Commons ChamberI welcome the scrutiny from the hon. Lady’s very important Committee. She might not have enough time, but there is a lot of detail in the book has been published alongside my statement today. She referred to a figure of 85% for the ratio of debt to GDP. I think the last Office for Budget Responsibility forecast in March had it at 82.2% and on a declining trajectory. On the changes to the fiscal rules, I have set out that I am looking at the fiscal rules in time for the Budget. There may well be changes, but I do not want to set out what they will be today, because we have not decided.
I welcome the Chancellor and his statement. Does the spending round contain any provision for the establishment of a UK development and investment bank, which I believe would be an extremely strong vehicle to make the kinds of investments that he talks about in the public and private sectors and internationally?
Today’s statement does not focus on capital, but my hon. Friend’s suggestion would certainly involve capital investment if it happened. I know that he has spoken to the Economic Secretary to the Treasury about this, and we are happy to have further discussions.

Commons ChamberThe hon. Gentleman is right to raise the issue of online space and how to ensure that we do all we can to stop online platforms being used to preach hate. I am glad that he welcomes our White Paper, which I think it is fair to say is groundbreaking among all countries with respect to taking action—many countries are looking at how we are planning to handle the issue. The duty of care will make a difference.
The hon. Gentleman is also right to make the point that we cannot wait. Naturally, the consultation and legislation will take time, but it is good to see that some social media companies are already responding. I met several of them with fellow G7 Interior Ministers just last month, and they have pledged to take further action after the attack in Christchurch. That is good to see; I encourage them to do all they can now instead of waiting for legislation.
We are pleased to be having a review of the Prevent programme, because such independent reviews can help to build community confidence. It is also important for the review to look at how to stop far-right extremism; I can tell the hon. Gentleman that last year almost a quarter of Prevent programme referrals related to far-right extremism.
I thank my right hon. Friend for his statement and for his commitment to the security of places of worship. Will he join me in thanking our police and security services? They are the ones who work day in, day out to prevent attacks and we owe them a great deal. In other countries, police and security services are often used to clamp down on religious freedom; in our country, they are there to uphold it—and they do.
I am very happy to join my hon. Friend in commending our police and security services for their invaluable work. We must remember just how many lives they have saved. It is already public knowledge that since the beginning of 2017, they have prevented or foiled 17 terrorist attacks, including four by the far right, that would almost certainly have led to loss of life. We owe a great debt to our security services and police.

Commons ChamberWe will absolutely publicise the scheme widely. Indeed, the right hon. Gentleman, who is committed to providing justice for the Windrush generation, can help me by using his Twitter feed, and there are other ways of helping more people to know about this scheme. There will be no non-disclosure agreements under this scheme, and people with criminal convictions are entitled to use it. The details state that if individuals with serious convictions apply, the Government reserve the right to change the amount of compensation or not pay it altogether, but generally no one is barred owing to a criminal conviction.
I heard the dignified evidence given to the Joint Committee on Human Rights by some of the Windrush generation. I was astonished that some were still put into this position despite providing huge amounts of documentation. What support is being given to those in the Windrush generation, or indeed anybody else, who have been dismissed despite having all this evidence in front of them?
My hon. Friend is right to raise that. I remember looking at cases in which such outcomes should not have happened. We have made the compensation scheme as simple and as straightforward as possible. For example, some payments have both a tariff structure and an actual structure, because we are trying to provide as much choice as possible.

Commons ChamberMy hon. Friend is right to highlight the opportunities that Brexit will bring for certain industries. I can assure him that the immigration White Paper does contain proposals to bring medium-skilled workers into the scope of skilled workers and also to introduce a temporary workers’ route at all skill levels. I hope that that offers him some reassurance.
Will my right hon. Friend assure me that the skills-based immigration system will not fall foul of an arbitrary salary cap? This is important in many sectors. In research—I declare an interest as I am on the board of a university—very highly skilled researchers are often not paid anything like £30,000 at the beginning of their career, but we need them for our university and research sector.
My hon. Friend is right to raise that issue. He may know that we made our visa offer for academics even more generous last year. Those changes have been warmly welcomed by the research community. I can assure him that we will engage with employers in the higher education sector and others before we determine any future salary thresholds.

Commons ChamberFirst, may I take this opportunity to thank all the members of the RNLI for their work, especially in recent weeks, in response to the increase in the number of crossings? As we all know, they are incredibly courageous volunteers who put their lives at risk, and I want to put on the record our gratitude for all their work.
The hon. Lady has raised a specific case. From what she has said, I am not sure whether it is a Home Office or Foreign Office case, but we are happy to take a further look.
I welcome the Home Secretary’s announcement, but will he explain what co-operation the UK is giving to our European partners, not just in France, but in Italy, Greece, Spain and Malta, which have borne a heavy responsibility for rescuing and providing safe haven to refugees? Can we hear more about that, please?
I am happy to share further details with my hon. Friend. We are helping our European friends in several ways with the huge increase in the number of refugees and asylum seekers since 2015. As part of Operation Poseidon in the Aegean, our Border Force vessels and crew have been called out on more than 700 missions and saved more than 15,000 lives. We are also working closely with our friends in Greece, having provided personnel, advice and funding, and we will continue to work with our friends in Europe to see what more we can do.

Commons ChamberFirst, the scheme will give us information about people entering and leaving. As for the costs, we have only just made a decision internally to proceed with the scheme. There will be further information as it becomes available.
As a director—or a member—of the board of a university, I realise how much researchers from around the world contribute, but their salaries are often relatively low. Will the Home Secretary consider not introducing a salary cap but concentrating on skills, given that skills and salaries do not often equate?
My hon. Friend makes an important point; my right hon. Friend the Minister for Immigration was at the Francis Crick Institute this morning, and one of the things she was rightly hearing about was just this issue. In fact the Migration Advisory Committee has identified this issue as well; it has talked also about lab technicians, many of them working in our universities, and many of whom do not earn as much as £30,000. We are taking this point into account.

Commons ChamberThere would have been less of a need for a fair funding review to make sure that funding is allocated based properly on needs if the last time it was done, in 2007, it had been done properly and had actually been based on needs. I agree with the hon. Gentleman’s central point, which is that we need to look again at how funds are allocated to make sure that that is done on the basis of need. That is why I think he will welcome today’s consultation.
I thank my right hon. Friend for his statement on flexibility on the police precept, but may I ask him to consider some flexibility on the county council precept for care, as counties such as Staffordshire, which have kept their costs to a minimum over the years, are at a disadvantage with the percentage-based increase, as opposed to a flat-rate increase?
I assure my hon. Friend that care, be it children’s social care or adult social care, is at the forefront of our mind when looking at this settlement and making sure that the resources that are needed are in place. That is why we have the increase announced at the spring Budget, with half of that £2 billion coming this financial year. As for Staffordshire, it has that extra flexibility, like other councils, but this settlement will also lead to an additional £10.6 million, which I am sure will be welcome.

Commons ChamberMy hon. Friend highlights the importance of infrastructure to building the right number of homes. He asks me specifically about the Isham bypass. I will happily speak to my right hon. Friend the Secretary of State for Transport and get back to him.
The rate of house building in Stafford is more than double the national average, in accordance with a robust local plan, but the local council often has to waste time challenging speculative developments. I would like to hear what the Secretary of State has to say about that. Just as importantly, what are his views on modern methods of construction, which have been referred to already, and in particular on the kind of financing available? I understand from the Building Societies Association that there are sometimes difficulties in financing these new, modern, cost-effective and energy-efficient buildings.
I have discussed this previously with my hon. Friend, who rightly takes an interest in the matter. He will know from the housing White Paper that if we are truly to solve our housing problems, we need to be much more serious about innovative methods of construction—more modular and factory-build content, for example. Many developers are taking that more seriously, but we are setting out ways of making it more pervasive throughout the country.

Commons ChamberAs announced by my right hon. Friend the Chancellor at the autumn statement, we will shortly publish a midlands engine strategy. This will include £392 million for our local growth fund for the midlands engine local enterprise partnerships.
I thank my right hon. Friend, and I was delighted to see that he led the first ever midlands engine trade mission last year. Will he update the House on progress on that?
My hon. Friend has also done a lot to champion business and economic growth in the midlands. That first mission—the trade mission to north America—went well. It went so well that we went ahead with a second mission—to China—for the midlands region. My hon. Friend will be pleased to know that we are working with the Department for International Trade and other Departments across Government, and we will shortly publish a midlands engine strategy, reaffirming our commitment to the area.

Commons ChamberI am comparing Bromsgrove with Birmingham and it gets on average a lot less per head than Birmingham. I assure the hon. Lady that that is noticed locally. I guess her wider point was about fairness in the allocation of funding. She knows that some areas have less power to raise money locally through the precept because of the size of their council tax base, and that is precisely why we have introduced the better care fund. Today’s announcement will help Birmingham significantly through the precept, but Birmingham will also benefit from the additional £240 million, which is allocated on need.
I welcome the announcement of the fair funding review, for which my hon. Friend the Member for Beverley and Holderness (Graham Stuart) has been pushing for a long time. I also welcome the additional funding that has been announced today, but I add my voice to those who call for a proper, cross-party solution to this extremely important issue.
Has my right hon. Friend managed to discuss with the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Nuneaton (Mr Jones), the issue in Staffordshire, where problems with the better care fund are leading to substantial reductions in, for example, drug and alcohol services, which will inevitably place greater burdens on adult social care and the NHS?
First, my hon. Friend highlights the importance of the fair funding review being thorough and looking at all the issues carefully, and I wholeheartedly agree. He also echoed the Chamber’s desire, which I welcome, for all parties to work together on adult social care, given its importance to all our constituents. He asked me particularly about the problem in Staffordshire. The Under-Secretary of State, my hon. Friend the Member for Nuneaton, is looking at the matter, and I am discussing it with him.
Unfortunately I missed that exhibition because I was not here, but my right hon. Friend the small business Minister attended it and I agree with the hon. Lady about the Zodiac line’s importance to our excellent automotive industry. We have been in touch with Nissan and, indeed, all our other major auto producers, as well as many other companies that rely on British steel, particularly from Tata’s operations. We have been making sure that they have confidence in the sales process so that they can be secure that the supply will be there for the long term.
I thank the Secretary of State and the small business Minister for all the work they continue to do on this matter. I want to raise the question I raised last year about problems with the quality of imported steel, particularly in the construction industry. What work is the Department continuing to do on that?
My hon. Friend is right to raise that issue. British steel is known for its quality worldwide, not just at home. There have been cases where companies have come to regret some of the steel they have imported. It is important that the Government continue to play a role, alongside the industry, to highlight that.

I hope that the hon. Gentleman has welcomed the written ministerial statement that we issued today. Coming to the House to respond to this urgent question gives us a further opportunity to debate the matter, as we have done here before. What matters most, however, is action, as he suggests. [Interruption.] When it comes to action, he will know that for the first time ever, a British Government have taken action in terms of supporting duties by the EU. As I have said, we will take further action, and we will not hesitate to do so once the evidence is there.
The steel industry is a vital national interest. It is also vital for many of our communities around the country, and I encourage the Secretary of State to maintain a laser-like focus on it throughout the coming years. Will he also look at another issue that the steel industry has raised—namely, the quality of the steel, particularly structural steel? There is no point in buying cheap steel and putting it into buildings, only for them to develop problems in 20 years’ time. Let us buy British steel of the right quality.
My hon. Friend is absolutely right to raise that point. I agree with him wholeheartedly about the importance of the steel industry to the economy as a whole and to our manufacturing base. It is without question a vital national asset, as he says. The important issue of quality must be considered alongside the question of markings and of ensuring that the quality is properly tested. Those issues came up in the taskforce, and we will be looking at them very closely.

Commons Chamber12. What recent steps he has taken to regulate financial services.
Following the failure of the previous Government’s tripartite system, this Government have created a new architecture for financial regulation. The Bank of England has responsibility for financial stability, and two new regulators—the Prudential Regulation Authority and the Financial Conduct Authority—have been set up with clear responsibilities for prudential and conduct regulation.
Good regulation can only enhance the vital contribution that financial services make to the employment, tax revenues and balance of payments of our country, but constituents of mine find that there is still insufficient protection for so-called non-sophisticated investors when they are sold products without sufficient explanation. What is the Financial Secretary doing to improve protection for customers and to ensure that the Financial Ombudsman Service is their champion?
My hon. Friend is right to highlight the contribution of the financial sector. Last year it paid over £60 billion in taxes and employs over 1 million people throughout the country. Where consumer detriment occurs, the Financial Ombudsman Service provides a valuable service, providing swift resolution to complaints, but of course we must stop consumer resolution occurring in the first place. That is why we have created a new regulator—the FCA, a regulator with real teeth.

Commons ChamberT9. A recent article in MoneyWeek suggested that raising the minimum wage would cut the cost of tax credits and benefits and increase employment. What work has the Treasury done on the interrelationship between the level of the minimum wage, the cost of benefits, tax revenues and employment levels?
It is not clear that tax credits are being used to supplement lower wages, but what I can say is that the Government have taken action to bring unsustainable levels of tax credit spending under control. It has already been reduced in respect of eligibility from nine out of 10 families with children to six out of 10. Our reforms are also making work pay. Universal credit will unify the current complex system of welfare and make sure it always pays for people to go into work. The withdrawal rate will aim to smooth that transition into work.
