On a point of order, Madam Deputy Speaker. I have been in this House longer than most people, and it is a courtesy to the House in a winding-up speech to give way in an even-handed way. This Minister has given way to a Conservative Member, but he refuses to take any interventions from the Opposition.

I thank the hon. Gentleman for that point of order. It is up to the Minister to decide to whom he gives way. It would be slightly more usual for him to give way to Members who had been in the Chamber throughout the debate. However, it is up to him to decide. And I really do not like points of order in the middle of winding-up speeches.

Well, that was lively. [Laughter.] Now that I have Members’ attention, I want to emphasise how important it is for those who have participated in debates to get back in good time for the winding-ups speeches. When the wind-ups come up early, please just keep an eye out for them and make sure to come back, because people who have participated will be mentioned in the wind-ups and it is courteous to be here to hear them.

On a point of order, Madam Deputy Speaker. Could I just make it clear to the House that I was not here for the main debate, but came in for the wind-ups, because I was chairing a committee looking at the future of hydrogen? I apologise to the House that I was delayed. Thank you.

As the longest serving Member on the Labour Benches, I have seen some real changes in my 44 years here. One thing that is disturbing me at the moment is the Government’s propensity to put quite junior Ministers forward to answer very important questions. I do not know whether members of the Cabinet are on holiday, but could we see more of them?

This year marks the 75th anniversary not just of the NHS but of the World Health Organisation. Many of the challenges we face in health will be worldwide pandemics. Can we have a debate to consider intently how we can improve the performance of the WHO? Perhaps it needs more resources, but let us not take it for granted.

The Minister is making some very good points, with only one exception: I think that the Mayor of London, Sadiq Khan, has had a good record in this general area. When it comes to the prison population, however, is it not about time that we did something about the 1,000 young people who are convicted under joint enterprise? That could open up so much capacity in our prisons.

Madam Deputy Speaker, I know that you and the Leader of the House are passionate about women’s rights, particularly women’s rights at work. I wonder whether the Leader of the House can give me some advice on this—genuine advice. I have always been a great supporter of public service broadcasting. A man was convicted and imprisoned last week for trolling BBC staff for years. One of them was Liz Green, a constituent of mine in Huddersfield, who is so popular and dear to our hearts and is known by everyone. She and other women were trolled unmercifully. Their lives were ruined and disrupted, and the BBC gave them no support—no help at all. Is it not time to bring the Secretary of State for Digital, Culture, Media and Sport to this Chamber to discuss the matter? I am a passionate supporter of public broadcasting and what these women have suffered from the BBC is unacceptable.

May I also congratulate you, Madam Deputy Speaker, on Doncaster becoming a city? I hope that comes with a lot of investment and innovation, if we really believe in levelling up. I support, too, Bradford’s city of culture bid. We will not mention Huddersfield’s wonderful weekend: we can see Huddersfield twice in brilliant football and rugby league matches.

It is now clear that the Government want to privatise the BBC; it is not just Channel 4. It is very clear from the statement by the Secretary of State for Digital, Culture, Media and Sport that it is the ambition of this Government to abolish the BBC. In the year we are celebrating the Queen’s platinum jubilee, here is the thanks we give her subjects, who value the BBC as one of the other great institutions of our country. Can we have an early debate on that?

I seem inadvertently to have started a Doncaster celebration. I wish the Huddersfield Giants well in the rugby league final. We will park that one there.

Perhaps I can reassure the hon. Gentleman that there is no agenda to privatise the BBC or to abolish the BBC, as he suggested. The BBC is a great institution, but we need to recognise that TV and media viewing is changing. The modern world is different from the 1950s, when the BBC was created. A modern BBC needs to compete in the modern world, and the Government will assist it in doing so.

Order. I just need to reiterate that we need one question each, so that the Secretary of State does not have to answer a number of questions, and the questions need to be brief, not with long statements beforehand. Barry Sheerman will lead the way in how to do that.

Thank you for those kind words, Madam Deputy Speaker. The Secretary of State knows I have admired him in the past as a manager and a man with passion, but this is not much of a plan. Any plan needs people to lead and deliver it, but we now have weak local authorities, a weak central Government Department for Education and a weak Ofsted. If he really believes the leadership will come just from academy trusts, I do not think we will achieve very much.

I welcome the new Leader of the House. Those of us who are regulars on a Thursday would prefer stimulation rather than soothing, and especially the stimulation of a Leader of the House who believes not in a presidential system run from No. 10 but a parliamentary democracy run here in this place.

On a lighter note, I am wearing my Valentine’s tie with hearts on it because it is Valentine’s day on Monday and we encourage everyone, in this House and outside, to send flowers to Nazanin on Monday. We cannot send them to her directly but they should be sent to the Iranian embassy. Let us build an enormous show of love for Nazanin and sympathy for her predicament on Monday. I hope that the new Leader of the House will join me in that.

May I bring a bit of peace to the Chamber by suggesting that what we all need is some stability in the Ministry of Defence? I think this is the sixth Secretary of State since 2010. I come from an Army background—my father and two brothers served in the British Army—and I represent Huddersfield, where David Brown and other major defence manufacturers are located, but it seems we want it all. We want the modern technology—I have always believed that we need an independent nuclear force —but, as I have consistently said to the Secretary of State’s predecessors since 2010, despite all the other things we want, at the end of the day, the Russians and the Chinese will look at us going down to 72,000 men and women in our armed services and think we have run up the white flag. What does he have to say about that?

First of all, the Russians will look at the fact that we have learned the lessons of Crimea and elsewhere and will be investing in deep fires, which were a place where we were deeply vulnerable. They have not been upgraded, which has allowed the Russians a strategic edge. They will look at the fact that we are starting to invest in ballistic missile defence capabilities and anti-missile capabilities, which we have been missing for many, many years, which is why our adversaries went there. They will look at the fact that we will invest in a multi-role surveillance vessel to protect our critical infrastructure, because the Russians worked out that we had not invested in that protection. They will see that we have seen what they are up to and we are going to do something about it. They will also see that the area where they seem to have got away with the most—the sub-threshold or grey zone, where they have inflicted cyber operations, corruption and all sorts of espionage on this country and her allies, and our citizens—is where we, too, are going to be, to compete back against them.

May I apologise to the Minister? A very good friend and colleague, my hon. Friend the Member for Cardiff West (Kevin Brennan), was just passing and said, “You’re the first man to wear a roll-neck sweater in the Chamber.” It was a terrible diversion from the Minister’s good speech.
