I thank the hon. Lady for her very far-sighted question. That is exactly what we should be doing. We are moving to much more energy resilience and self-reliance. It was a shame that Labour cancelled so much of our nuclear power while it was in government—or failed to develop it. The agenda that she is setting is absolutely right, including on hydrogen.

Q9.   Last September, my constituent Dylan Rich, who was a talented 17-year-old footballer, tragically collapsed and died during a youth FA cup game. His family and his club, the West Bridgford Colts, raised money in his honour to buy more defibrillators to put on-site, but were faced with a VAT bill of hundreds of pounds on each life-saving device. Will my right hon. Friend commit to reviewing the VAT on commercial defibrillators to bring them in line with the zero rate applied to other medical instruments, and will he meet me, Dylan’s family and his club to discuss this much-needed change?

I think the whole House will want to echo my condolences to Dylan’s friends and family. My hon. Friend raises a very important and emotive issue. At the moment, defibrillators are bought through voluntary contributions and donated to charities that may be eligible for VAT relief, but I am very happy to meet her to discuss the matter further.

I am very grateful to the hon. Lady’s constituent for his point of view and I understand where he is coming from, but if you look at the evidence, the UK population have been amazing in the way we have followed the guidance and followed the rules, and the results are there to be seen in what I have been able to announce today.

I warmly welcome the lifting of restrictions and congratulate everyone involved in the booster vaccine roll-out. Mental health services in Rushcliffe have seen a huge spike in demand following the pandemic. Can my right hon. Friend reassure me that mental health services will have their share of the billions of pounds of catch-up funding that this Conservative Government have awarded to the NHS and that the party opposite voted against?

My hon. Friend is totally right. I believe the No. 1 priority for the British people is not just to keep our economy moving forward, as we are, but to make sure we clear those covid backlogs. We cannot do that without the steps the Government have taken. I thought it was amazing that the party opposite voted against them.

Unlike the Opposition, I welcome the record investment in the NHS announced in the Budget. Will my right hon. Friend support my campaign for a new health centre in the village of East Leake in my constituency, where the current building is no longer big enough to serve the population? It will soon need to accommodate 3,000 new patients from new building.

I am sure that my right hon. Friend the Health Secretary will do his utmost, in the course of the coming decisions, to oblige my hon. Friend the Member for Rushcliffe (Ruth Edwards) in her justified campaign for Rushcliffe and its hospital. How incredible that Labour Members continue to catcall and attack the Government when they voted against the tax rising measures that are necessary to fund our NHS! They are completely inconsistent. They have absolutely no plans and no idea.

I can tell the hon. Lady that the President-designate of COP, my right hon. Friend the Member for Reading West (Alok Sharma), was in Beijing recently and had very productive conversations with his Chinese counterparts. We are hopeful that China will be able to go even further than its current commitment to get to net zero by 2060. We are hoping that we will see a very productive commitment from China.

I welcome the news of this partnership. Will the Prime Minister look at using it to drive forward closer working with our allies towards a more secure and resilient supply chain for digital technology so that we can be less reliant on countries such as China, which the Government have quite rightly identified as a competitor in this space?

Yes, and the opportunities are boundless. We are building on firm foundations. It is 50 years since the five power defence arrangements, the oldest defence agreement in the Pacific, which colleagues will know involves Malaysia, Singapore, Australia, New Zealand and the UK. There are already structures in that region. AUKUS adds a new structure and a deeply intensified level of co-operation, on a scale that has not been seen before.

May I welcome the Taskforce on Innovation, Growth and Regulatory Reform report, published today by my right hon. Friends the Members for Chingford and Woodford Green (Sir Iain Duncan Smith) and for Chipping Barnet (Theresa Villiers) and my hon. Friend the Member for Mid Norfolk (George Freeman)? The report makes recommendations about how to seize new opportunities from Brexit and back start-ups and new tech. Will my right hon. Friend the Prime Minister look closely at that report so that we can make the most of the great benefits of Brexit and lead the world in the development of new technologies?

I thank the right hon. Gentleman, and I can tell him that, at the moment, goods are flowing effectively and in normal volumes between Great Britain and Northern Ireland. So far, no lorries have been turned back. Yes, of course there are teething problems, but I can confirm that if there are problems that we believe are disproportionate, we will have no hesitation in invoking article 16.

I congratulate my right hon. Friend on his trade deal with the EU and welcome the prospect of a more global approach to our trading policy. Would he agree that a free port based at East Midlands airport, connected to the world by trains, planes and automobiles and focused on generating green growth, is key to the success of global Britain?

It is certainly the case that there is a wide measure of co-operation across all the devolved Administrations with the Government, and it is also the case that, to the best of my knowledge, the Leader of the Opposition has at least sometimes backed the restrictions. I hope very much that we will continue to work in that collaborative way.

The measures that my right hon. Friend has announced today are sadly necessary, given the sharp rise in cases, but hospitality businesses in Rushcliffe, such as the fantastic community-owned Air Hostess pub in Tollerton, which I visited last week, are understandably worried about the impact that stopping households mixing will have on their business just as they have got back on their feet. Can my right hon. Friend confirm how often the tier 2 measures will be reviewed, and can he assure me that they will be kept in place in Rushcliffe only until infection levels have decreased in the borough?

The right hon. Gentleman raises an incredibly important point. Any MP will have had very hard cases caused by the DBS system. It is important for the protection of children and young people, but we are considering the Supreme Court’s judgment and will set out our opinion in due course.

May I welcome my right hon. Friend’s announcement yesterday that we can start to reopen our economy? Will he join me in praising the fantastic charities and volunteers across Rushcliffe, including the West Bridgford Community Helpers, Cotgrave Super Kitchen and the Friary, who have worked so hard to support vulnerable people throughout the lockdown?

Yesterday was International Nurses’ Day and I know that the whole House would want to thank the nurses, and also the care staff and key workers, for their tireless work in responding to the covid-19 pandemic. Sadly, 144 NHS workers’ and 131 social care workers’ deaths have been reported as involving covid-19. Our thoughts are with their families and friends. Yesterday, this House learnt of the tragic death of Belly Mujinga—the fact that she was abused for doing her job is utterly appalling. My thoughts, and I am sure the thoughts of the whole House, are with her family.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

Green investments generated the highest returns in the recovery from the 2008 financial crisis. As we restart our economy, will my right hon. Friend commit to prioritising investment in low-carbon infrastructure, such as the electric vehicle charge point network and renewable energy production, which will also help the UK to meet its net zero target by 2050?

Yes, and to encourage the take-up of electric vehicles, we are putting a further £1 billion into EV infrastructure across the country to prevent range anxiety for those who use EVs.
