I welcome all that my right hon. Friend is doing to address health inequalities. However, could I ask him to look carefully at public health funding for my borough of Bexley, as we are seriously underfunded compared with similar boroughs in London?

I think we all agree, across the House, about the importance of mental health services, especially for younger people. As for what the Government are doing, before the pandemic there was already a commitment to increase funding for mental health services in the NHS’s long-term plan by an additional £2.3 billion a year. On top of that, there has been the response during the pandemic, with the mental health recovery action plan and the additional £500 million that I referred to a moment ago. When it comes to children’s mental health services, there is £79 million included, which will pay for an extra 22,500 referrals.

2. What steps his Department is taking to increase NHS capacity.

We have worked with the NHS to expand virtual wards and establish a new national discharge taskforce to safely maximise patient discharge and free up beds. We have also announced a delivery plan for tackling the covid-19 backlog of elective care, which sets out our clear vision for how an additional £8 billion will be spent over the next three years to help the NHS to recover and expand elective services.

I thank my right hon. Friend for that information. As we look beyond the pandemic, our priority must be tackling the NHS waiting list. Does my right hon. Friend agree that the record number of doctors and nurses working in our NHS shows that the Government are putting the NHS on the best possible footing to meet the challenges ahead?

Covid-19 Update

This is another very important issue. My hon. Friend is right to highlight the impact of the isolation that is demanded of children—understandably so, but it is having an impact on their education, their mental health and in so many other detrimental ways. That is exactly why I have asked for fresh advice on this. I want to see if there is anything more that we can do—any more flexibilities. I am aware that there is a pilot programme in place at the moment that certain local authorities are using whereby tests can be used in lieu of isolation, but I want to see if we can go further, and I will be happy to discuss that further with my hon. Friend.

I congratulate my right hon. Friend on his appointment as Secretary of State and wish him well.

In Bexley borough we have some of the highest-performing vaccination teams in the country, and we are all grateful to those involved for their tremendous work. However, will my right hon. Friend confirm that the vaccine roll-out remains his top priority, so that my constituents can be confident that we will defeat this pandemic, ease restrictions and see life return to normality after 19 July?

I can certainly confirm that to my right hon. Friend. As he suggests, the vaccine is the best way out of this pandemic. Let me share with him that four fifths of adults have had their first jab and three fifths have had both jabs—that is almost 77 million jabs across the country, with millions more to come. This is going to be our way out of this crisis, I am grateful for the huge amount of work that NHS staff and volunteers are doing in his constituency and throughout the country to achieve that and to get more and more people vaccinated.

Windrush Scheme

First, I welcome the hon. Gentleman’s tone and approach of asking sensible questions, and he deserves answer to them all.

The hon. Gentleman raised the case of Ms Willow Sims, who I heard on the radio this morning. It was the first time I had heard about the case, and I was very concerned. She said she had written to me, which I was interested to hear, and I checked this morning. We received the letter on 28 January, which might help to explain why I have not seen the letter yet. That said, the Department was aware of the case before that, because her Member of Parliament wrote to the Department—in October, I believe—and Ms Sims is now getting the help she deserves. We will look further at why she was turned down for help by the taskforce, because that should not have happened.

The hon. Gentleman then mentioned the compliant environment. I remind him and the House that what he refers to as the compliant environment, which is about taking action against those who are in the UK illegally—in other words, people who have broken the law—began with laws that were passed under a previous Labour Government in 1997, 1999, 2002 and 2008 and which many of his hon. Friends will have supported. If Labour’s policy is now to abolish all those rules, it should be clear about that.

The hon. Gentleman mentioned the compensation scheme, which I have said a bit about already. We are determined to have it in place, and I want it to be as fair and as generous as possible, but, in the meantime, the exceptional payment scheme has begun. I set out exactly how that would work in a policy paper published and made available to the House at the end of last year.

The hon. Gentleman mentioned foreign national offenders. I want to make it very clear that the flight in question, assuming he is talking about the same flight as the right hon. Member for Tottenham, is to Jamaica and that everyone on it who is being deported is a foreign national offender from Jamaica. All of them have been convicted of serious crimes, such as rape, murder, firearms offences and drug trafficking, and we are required by law, quite correctly, to deport anyone with such a serious conviction. This law applies universally to all foreign national offenders.

The hon. Gentleman should know that most liberal democracies around the world have similar laws in place. British offenders in foreign states are often deported back to the UK, including from Jamaica, which has in the past deported British nationals who have committed serious offences back to the UK.

I welcome my right hon. Friend’s comments. It is very important that we clear up these difficult cases. Can he confirm that those applying to settle under the Windrush scheme are receiving support in navigating the immigration system and that his Department continues to take a sympathetic and proactive approach when resolving applications?

I am happy to confirm that to my right hon. Friend, and he is right to raise it. From the moment the taskforce was set up, it was designed to make it as easy and simple as possible for people to use, and, as I said earlier, it has so far correctly documented almost 2,500 people.

Future Immigration

Well, I am. [Interruption.] And so are those on the Labour Front Bench. The hon. Gentleman makes an important point, however, and I hope that as he has the time to look at the White Paper on the new immigration system he will see that it is still a demonstration of how this country is open to talent from across the world but with more control than we have had before, and of how we can do that in a way that brings net migration down to a more sustainable level, which is good for all our communities. It is important to have public confidence in the level of immigration. The hon. Gentleman also asked about tier 1 visas. They are still available as we speak, but we have set out a number of reforms that we need to put in place to make them more effective.

I welcome my right hon. Friend’s statement today as a sensible approach with a single system based on people’s skills. However, does he agree that post-Brexit we will need to attract the brightest and best from across the world to help meet the needs of our country and economy while also always being mindful of the pressures on our public services caused by population numbers?

The hon. Gentleman is absolutely right to raise this. He will know that the Government have a cross-government serious violence strategy, but we do need to do more. That was why I recently announced these further steps, especially the new £200 million fund, which will help prevent violence.

Does my right hon. Friend agree that we need to remain committed to steering young and often vulnerable people away from crime? What is the Department doing to strike a balance between prevention and robust law enforcement?

My right hon. Friend is right to raise this. We have this new £200 million fund announced earlier this month, and we also have an early intervention youth fund of £22 million.

Amesbury Incident

I thank the hon. Gentleman for his response. Again, he has made a number of important points. I join him in commending the work of the emergency services; their response has been absolutely exceptional both back in March and, from what we have seen, in the past few days. He is also right to emphasise the distinction between the Russian people and the Russian state. Our quarrel is with the Russian state, not with the Russian people. In the World cup so far, the Russian people’s response and welcome to British fans and to the British team has been very nice to see, which emphasises the point that he has made.

The hon. Gentleman asked two questions: one about the nerve agent and the second about Russian action. On the nerve agent, scientists from Porton Down are absolutely clear that this is the exact same type of nerve agent from the Novichok family of nerve agents that was used in the March attack, so we are very clear on that. He asked specifically about the batch. We cannot attribute this to the same batch at this point, but scientists will be looking into that. I have been told that that may not even be possible because of a number of factors, but we cannot rule out, of course, that it was from the same batch. Although we are comfortable that it is the exact same nerve agent, we cannot at this point say that it is from the exact same batch.

The hon. Gentleman also asked about any further action against Russia. I think that I said in the statement that, as we continue with the investigation and as evidence emerges, we will respond accordingly.

I strongly support my right hon. Friend’s statement today and the information that he has given us. Obviously, local people will need maximum reassurance. Will he reaffirm that the risk to the general public is very low and that the Government’s top priority is the safety and wellbeing of local residents?

I am horrified at the continued violence of the Syrian regime against its own people. We will use all diplomatic and economic means to bring an end to the violence. Those responsible for the shelling of homes, the execution of detainees, the killing of political opponents and the torture and rape of women and children must be held to account in the future.
