Commons ChamberMy hon. Friend makes his point powerfully, but we need to ensure that we allow ourselves to take the right approach and the constructive approach to the negotiations. Many Members on both sides of the House have identified the damage that would be done to the negotiating process by signalling to the European Union that, if it were to take a tough stance and allow the talks to break down, the British people would simply decide to pay in and still send vast sums of money. The right hon. Member for Kingston and Surbiton (Sir Edward Davey) confirmed that it was the position of the Liberal Democrats to ask the question at the end of the process: “Do you like the deal that is on offer, or do you simply want to stay in the European Union?” If we set out that question right now to ask at the end of the process, there would be no incentive for the European Union to engage constructively with the negotiations over the coming months. It is naive in the extreme to think that the EU would continue to negotiate in good faith on that basis.
Will the Minister answer a question that the Parliamentary Secretary, Cabinet Office, the hon. Member for Norwich North (Chloe Smith), failed to answer? In the Chequers statement, the Prime Minister stated that a new rule for the EU rulebook would be considered by this House and that we would have a chance to vote on it. Will he explain what would happen if the House were to reject a proposed new rule to add to the EU rulebook?
I say to the right hon. Gentleman, and to the hon. Member for Oxford West and Abingdon (Layla Moran), who spoke about the results of the 2017 election in her own constituency, that they should pay attention to the fact that more than 80% of the people who voted in that general election voted for parties that had made it clear that they would respect the result of the referendum. The 8% who voted for the Liberal Democrat party do not represent a majority in the country or a significant shift of opinion on this issue. We are at a critical point in our negotiations, and we simply could not afford the distraction of this debate about a second referendum. What we need to do now is to progress our negotiations with the European Union in order to achieve the right outcome. The approach agreed by the Cabinet at Chequers is a constructive way forward. We are seeking to get the best deal for the UK as a whole, and we intend to negotiate under the best possible conditions. To do otherwise would be irresponsible in the extreme.

Commons ChamberI reassure the hon. Lady that I have made it clear that the review of green levies does not cover renewables obligation certificates, feed-in tariffs or contracts for difference. That should be a great reassurance to Siemens. I hope that she will take that message back to her constituency. I look forward to meeting her and her colleagues shortly to discuss the important investment in Hull by Siemens.
T4. A great deal of information is available to help our constituents save money on their energy bills by switching, fixing or insulating their homes, but it can be a challenge to ensure that the right information reaches those who need it most. Will the Minister commend local business Worcester Bosch for sponsoring a free information pack for my constituents in Worcester?
I think the hon. Gentleman is talking about the fact that a lot of the products we import come from countries with high carbon intensity production processes. It might be a little harsh to describe this as a failure of my policy, but I know that the Select Committee and the Committee on Climate Change are interested in looking at that issue, and they should do so. In fact, this simply shows that we need a global treaty on climate change. One country cannot tackle it alone. We live in an interdependent world that has an interdependent economy and an interdependent climate. That is the answer for the hon. Gentleman: he needs to get behind the push for a global treaty on climate change.
It is a matter of regret that this announcement has come as late as this. The decades of missed investment in nuclear mean that we do not have a UK generator that is capable of delivering a project of this scale. The Secretary of State has mentioned his industrial strategy for nuclear, and what it can do for the supply chain. Can he assure me that, in 10 years’ time when another Secretary of State might be announcing further nuclear investment opportunities, there will be UK companies that are able to compete for them?
I very much share that vision. It was certainly the vision that the Secretary of State for Business, Innovation and Skills and I published in our industrial strategy. We want to ensure that British companies and British people get the benefit as we move towards more low-carbon technologies. That is why we have also published an industrial strategy for offshore wind.
The hon. Gentleman is right to mention the impact of the refining industry on the wider market. My Department is working with the refining industry and various operators in the sector to ensure we have a healthy refining industry in this country. The margins for refineries have been seriously squeezed in recent times. It is critical that we ensure fuel security, which means we need a healthy refining industry.
In supporting the comments of my hon. Friend the Member for Harlow (Robert Halfon), I commend the Secretary of State for making changes to the legislation he inherited from the Leader of the Opposition to ensure that fines levied in the UK are returned to consumers rather than to companies. However, I urge him to make urgent representations to the European Commission to ensure that, if the investigation leads to fines, the detriment to UK consumers, taxpayers and motorists is returned to those UK consumers, taxpayers and motorists.
My hon. Friend makes an interesting point. He is right that the Government are legislating to ensure that, when Ofgem finds misdemeanours by companies, fines go to the consumer and not to the Consolidated Fund. That is an extra tooth for the independent regulator, and puts consumers’ rights ahead, where they should be. He asks me to make representations to the European Commission to see whether European law can be amended to mirror the change we have just made. Clearly, there is a case for that, but I may need to speak to my colleagues in the Department for Business, Innovation and Skills before I make unilateral representations.
I refer the hon. Lady to Ofgem’s “Retail Market Review”, which was published recently after a great deal of study. It contains a set of proposals for how we might reform tariffs. I commend the review to all right hon. and hon. Members. We are reading it in detail before we come forward with our own proposals to help customers around the country with their tariffs.
I accept that it is too early to speculate on the outcome of the investigations, but if the allegations are proven to be true, my constituents who struggle to pay their heating bills will be appalled and will expect to see large fines imposed. Will the Secretary of State clarify whether, in the case of each of the regulators involved, the fines would be returned to consumers or kept within the industry?
My hon. Friend makes a good point. At the moment, certainly so far as Ofgem is concerned, the fines do not go to the consumer. This Government have consulted on changing that, however, and we are making provisions in the forthcoming energy Bill to ensure that any fines would go to consumers if malpractice had been proven. That might not apply to whatever offence is found as a result of these investigations, but we are changing the law so that when an energy company does not play fair by a customer, the customer will benefit from the fines imposed.

Commons ChamberWe had this debate yesterday and I answered that very question. I made it clear, as did Ministers in the previous Government, that it is impossible for a Minister to say that no post office anywhere in the country will close, because 97% of them are run by private individuals, who may decide to sell up or retire. That cannot therefore be required. However, we will not repeat the major closure programmes of the previous Government.
I recently met the management of the Black Pear credit union in Worcestershire, who warmly welcomed positive noises from the Government about the idea of credit unions working with post offices. Will the Minister update us on the progress that the Government are making with that idea and on the other opportunities he sees for post offices to expand their business in future?
We are certainly doing that, as we set out in our post office policy document last year. There is a pilot in Glasgow and south Lanarkshire in which pay-out technology is being used in co-ordination with credit unions, and guidance has been given to sub-postmasters about how they can work with their local credit unions.
