We certainly abide by our international obligations under the refugee convention, which means that we could not return any individual to a country where they might be in danger of persecution or inhuman treatment. That is why, as I said, those picked up in international waters or in Greek waters will not be returned to Turkey in the first instance. There are discussions going on with the Turkish Government to be sure that anyone who is returned to Turkey from outside Turkish waters can be dealt with safely.

In associating myself with the tributes paid to the Royal Navy, the Royal Marines and Border Force personnel, does the Secretary of State agree that it is not just they who we should thank, but their loved ones and families whom they leave at home and who want the separation to be as short as possible? What further support can we provide on the intelligence and policing front to go after the linchpins of these criminal gangs that prey on human weakness and people’s desperation?

My hon. Friend is right to draw the House’s attention to the hidden heroes—the families who stand behind our servicemen and women and who cannot know, of course, because it is the nature of service life, when unexpected deployments are likely to arise. Quite often, they will not know just how long they are expected to last. On my hon. Friend’s point about intelligence, there is increasing co-operation on counter-terrorism and intelligence-sharing with the authorities in Turkey. Turkey itself has been subject to terrorist attacks from Daesh, and has every interest in co-operating with us.

8. What steps he is taking to promote trade opportunities for UK business in high-growth markets.

UK Trade & Investment’s strategy confirms its continued focus on China, India and other high-growth markets, including some in Africa and central America. UKTI has identified more than 60 high-value opportunities in those markets, and with the help of our trade envoys, it promotes those opportunities to business. The £4 million announced by the Chancellor to support mid-sized businesses will enable UKTI to introduce such companies to those opportunities in high-growth markets.

In export week, will the Minister congratulate Worcester firm Waste Spectrum, which is exactly one of those mid-sized companies that has recently achieved its first sale to China and will be dispatching one of its specially designed incinerators, built in Worcester, to that high-growth market at the end of this month?

I congratulate Waste Spectrum and the Worcester ambassadors, and I thank my hon. Friend for his work to promote trade with China. I know he visited China with the trade mission and was involved with an inward delegation from China, and understand that he is planning to visit China again. We need to thank him for his work in promoting links with that particular country.

I am very pleased with the Government’s rapid response in providing support for businesses that were directly affected by the floods, but evidence is emerging in Worcester of substantial indirect effects from transport disruptions, particularly to small businesses. I understand that Worcester received around £57,000 of funding in the first tranche of the floods fund. Can the Minister confirm that as more evidence emerges, there may be more money to support local SMEs?

I can confirm that a second tranche of funding will be made available under the business support scheme, and my Department is talking to all local authorities where businesses have been affected. Where they have been significantly affected, of course we want to help.

It would be very odd to deny Royal Mail—a business with a turnover approaching £9 billion—access to the capital markets that other large, successful companies enjoy, and which it will need in order to innovate and invest for the future. It would also be wrong to withhold from its 130,000 staff the chance that Parliament has given them to own shares in the company.

Having served on the Committee that considered the Postal Services Bill, I welcome my right hon. Friend’s determination to implement the will of this House and to succeed where the previous Labour Government tried and failed. Is it not clear that for Royal Mail to benefit from the enormous growth in online retail, and consequently in its parcels business, it needs to be free to invest without competing for scarce public money?

My hon. Friend puts it very well. Royal Mail, like any business, needs capital to be sustainable over the long term in order to continue to improve its efficiency, to invest, to innovate, and to seize the opportunities presented by new markets, not least those arising from online retailing. It should not have to compete for scarce public capital against other services such as schools and hospitals.

T3. Having recently taken a trade delegation of Worcestershire businesses to China, as per my entry in the register, I was impressed by the support from UK Trade & Investment that was available to small and medium-sized enterprises, many of which received sponsorship towards the cost of the trip. What is the Minister doing to ensure that the message gets out about the help that the Government are providing to smaller companies to export to the world’s fastest growing markets?

I congratulate my hon. Friend, who I think took part himself in a trade mission to China last month. I encourage other hon. Members to follow in his footsteps.

UK Trade & Investment is building relationships with its private sector partners to increase awareness of its services for exporters throughout the networks. UKTI will host export week from 12 to 16 November, when there will be more than 100 events around the UK designed to reach out to small and medium-sized enterprises, including events being organised in the west midlands to promote forthcoming market visits to Austria and Romania.
