I do not wish to correct the hon. Gentleman unnecessarily, but the recommendations of the Hart inquiry came two years ago, just after the Executive collapsed. Since that time, the head of the Northern Ireland civil service, David Sterling, has completed a consultation, and we await its results; that would need to be done in any event. I stand ready to look at the appropriate action that needs to be taken when the consultation recommendations are brought forward and I hear from David Sterling.

As I set out previously, the statutory instrument that I laid before Parliament on 26 March extends the period for Executive formation until 25 August. I have proposed a short, focused set of five-party talks aimed at restoring devolution at the earliest opportunity.

Given that the Secretary of State has previously stated that she wishes to ensure the best chance of restoring devolution, is she concerned that no opportunity to successfully bring the parties together has yet presented itself?

We have tried on a number of occasions to bring the parties together. My hon. Friend will know that we had an intensive period of talks last year that were very close to a successful outcome, but it has just not been possible to do that. I would not wish to say to the people of Northern Ireland that we were able to do something if I did not genuinely believe that we could. I therefore need to ensure that the conditions are right to have the best chance of success, because that is what the people of Northern Ireland deserve.

On the first day of Lent, we continue our feast of Northern Ireland business.

I am working closely with the main Northern Ireland parties to restore devolved government.  I met the five main political parties on 15 February, and again—with the exception of one party—on 1 March. Northern Ireland needs a functioning Executive and Assembly, and that is what the Government are determined to achieve.

My hon. Friend has made the important point that in the absence of Ministers at Stormont, it is incumbent on the Government to ensure that, when necessary, steps are taken to ensure that there is good governance. Yesterday we legislated to put the 2018-19 budget on a statutory footing, and today we will legislate to set the regional rates and cost-cap the renewable heat incentive scheme.

Does my right hon. Friend agree that, as in Scotland, it is vital for us to respect the need for devolution in Northern Ireland? Does she share my concern about the fact that four of the five parties in Northern Ireland want devolution to work, and only one party is holding up the process?

I think that all parties and all politicians in Northern Ireland want devolution to work. We want to find a way through this. My hon. Friend is absolutely right: there is no alternative to power-sharing devolution that is good and sustainable in the long term for the people of Northern Ireland.

Obviously, the hon. Lady raises what sounds like a very distressing individual case. I will ensure that the appropriate Minister writes to her.

Last week, MPs heard harrowing testimony from family members of a man who tragically committed suicide because he faced the loan charge, a 20-year retrospective tax facing thousands of families in my constituency and across the UK. On 9 January the Prime Minister said that the Government accepted the review into the loan charge, yet the all-party group on the loan charge was only advised this week by the Treasury that there is no such review. The Treasury has acted in bad faith, so will my right hon. Friend now personally intervene to ensure a genuine review and an urgent delay of the loan charge, so that the review, as promised, can be carried out?

My hon. Friend raises an issue which is of concern not only to his constituents but others’ across the House. I will ensure that he receives a response from the Treasury that sets out exactly what is being done in the review that is taking place.

The hon. Lady raises an important issue. I am not aware of her letter, so I will of course look today to see why she has not received a response. I can only apologise to her for the fact that she has not yet received a response.

I acknowledged at the time, and I continue to acknowledge, that the attack in Manchester damaged lives in many ways. There are those who were injured and are living with the consequences of their injuries, those who lost loved ones—relatives or friends—and are affected by that, and those whose lives were sadly cut short at all too young an age. We must all ensure that we are providing support for the victims and that our authorities—police authorities and agencies—have the power to prevent attacks in the future. I will look into the issue of the letter because, as I said, the hon. Lady should have had a response already. I am sorry that seven weeks have gone by without her receiving one.

Following our successful Offshore Europe exhibition last week in Aberdeen, can the Prime Minister assure me and my constituents that support for the oil and gas industry will be at the heart of the industrial strategy so that we can maximise economic recovery in the North sea? Does she agree that the biggest threat to the industry would be the instability of a second, divisive independence referendum?

My hon. Friend is absolutely right. We have already given significant support to the oil and gas industry. I was pleased, some months ago, to visit Aberdeen and to visit the technology centre for the oil and gas industry. It is doing really interesting work looking not just at existing fields but at decommissioning work and how it can export its knowledge and expertise across the world. He is absolutely right that what people and businesses want is the certainty of knowing that Scotland will remain in the United Kingdom and that there will not be a second independence referendum.
