I will give my hon. Friend two responses. First, last year, we started our #knifefree campaign, which is about sending messages to young people, on the social media they use and in more traditional advertising, about the dangers of carrying a knife. Secondly, we are working with the Ministry of Housing, Communities and Local Government, through its troubled families programme, to see what more we can do with those families, who are perhaps going through family breakdown or facing other issues, to get across the message that there is never an excuse to carry a knife.

The call from my hon. Friend the shadow Minister and others for Cobra to be convened is not just about recognising this as a national emergency, which it is; it is also about ensuring that the cross-Government approach, which the Home Secretary says he recognises, is actually delivered on the ground, right across the country, with the resources needed to back it up, whether through early intervention work to identify the young people most at risk of getting involved in gangs and knife crime, or by reducing the level of school exclusions, which in all too many cases is a route into knife crime. I put it to him that what he said about resources rings pretty hollow in the west midlands, given that we have lost 2,000 police officers over the past nine years and are facing nearly 300 incidents of knife crime this year already. Will he now respond to the call from the West Midlands police and crime commissioner for an emergency funding package so that we can address this problem in a consistent and effective way?

The hon. Gentleman is right about the importance of a cross-Government approach. It is something that is needed not just today; it has to be a long-term, sustained approach, with Departments and public agencies working together. That is why our cross-party serious violence taskforce involves Government Departments as well as other agencies and public authorities. It is also important that we listen to all levels of Government. He rightly mentioned West Midlands police, a force I have visited on many occasions—I visited it only recently to look at some of the work it is doing to combat serious violence. I will always listen carefully to all local police forces, including West Midlands police, to see what more can be done.

Where the hon. Gentleman is right is that there have been increases in certain types of crime. For example, as I said earlier, there have been increases in serious violence, cyber-crime, and the reporting of sexual offences, especially historical sexual offences. We welcome such reporting, including of historical offences; we want to see more of those being reported so that we can investigate more. It does require more resource and, in some cases, with some forces, it also requires changes in practices. He has raised his concern for the West Midlands police force and making sure there are enough resources. I believe that there is about £34 million more for his force, which represents a significant increase. It is fair to say that it is more than would have been expected by the force this time last year. If he supports his local force and wants to see those resources going to it, I am sure he will vote with the Government later this afternoon.

May I press the Home Secretary a little more on these figures? I am talking about the support that local forces get from his Department, not what is being passed on to local council tax payers. The West Midlands PCC has estimated that simply to stand still West Midlands police force needs an increase in excess of £24 million. As the additional amount the Home Secretary is putting forward is just over £15 million, how is that anything other than a real-terms cut?

Again, the hon. Gentleman, like so many other Opposition Members, has raised the issue of resources. That is why I am sure he will welcome the biggest cash increase collectively since 2010. He talks about the West Midlands force, as the hon. Member for Birmingham, Erdington (Jack Dromey) did. That force is receiving an increase of more than £34 million. I gently point out that the force has £85 million in reserves, which is one of the highest levels of reserves in the country, so the hon. Member for Birmingham, Northfield (Richard Burden) should have a chat with his PCC to ask whether he can do a better job.

The Home Secretary will be aware that West Midlands police force has lost 2,000 officers since 2010. He may not be aware that last week, a Conservative councillor in my constituency, which is next door to his, suggested that the response to rising crime should be for local communities to have a whip round to fund private security patrols. Does that represent Government thinking?

Recognising the police’s need for resources, we increased funding this year by £460 million in total; that includes almost £10 million for the hon. Gentleman’s force. The most interesting question is why he voted against that increased funding.

I am pleased that my hon. Friend has raised this issue. I recognise the good work that so many councils do to look after unaccompanied asylum seeking children, who are some of the most vulnerable people in our society. One thing I am doing today is making an additional £19 million available for next year to help the local authorities most affected to help some of the most vulnerable people.

The modification of the 2016-17 allocation formula to take account of councils’ ability to raise council tax was at least the start of an acknowledgement that councils with the highest levels of deprivation should not face the biggest cuts. Nevertheless, will the Secretary of State take it from me that the failure to address that issue in the previous two years has meant that Birmingham is now being short-changed to the tune of £100 million? What is there in his statement to address that and avoid even more swingeing cuts hitting children’s services and adult social care in my city?

The hon. Gentleman’s central point is that there has to be a recognition that different councils have a different council tax base, and so are affected in different ways when they make a percentage change to that council tax. In the case of Birmingham and many other local authorities in which the council tax base might be relatively low, that is recognised so that with respect to, for example, adult social care, when new funding is allocated, including the additional £2 billion announced earlier this year, the improved better care fund makes sure that the fundraising powers that exist locally are taken into account.

The hon. Lady rightly points to the challenge of ensuring that employers recognise the changes. Initiatives such as the new Institute of Apprenticeships, which is employer-led, will help to set the standards for the technical training. That will make a difference in ensuring that employers welcome the new qualifications.

The measures I have talked about so far will improve lives right across the country, but we recognise that local areas across Britain want greater control of their own services and infrastructure. The Government, the Greater London Authority and London Councils have reached an agreement on further devolution for our great capital city. This includes exploring a pilot for a development rights auction model and joint work to identify what elements of the criminal justice services can be delivered locally. We will also be agreeing a second health and social care memorandum of understanding to support work on prevention, integration and estates reform.

However, there is more to this country than its capital city. I should know: I was born in the north, raised in the south-west and elected in the midlands. Today, the Chancellor is in Dudley, launching our midlands engine strategy. This follows the northern powerhouse strategy published after the autumn statement.

The Secretary of State and I are both midlands Members of Parliament. I welcome the focus on the midlands in the Budget. There are some useful initiatives in it. Would he care to comment on the strategy being brought forward today by Midlands Connect? It is charged with looking at the transport infrastructure side of delivering the midlands engine, and in particular at east-west connectivity, and it makes it clear that, for the midlands engine to work and deliver its potential, it will need a long-term perspective and investment of £1 billion per annum over a 30-year period. What confidence can we have that that long-term commitment will be given?

As a midlands MP, the hon. Gentleman will understand that the devolution deal for the region will lead to additional funding of more than £1 billion over the next 30 years, which can be invested in priorities such as transport infrastructure. I believe that the right leadership is in place, and that that is exactly what will happen. That is why I am supporting Andy Street to become the next Mayor, and I hope that the hon. Gentleman will join me in expressing his support for him. Perhaps that is what he was just doing.

The hon. Gentleman will also be pleased to hear that this morning we published details of £392 million of additional funding for the midlands, allocated through the third local growth fund. That money will further unlock the region’s potential, funding infrastructure and creating jobs. Much of it will go to Birmingham, for example. The Budget includes £90 million for the north and £23 million for the midlands from a £220 million fund that addresses pinch points on the national road network. The Chancellor has launched a £690 million competition for local authorities across England to tackle urban congestion and get local transport networks moving again. That is a serious investment in our communities that will make a real difference to the daily lives of millions of people and countless businesses. We can make that investment precisely because of the fair, progressive changes that we are making to the tax system. We are levelling the playing field between employees and the self-employed, and 60% of the self-employed—the lowest earners—will gain from these reforms. We are also continuing to reduce corporation tax on all profitable companies, large and small, so that hard-working entrepreneurs keep most of the fruits of their labours.

We are taking a number of steps to make business rates fairer. I have never made any secret of my support for business, and for small businesses in particular. Seeing my dad’s shop struggle was one of the reasons I came into politics in the first place. From the biggest cities to the smallest villages, the local high street and the local pub form the heart of countless communities across our country. That is why the Chancellor and I listened closely when concerns were raised over this year’s business rate revaluation, and why I was happy to work with colleagues across Government to secure action.

The majority of business will see no increase or even a fall in their business rates, but I know that if someone’s rates are going up, it is no consolation to hear that someone else’s will be going down. The bigger picture will not pay their bills, so the Budget introduces three new schemes that will help businesses facing steep rises. The first involves additional support aimed specifically at small and rural businesses that are losing some or all of their rate relief and are facing large percentage increases in their bills as a result. The additional relief will limit the annual increase in the bill for an eligible business to the greater of either £600 or the cap in increase for small properties in the existing transitional relief scheme. That is 5% in real terms in 2017-18. No small business losing some or all of its relief as a result of the revaluation should see its bills rise by more than £50 a month in 2017-18.

The second measure is the establishment of a £300 million discretionary fund for local authorities to use over the next four years. Each billing authority will receive a share of this funding and will be able to use it to deliver targeted support to the most hard-pressed ratepayers in its area. This will allow local authorities to more than double the amount they spend on discretionary relief in 2017-18. Finally, there is a new relief for pubs. This will provide a flat £1,000 discount in 2017-18 on bills for all pubs with a rateable value below £100,000. My Department will be publishing full details later, but up to 36,000 pubs—that is approximately 90% of them— could benefit from the relief. The cost of all three models will be met in full with new money allocated by central Government.

Recent consultations have shown little appetite for wholesale reform of the business rate system. However, there is scope to reform the revaluation process, making it smoother and more frequent to avoid the dramatic increases that the present system can deliver. We will set out our preferred approach to delivering this in due course, and will consult on it before the next revaluation is due. In the medium term, we need to find a better way of taxing the digital part of the economy so that online businesses do not enjoy an unfair advantage. This is another example of the way in which this Government deliver lasting reform alongside immediate investment. It is the difference between a sticking plaster and long-term cure.

I therefore hope that the hon. Gentleman will agree with the changes, because they support union members and will introduce more transparency. They will still allow the unions to raise the funds, but they will just have to be more open about how they do so and what they do with them.

The right hon. Member for Wokingham (John Redwood) said earlier that when unions and employers work together, results are achieved. That being the case, why does the Secretary of State want to overrule agreements made freely between unions and public sector employees about the appropriate amount of time that should be spent on union duties?
