My right hon. Friend makes an important point. He is right that many local authorities rightly get frustrated when they take those difficult decisions and then do not see the houses being built. There is a lot in this White Paper to tackle that. I gave one example a moment ago in my speech about compulsory purchase in the most extreme cases, but councils will also have new tools. For example, they will be able to put a time limit in place when they give a planning permission, so that it will expire if the developer does not create the homes in time. Also, completion notices will become much easier to serve, which will allow a local authority, when a developer has stalled, to end the planning permission and try again with someone else.

May I tell the Secretary of State that house prices in my part of the country are far removed from those in London and the south-east, yet many, many people are still unable to buy because of low wages? What they require first and foremost is decent, secure rented accommodation, which will come, in the main, from the public and voluntary sector. May I add that in all the years I have done this job, not one—literally, not one—person has ever asked me to be rehoused in the private sector?

I agree with the hon. Gentleman that we need more decent homes for rent. However, this comes back to the same problem, whether in renting or buying, which is that we need a greater supply of homes, particularly for rent. There is a lot in the White Paper that will encourage what we are calling Build to Rent. When local authorities are plan-making, we want them to think about rented accommodation, but we also want to support the sector that will build homes specifically for rent.

My hon. Friend is right to say that the more we can all co-operate, put aside party politics and deal with this issue for the long term—there are some significant long-term challenges in the sector—the better off we will all be, and our constituents would thank us for doing that.

The most crippling cuts are being planned in Walsall borough, because the allocation from central Government has been nearly halved in the past six years. Does the Secretary of State not understand that I am talking about an area—my area—where there is so much deprivation and poverty? The cuts next year will be even higher than previous ones, so I want to ask: why is there a Tory onslaught on this borough, and when is this war going to end?

The hon. Gentleman will know that all councils across the country, without exception, have been asked to find efficiencies and make savings, and many of them have done so in very innovative and clever ways. For example, sharing services means that some of them have been able to maintain the level of services, but at a lower cost to taxpayers. He mentioned his borough of Walsall; it, like many other areas, needs to do things better and deliver services in a better way where it can, but he will see an increase in core spending power by the end of this Parliament, and the changes to adult social care budgets that we have announced today will also help his borough.

I will give way in a moment. In addition, strikes in certain public services will need the support of 40% of those eligible to vote. In our hypothetical 1,000-strong union, a successful ballot will require at least 500 votes to be cast with at least 400 of those being in favour.

Despite the Secretary of State’s fine words about the trade union movement at the beginning, does he not realise that what he is saying about what this Tory Government are doing is a continuous Tory vendetta against the trade union movement? He should be thoroughly ashamed that he is bringing in this Bill and, just as in 1927, it will be a future Labour Government who will ensure that this rubbish is destroyed and that trade unions are given back their basic freedoms.

There was a time when Labour used to be the party of working people. We have seen evidence already this afternoon that it has given up on ordinary, hard-working people.
