. Friend welcomes the move from isolation to daily testing. On his questions about the NHS covid pass, the requirement and definition of vaccination will be two jabs—a first and second dose—but I hope that he welcomes the fact that it is that or a negative lateral flow test.

Commons ChamberThe only way our approach discriminates is in terms of the risk of the virus. The hon. Lady will know from the information that I have shared today and the Government have shared previously that the epicentre of this variant is southern Africa at the moment. The reason Nigeria has been included is that at least 21 cases in England are clearly linked to Nigeria, but we have also taken into account further reports such as Ghana having reported 25 cases linked to Nigeria. She will also understand that some countries do not have the same ability to test or sequence, and so we, with other countries, provide them with that support. It is right that whenever we have the data, we must act to protect British public health.
As of last week, as feared, my constituency—like many others, I am sure—is seeing Christmas events cancelled and moved online, including all manner of festive performances in schools. Local authority guidance is often what is cited. Given that last week national Government went out of their way to ask schools to go ahead with Christmas performances such as nativity plays, I am keen to understand who head teachers and other event organisers should follow—the town hall or this place.
Can I once again urge the need for brevity if we want to get everybody in?

Commons ChamberThe hon. Lady makes an important point about contact tracing. On the contain outbreak management fund, especially given the emergence of this variant, we are actively reviewing it.
I welcome the widening of the booster programme that the Secretary of State announced, but my constituents still have no walk-in access in Winchester. I would therefore really appreciate his help with that, on behalf of the increasing number of constituents who are contacting me.
The measures we will be asked to approve tomorrow night will likely appear rather small in and of themselves, but the Secretary of State knows that the wider impact of the past few days is absolutely huge. Nativity plays have been cancelled or moved online—these are moments that we just do not get back—and community events are being cancelled just in case. The Prime Minister said this lunchtime that if you are boosted, we know your response to this variant is strong. What evidence base is that drawn from, and when might we reasonably expect data from the scientists on how, if at all, the variant hits vaccine efficacy?
First, I noted what my hon. Friend said about walk-in access in Hampshire, so I will take that away and get back to him. Secondly, he is right to talk about the impact of these measures. Although I believe that they are right, proportionate and balanced, we must never forget the impact that they have on individuals and their daily lives. That is why they must be removed the moment it is safe to remove them. In terms of when we will have more data, we have set a three-week review point because that is the time when we believe that we will have more information—not just the information that we will have come up with, but information through our international counterparts.

Commons ChamberOne practical example is the record funding going into the sector, which I mentioned to my right hon. Friend the Member for Forest of Dean (Mr Harper). Part of that funding is being used for the largest recruitment campaign the sector has ever seen, and it is already showing results.
The Secretary of State knows I am a firm believer in the vaccination programme, and I support everything he has announced today. That programme includes the booster, of course, but I am increasingly hearing from constituents that they are struggling to get the booster in Winchester itself. Will he help me to get a walk-in centre or a pop-up facility in the city—we have a number of empty shops, so we will find the space if he can provide the jabs—especially given the over-40 cohort, which includes me, that he has accepted into the booster programme today?
My hon. Friend highlights the importance of access, whether through vaccination centres, walk-in centres, pop-up centres or pharmacies. A record number of pharmacies are working on our vaccination campaign. I would be more than happy to speak to him to see what more we can do.

Commons ChamberMay I suggest that the hon. Lady reads the plan before she comments on it?
I welcome much of what is a sensible plan from the Secretary of State, although I have a creeping feeling that we are preparing to treat flu like covid, more than the other way round. Before we start extending the vaccine programme and boosters, will the Secretary of State get a grip on the creeping issue of people who have had one vaccination in England and another in Scotland, or the other way round, but the two systems are not talking to each other, and people are not getting the benefits of having been fully jabbed? We need to deliver for those who have done what we asked them to do before we deliver vaccines to others.
My hon. Friend is right to make that point—indeed, people in my family had that very issue. I know that the Minister for Covid Vaccine Deployment is looking at that matter, and I have discussed it with the health Minister in Scotland. We are working to see what more we can do.

Commons ChamberI can tell the hon. Lady that there are currently about 30,000 infections a day. In the last 24 hours in England, we have seen about 400 people being hospitalised. The last time that infections were around the same level—at 30,000 cases a day—I believe that more than 2,000 people a day were being hospitalised. That is what I mean when I say that the link has been severely weakened, and for that we have the vaccines to thank.
I look forward to having a look at and scrutinising the new road map when it is published this afternoon. Further to the point raised by my right hon. Friend the Member for Forest of Dean (Mr Harper), I am just trying to get clear the data on hospitalisations. I was told today of a lady admitted this weekend to a hospital in my region to give birth. She was, of course, tested on admission and was positive, so she is a covid-positive person in hospital. Given the advice that the Secretary of State has just confirmed to the House that he has sought, when does he think he will be able to advise us of the figures for those admitted with covid versus those admitted for covid?
I know that my hon. Friend speaks with experience, and I am glad he has raised this point again. I have asked for that advice, because it is important that we try to analyse better the primary diagnosis of anyone coming into hospital. I can understand why that was not easily possible in the early days of the pandemic, but I think we have now reached the stage at which we can provide better data, and I hope I can get that done as quickly as possible.

Last week, I said that I wanted to see from the new Secretary of State
“a change in policy as much as a change in tone.”—[Official Report, 28 June 2021; Vol. 698, c. 60.]
We have had that today, or at least an indication of it for next Monday, and I am grateful. Will my right hon. Friend give us an insight into his thinking about the future of test and trace? Surely it cannot continue as now, with contacts of contacts—even if they are double-vaccinated—being forced into isolation for 10 days at a time, with all the knock-on effects that that has on society and the economy.
I will be making a statement to Parliament on just that issue. I think I will probably make it tomorrow.

Commons ChamberI thank my right hon. Friend for his kind and warm remarks. I know that he has taken great interest throughout the pandemic in the restrictions in particular, and I absolutely understand why it has been so important to him and others. I am very happy to meet with him to discuss the issues in more detail and listen to his views. He should know that it is my intention, and the Government’s intention, as I have said from day one on this job, to remove all restrictions as quickly as possible.
I give a warm welcome to my right hon. Friend. I wish him very well. I am looking for a change in policy as much as a change in tone. I return him to the subject of education. Estimates suggest that a quarter of a million children are missing school today due to precautionary isolations, the vast majority of them sequential due to the bubbles that they are caught in. Under the current rules, 10 days of isolation is then unavoidable, even with a negative PCR test. Have our young people not suffered enough? Are we really going to continue to do this to ourselves? Is this not an area, given the availability and reliability of testing now, where I might find the change of policy that I am looking for?
Other hon. Members have rightly raised this very important issue, and my hon. Friend is right to draw attention to it once again. It is something that I have focused on from day one on the job. That is why I have asked for fresh advice on it. As he knows, that decision was made with the data that was available at the time. Clearly, data is changing all the time, and we must ensure that we keep that under review for exactly the reasons that he has just set out. As I say, I have asked for advice on that and will hopefully be able to say more on it as soon as possible.

Commons ChamberI think the hon. Gentleman has a challenged memory of events. I am sad to see that he had an opportunity to apologise, but did not take it.
Let us look at the facts. At the time of the changes Labour was making to the financial sector, my right hon. Friend the Member for Hitchin and Harpenden (Mr Lilley) warned the then Government in November 1997:
“The process of setting up the FSA may cause regulators to take their eye off the ball, while spivs and crooks have a field day.”—[Official Report, 11 November 1997; Vol. 300, c. 732.]
Let me share another quote, in this case from the current shadow Chancellor from a speech he made as City Minister in 2006:
“Nothing should be done to put at risk a light-touch, risk-based regulatory regime.”
What we are hearing from Labour is the same old headline-chasing nonsense that we have come to expect and no answers at all to the problems they created.
I agree with the hon. Member for Nottingham East on one thing: public confidence in the banking system and in bankers is still low, just as—let us be honest—public confidence in the political system and the people in this Chamber is still low. That is precisely because, five years ago, partly as a result of the irresponsible decision of some bankers, but largely as a result of the policies of the then Labour Government, our country found itself in a huge mess. When trust is lost on that scale, it is not won back overnight.
Perhaps the Minister can answer this question because the shadow Minister did not give way to me. The shadow Minister said that restricting the number of branches that banks can hold will not close branches, but of course it will. What does he think closing branches will do to people’s faith and belief in the banking sector. I have three branches of Barclays in my constituency—in Chandlers Ford, Alresford and Winchester—so if, God forbid, a Labour Government were ever elected, which one would they propose to close?
My hon. Friend highlights the fact that the Labour party has no ideas about how to increase competition in the banking sector, and any kind of approach that includes arbitrary quotas will clearly lead to the sort of problems that my hon. Friend outlines.

Commons ChamberI agree. The banks should move much faster. Today’s announcement from the two banks is welcome, but other banks should take a serious attitude to not only the amounts but the timing of redress payments.
Hon. Members have also voiced concerns about the large number of businesses that have been assessed as sophisticated and so fall outside the scheme. My understanding is that the FCA used as a starting point the criteria for non-sophisticated customers set out in the Companies Act 2006. As such, the test reflects the fact that larger businesses would have greater resources to seek advice on the products in question, both at the time of sale and subsequently. Moreover, I understand that the FCA then amended the sophistication test in January to ensure that certain companies, which were classified as sophisticated under the Companies Act test but which might reasonably be considered to be non-sophisticated, were also brought into the scope of the review.
Throughout this debate, the Government have been clear that when a business lacked the necessary skills and knowledge to understand fully the risks of the products, it should receive the appropriate redress. We do not agree that all businesses should have access to the FCA review; there needs to be a defined cut-off point beyond which more sophisticated businesses take responsibility for understanding the products that they entered into. I am confident that the FCA has found the right balance to ensure that all non-sophisticated businesses fall inside the scheme.
I will not be able in the time available to address all the questions raised, but I might be able to help with a couple in particular. Some Members asked whether insolvency could be a reason for banks to try to delay the redress process. I assure the House that that could not be a reason. No one wants businesses to go insolvent, but if, sadly, they do, they will still be part of the review process. If mis-selling is found to have happened, banks will still be liable and on the hook—they will gain no advantage from the insolvency of a company.
Hon. Members, including the shadow Minister, asked whether the FCA could consider setting a deadline. There is a good case for the FCA to consider that, but it would have to be its independent decision. Due regard must be taken of the fact that it might take longer to sort out the most complex products, but it would be good for the FCA to consider whether setting a deadline would help to speed up the process.
A number of colleagues have mentioned this. Does the Minister have a view on a truly independent appeals process? Given that 93% of the cases looked at thus far have been non-compliant, the number involved would not be massive.
As my hon. Friend will know, there is a necessary degree of independence in the process. However, he raises a good point, which, as he said, has been raised by others today. It is important to make sure that there is confidence in the process. If confidence does not come about in the coming months, the FCA may have to review things and the process that my hon. Friend suggests could be taken forward.
I end by reiterating that the Government take extremely seriously the abuse that has taken place in very many cases. I sympathise wholeheartedly with campaigners in the Chamber and beyond. I am determined that any wrongs inflicted on businesses should be put right and want a quick solution to the mis-selling of interest rate hedging products.
Small businesses are the backbone of our economy and they should be allowed to draw a line under this issue and get back to what they do best—working hard, creating jobs and creating growth for the UK economy. Once again, I thank hon. Members, particularly my hon. Friend the Member for Aberconwy, for bringing the issue to the attention of the House. I assure them that I will make sure that the issue continues to receive the highest level of attention from the Government.

A number of my constituents have been caught out by the high interest rates charged on payday loans. At a time when many families are struggling with high levels of personal debt, what are the Government doing to ensure that consumers are protected against bad practices in that industry and the often extremely high interest rates that are charged on such loans?
I know that my hon. Friend is passionate about this issue, and he is right to raise it today. The Government are committed to ensuring that people who borrow from payday lenders are protected against bad practices. Last January, we announced our intention to transfer the regulation of consumer credit from the Office of Fair Trading to the new Financial Conduct Authority. The FCA will have powers and sanctions to address consumer detriment in the consumer credit market, and we will shortly be publishing consultation on this very issue.
