Commons ChamberOf course, my thoughts go out to all those north of the border in Scotland who were impacted by the severe weather events over the Christmas period. Indeed, I was up in Angus and Fife over Christmas, and I saw for myself the challenge of getting back down on flooded roads.
The Government continue to work with devolved Administrations to ensure that a level of interaction and communication is happening. I only wish that the Scottish Government would be as proactive as we have been in getting the levels of financial support to the families, households, businesses and farmers impacted by the flooding events we have experienced south of the border.
I congratulate my hon. Friend on his statement. I apologise for bombarding not him but his predecessor with text messages over the weekend about the importance of getting support to businesses in Worcester.
I am very pleased to hear what my hon. Friend said about the flooding framework. May I commend to him the work being done for frequently flooded communities in particular? Just before Christmas, I was able to wield a spade and get work under way on flood defences for Toronto Close. My constituents in Diglis Avenue, who have been flooded yet again for the fourth time in about six years, will be very keen to see some funding from that pot. I urge my hon. Friend to work with the Environment Agency on any solutions that could be provided to that particular frequently flooded community.
There is nothing more harrowing for people than their property being repeatedly flooded. That is why I, working with colleagues in the Environment Agency, am keen to ensure that frequent-flooding funding best helps households that have been impacted. I am more than happy to continue the conversations that I have been having with my hon. Friend and neighbouring colleagues, because I know how important this matter is.

I congratulate my hon. Friend the Member for St Ives (Derek Thomas) on securing this debate. Like him, I have been urged by constituents to show my support for this declaration. Like him, I welcome the strong support from church groups.
Just a couple of weeks ago, I was at Worcester cathedral, meeting the cathedral’s eco-group. It was holding a fantastic green fair at which it showcased ideas for sustainable living, green skills and education, and better ways of dealing with food and energy waste. The declaration mentions, as did my hon. Friend, the importance of education and training. During my all too brief period as Schools Minister, I was proud to put the COP26 Education Ministers meeting on the agenda of the international forum for the teaching profession, thereby ensuring our attendance. I was proud to introduce the natural history GCSE, which had cross-party support in this House. I was strongly urged to do so by pupils in Nunnery Wood High School and Stanley Road Primary School in my constituency. I contributed to the Department for Education’s sustainability and climate change strategy, and it was great to stand alongside my right hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi) and Bear Grylls at the Natural History Museum for its launch. I took the opportunity to visit schools that were providing strong environmental education, such as North Worcester Primary Academy in my constituency. It is part of The Rivers CofE Multi Academy Trust, which has rewritten its entire curriculum around the sustainable development goals. That is well worth looking at and learning from.
Today we have had the Prime Minister’s statement on COP27, showing that the UK continues to lead actively in this space. I was pleased to hear him say that there is no solution to climate change without protecting and nurturing nature. That has got to be right, and we understand that in the declaration. It is vital that we protect the natural environment, meaning not only the global natural environment—some of the work that the UK has done to protect our oceans is world-leading—but our domestic natural environment, through campaigning against litter in all our constituencies, campaigning to support biodiversity, and ensuring that the UK reaches the highest environment standards.
I was pleased when the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), announced that the Office for Environmental Protection would be headquartered in my Worcester constituency. In fact, it will be located very close to the Worcester woods, a fantastic area that preserves the natural environment. Although at the time Labour Front Benchers decried the decision to locate this institution in Worcester, I hope that by now they have changed their mind and realise, like Dame Glenys Stacey and me, that Worcester is an excellent location.
We are a city that has its fair share of flood risk, so we are very aware of the impact of climate change on flooding, and of the importance of nature and the natural environment in avoiding flooding. Trees do important work, particularly when planted in the upland areas that affect flooding on the River Severn, as does high-quality soil. On a visit with the Worcestershire Wildlife Trust, I remember discussing the importance of soil porosity, which is supported by healthy, live soil, to avoiding flooding. I urge the Government, as I did at DEFRA questions a couple of weeks ago, to continue to engage with the Wildlife Trusts on the future of environmental land management schemes, and to support biodiversity through a strong British agriculture policy, which should play to some of the unique assets of our country, such as its hedgerows and ancient native woodlands.
I am proud of the work being undertaken in my constituency by the so-called WEG—the Worcester Environmental Group—which works with Worcester City Council and our county to support more biodiverse verges and roundabouts, and to create a fantastic new nature trail, which is linking Worcester’s primary schools with a circuit of green lanes, taking in some of the city’s oases of green space and areas for outdoor activity.
I praise all those in my urban constituency who help to create space for nature and think about how to support biodiversity. I was pleased to hear the Prime Minister talk at today’s PMQs about the opportunities provided by offshore floating wind. Alongside wider investment in renewables, nuclear—which is a low-carbon technology—and hydrogen technology, that can play an important part in our journey to achieve net zero.
I agree with the hon. Member for Wirral West (Margaret Greenwood) that we need to do more on insulation. That was one reason why I supported my right hon. Friend the Member for Richmond (Yorks) (Rishi Sunak) in both of the last two leadership campaigns—because he spoke about the importance of insulation during those debates. I hope that the Government he leads will come forward with more measures on that front.
Finally, as we rightly pursue the green technologies of the future, we need to be careful that we do so in a clear-headed way, which will allow our constituents to afford their energy bills and heat their homes effectively. I am concerned by the Government’s policy to encourage the complete electrification of heating, given that many of our constituents live in homes that are not yet energy efficient enough to be effectively heated by electric heating and heat pumps. I declare a constituency interest in representing one of the largest boiler manufacturers in the country, but I hope that the Government will explore carefully the opportunities for zero-carbon technologies to heat with gas, including the potential use of hydrogen. That could be an important part of the mix if we want both to keep our constituents’ homes warm and to move towards net zero.
Yes, indeed, and a lot of local authorities are doing what they can. The city authority in Glasgow, having hosted COP, is determined to be a leader in reaching net zero and for Glasgow to become a net zero city. Many local authorities and devolved institutions have been way ahead of the Government in recognising and declaring a climate emergency. To date, we have not had a Minister accept at the Dispatch Box that the planet is facing climate emergency, and adopt that language. If the Minister were prepared to do that, that would be a helpful step forward.
A moment ago, the hon. Gentleman asked whether Conservative Members could come up with ways in which the private sector and the market can help, and I think that was a fair challenge. One of the positive legacies from Glasgow, which was mentioned in the Prime Minister’s statement earlier today, was the international climate finance pledges, and private sector organisations have got involved in that. Does he agree that that is a better approach to engendering international progress on this issue and supporting developing countries than the suggestion from the right hon. Member for Doncaster North (Edward Miliband) that we should be paying reparations to countries around the world for climate damage?
I think it is important that we address loss and damage. It is a question of climate justice, and this is a concept that the Scottish Government have embraced for many years. The reality is that those of us in the developed part of the world—western, liberal economies—have benefited from an industrialisation process that has led to the anthropogenic climate change we are experiencing. The effects of that climate change are being felt first and hardest in developing parts of the world that have done the least to cause climate change. Whether people use the language of reparation, loss and damage or mitigation and adaptation, the reality is that it will have to be paid for.
Climate change is a reality that people have to adapt to. As we said in last week’s debate, there are already significant population flows. The population flows that are coming to these islands are as nothing compared to what is happening with internal displacement of people in Africa and Asia. There are small island states that are simply not going to exist any more, but the people who live on them have to go and live somewhere, and that has to be paid for.
It is not necessarily helpful to get tied up in the language around how the finance is leveraged. There is absolutely a role for the private sector and private funding. I was very interested to attend, at last year’s COP, events organised by the Global Ethical Finance Initiative, which spoke about how the private sector can ethically, effectively and sustainably leverage funding that helps businesses grow and develop but that also tackles precisely these challenges.

Commons ChamberI agree with the hon. Lady that we need to remain in a reformed EU, but I do not agree that the UK has played a negative role. My hon. Friend the Under-Secretary has recently led on the international wildlife trade, getting agreement across the EU to help to combat terrible trade in those endangered species. The former Environment Minister, my hon. Friend the Member for Newbury (Richard Benyon), showed leadership on the common fisheries policy by stopping the throwing of perfectly healthy fish back into the sea. We are leading on CAP reform: only this Monday I presented to the European Council a paper streamlining audit requirements, on which we were supported by 17 other member states. We are constantly making progress. We are working to simplify the CAP, and changes have been made to it. Thirty or 40 years ago, there were wine lakes and butter mountains, but they no longer exist.
5. How many schools are taking part in the Government’s new tree planting scheme.
So far, 800 primary schools have participated in the scheme. The hope is that in the next stage we will give 1 million individual schoolchildren the opportunity to select, plant and care for their own tree.
I congratulate the Minister on this fantastic scheme. I know that schools in Worcester, which are great fans of the forest schools initiative, will want to play their full part. Trees are a fantastic investment in cleaner air, in the quality of life in our cities and in flood defence. Will the Minister come to Worcester and see the tree renaissance that is taking place in our city, where our mayor, Roger Knight, is leading the planting of thousands of new trees?
I should be delighted to take up that offer. Worcester is showing real leadership, but we would like many more towns and cities in the United Kingdom to engage in planting more trees. As my hon. Friend has pointed out, it is fantastic for tackling air pollution, fantastic for biodiversity and great for our leisure and health. In particular, I pay tribute to the work in Worcester at Laugherne Brook and Perdiswell.

Commons ChamberI absolutely give my hon. Friend that assurance. Every Member of this House would recognise the importance of credit unions at the local level, but that goes hand in hand with, and does not detract from, the Archbishop’s task group on responsible credit savings, which has sought to harness the Church’s national and grassroots resources in support of developing a stronger community of finance.
As chairman of the all-party group on credit unions, may I welcome my right hon. Friend’s last answer? I also welcome the leadership that the Archbishop of Canterbury has shown on the issue of problem credit. Does she welcome the launch of Fair For You, and will she comment on how the Church can support that community finance initiative in the rent-to-own sector that is taking on some of the challenges in that sector and showing that responsible, local community finance can compete?
I will certainly take that suggestion back to Church House. The Church has shown commitment to helping people manage their money and invest safely, and to teaching our children at the very earliest age—through its LifeSavers project, with assistance from the Treasury—how to ensure that they do not get into debt. All that is evidence, I think, that the Church will be supportive of my hon. Friend’s suggestion.

As the Secretary of State knows, Worcester is familiar with flooding; she has visited our flood defences. I welcome the additional investment that she has supported in our area. I particularly welcome the national flood resilience review and the inclusion of transport resilience within it. In Worcester we are seeing the raising of new defences to try to improve the resilience of the city this year. Can she ensure that the Department for Transport is linked in with that review so that it can take into account the value of capital bids such as the case for dualling the Carrington bridge in Worcester for improving flood resilience?
I thank my hon. Friend for his question. The Transport Secretary is very much linked in to that review. There are all kinds of critical infrastructure that we need to ensure are covered. One of the issues that has been raised today is telecommunications infrastructure. That is also vital and will be covered by the review.

With the Government spending a record amount of money on flood defence—about £20 million in this case—it is important to have a standard that flood insurance companies recognise so that when we make the investment householders can benefit from it. I am happy to consider the individual case.
17 . I was pleased to welcome the Government’s investment in repair work for the Barbourne brook culvert in my constituency last year, but investigations have since found significant deterioration in that culvert and there might be a need for some extra support. Will the Minister convene a meeting with the Environment Agency and Worcester City Council to discuss the issue?
Again, I shall be delighted to do so. Worcester is a special case, as it is on the Severn, like Gloucester. Much of the flooding there has affected assets, such as road assets. That culvert is central and I am happy to sit down with my hon. Friend and with the Environment Agency in order to address the challenges of that culvert.

Commons ChamberThe issue of managing flood risk has inevitably come to the fore in my constituency. Since 24 December, some properties have been flooded not only by river water but by foul sewage. Environment Agency records show that back in 2007, Romsey, along with Winchester, was identified as one of the areas in Hampshire that were most prone to flooding.
I want to touch on some specific issues, including development, which other Members have already mentioned. We should think about development not just on the floodplains, but in the catchment areas. We should think about the impact of building yet more houses on land that has previously acted as a natural sponge. We should think about the run-off caused by more tarmac and more roof tiles.
In my constituency, during the run-up to Christmas and into the new year, significant problems were caused by surface water run-off and combined drainage systems that simply could not cope with the amount of rainfall. Since then, however, the problems have been caused not by foul drainage but by the beautiful River Test, which has burst its banks in several places, and by its carriers and tributaries. That has had an impact in many parts of my constituency, not just in Romsey.
I agree with other Members who have said that we need a coherent strategy. We cannot view Romsey in isolation from the villages further north along the river valley, because any work that is done further north will have an impact on Romsey. In the villages, I have heard many calls for dredging, for a widening of the streams and watercourses, and for better weed clearance. However, that could have the effect of sending water down to Romsey and the River Test even faster. We know that the Test has a maximum capacity of about 50 tonnes of water per second, but according to some figures it has run at 55 tonnes per second over the past few weeks. It does not take a rocket scientist to work out what will happen next: the river will flood. We need a coherent strategy that will establish ways of slowing the river down as it passes down the beautiful Test valley.
I am not an engineer and I do not pretend to have the solutions, but I think that we can work something out. Just over a week ago, I was told by the Army that it was necessary to find bits of land that could be flooded safely without affecting people’s homes and without necessarily affecting sites of special scientific interest, in a manner designed by the Environment Agency. The water needs to be slowed somewhat, so that when it arrives at Romsey—where all of it has to pass under one bridge at Mainstone—there is not a deluge but a controlled flow.
It is vital for us to use the knowledge we have gained over the past month or so. The help from the military has been invaluable, but I also pay tribute to the Environment Agency, many of whose staff have been working 24/7, literally around the clock, putting in more than 80 hours per week just to ensure that homes are kept safe and people are not flooded out. We have learnt a great deal. Aerial photographs taken in my constituency show exactly where the Test has flooded. A massive amount of work has also been done on a little-known river, the Fishlake stream. I do not think that anyone knew quite how fragile the bank of that stream was until the Friday at the beginning of February when the water started to overtop the bank and erode the outside of it. Suddenly, it became a crisis point. I do not believe that the Environment Agency identified it as such back in 2007, but we have learnt this time. We have had thousands of man hours of assistance—engineers have tried to establish the best way of preserving and protecting the bank for the future—and we have had critical lessons to learn.
I should pay tribute to a host of organisations in addition to the Environment Agency, particularly the emergency services, but also the Houghton fishing club, a wonderful riparian owner in the north of the constituency. Its members were out digging relief channels and making sure that houses in Stockbridge were protected during the critical first weekend of the flooding. There has been flooding in Stockbridge, but it has been limited to three houses. Stockbridge is a beautiful village on the banks of the Test, and many carriers run under the high street. It is phenomenal that only three houses were flooded; the situation could have been much worse had it not been for the immediate response of the fishing club, which, as an organisation that has existed for many years, knows the river better than almost any other. It was able to identify what could safely be done to create relief for the properties on the banks of some of the carriers that were in the most peril, without endangering further houses.
I also pay tribute to all those who have been involved in the multi-agency approach, and to the independent companies that have made fantastic offers of help with the flood effort. I am thinking particularly of NGS, a company in Southampton that is best known for supplying grit and salt for roads in icy weather. It donated sand for sandbags at a critical time, just as Romsey had established that an additional 40,000 sandbags were needed. I gather that about 80,000 sandbags have now been laid down in the affected part of the borough, thanks to a phenomenal effort. Travelling around the constituency over the weekend, I saw areas where the provision of sandbags was still essential.
On the banks of the Test, the groundwater-fed river is causing a considerable problem. Water levels are still rising, and groundwater springs are still popping up in places where they have never appeared in the past. The village of King’s Somborne, for example, has a wonderful stream passing through it, but that stream is overflowing into many houses across roads, and has made it incredibly difficult for people to get out just in order to buy essentials. Many businesses such as village pubs and shops, which are critical to village life, are unable to trade, having found themselves under several inches or even feet of water.
I echo the call made by my hon. Friend the Member for Beverley and Holderness (Mr Stuart). Businesses need to know how to apply for funds: they need the forms. I know that Test Valley borough council has done great work in putting information on its website, but when the applications are made, it will be imperative for funds to arrive, and to arrive quickly.
My hon. Friend is making an excellent speech. Does she agree that, as well as the businesses that she has mentioned—which, of course, need all the help we can give them—there are businesses that have been cut off and very badly affected by flooding, although they may not have had floodwater inside their premises? I welcome the £10 million that the Government have already set aside to help those businesses, but does my hon. Friend agree that even more may be needed?
My hon. Friend is absolutely right. There is an industrial estate in Budds lane in my constituency. Budds lane was horrendously flooded. The emergency services had to shut the Greatbridge road because of the depth of water, yet some businesses in the industrial estate were dry. There was no access to them, however, so there was no passing trade, and they could not get their staff into work, but the business itself was not affected by floodwater.
I want to conclude with a plea. Almost inevitably, it comes from the lead flood authority, Hampshire flood authority, and it refers specifically to the flood defence grant in aid. The deadline for the submission to Government is incredibly tight. It was moved from 3 March out to 12 March, but that is only next week, and there are concerns that what will happen as a result is that the most developed and worked-up schemes will be submitted, which might not necessarily be the schemes that would best protect the villages in my constituency or Romsey itself. That is a very real concern, because what we have learned over the past three and a half weeks is where the crisis points are. We perhaps did not know in detail where they were previously, but we do now. It is absolutely critical that the areas which need the help most, in that they need the most investment to prevent future flooding, are the ones that get it. We need to have not simply the schemes that are furthest down the pipeline, but the ones that address where there is the biggest point of crisis.

Commons ChamberI am grateful to my hon. Friend for his intervention. I have to say that there is very little chance of his going red, as far as I know. He makes a good point, and he knows far more than I do about the financing of the Army.
The Government response in my area was certainly very good, and a number of the schemes that have been built there in the past few years have also been very successful. Nevertheless, three of the four roads that serve the town of Tewkesbury were closed, and the situation was becoming serious. Sadly, a number of houses were also flooded. I say “houses”, but I should rephrase that. They are people’s homes. Some homes in Sandhurst and Longford, which are villages just down the River Severn, were flooded for the third time in not very many years, and it was heartbreaking to visit them. The challenge, which I want to discuss with the Government, is how we can avoid such flooding in the future.
It has been acknowledged that the Government cannot control the weather, and we seem to have experienced rather different weather cycles over the past few years. Nobody will have forgotten the terrible floods of 2007, when my right hon. Friend the Member for Brentwood and Ongar (Mr Pickles) came to visit Tewkesbury and saw some of the problems that we were facing. Even people on the other side of the world heard about those floods. I have spoken to people in Australia who remember seeing the famous picture of the flooded land surrounding Tewkesbury abbey. The abbey itself did not flood, and neither did an even older church just down the way at Deerhurst—it was built in about the 8th century—even though the village does flood.
The important point, which I am going to have to take up with the Secretary of State, although I raised it in an intervention and he did mention the building, is how vital it is not to continue to build in flood-risk areas. I hear what he says about 10% of the country being at flood risk. I have only a simple education, but I suggest that we do not build in the 10% and concentrate building in the 90%. Surely there is enough room to build the houses that we need.
I want to take up the issue of house building, because of a number of sites in my area that have been given planning permission. One of them is absolutely covered in water—it is at Longford, in an area that floods badly. Permission was granted, on appeal, by the previous Government, but I do not know why that happened. That was six years ago, but the houses have not yet been built. Planning permission has been given for a lot of houses in both Bishop’s Cleeve and Brockworth, but those, too, have not yet been built. I say to my right hon. Friend, and to the Government, that I do not accept that there is this need for housing which is being expressed; this need is being overestimated by the Government. I have raised the issue before and we need to look at the point carefully.
I recognise many of the issues that my hon. Friend from down the River Severn is raising. I do believe that houses need to be built, but does he agree that councillors should play a key role by making sure that they keep a record of flooded sites where some form of planning permission might have been given and, where necessary, use the planning system to protect them better, so that they are protecting the floodplain in the future?
I agree with my hon. Friend and I am grateful to him for that intervention. However, the councils in my area are saying that the Government are putting so much pressure on them to build a given number of houses that they have no choice but to build them in green-belt and flood-risk areas. I am sorry to have to say it to the Secretary of State but that is what my local councils are telling me. They are saying that they cannot accommodate the number of houses that they will be required to build without impinging on the green belt and without putting them in flood-risk areas. That is open for debate, but that is what my local councils are clearly saying to me. I really need him to examine the situation carefully and as a matter of urgency, because it is causing a very big problem. That issue was raised with the Prime Minister when he came to my constituency a week or so ago.
I wish to raise one or two other points about building in flood-risk areas. First, this issue comes down to what we define as a “flood-risk area”. I understand that the Environment Agency will assess an area as being at flood risk only if it is at risk from river flooding and not if it is at risk of surface water flooding. I would be happy to be corrected on that, but that is the situation as I understand it. Someone whose home is flooded does not really care what kind of water it is or where it has come from, because the situation is bad and they do not want it to happen. Perhaps the Government need to give different advice to the Environment Agency on how it classifies flood-risk areas.
Like my hon. Friend the Member for Tewkesbury (Mr Robertson), my constituency has been very heavily affected by the flooding on the River Severn. Although that has not been going on for as long as the flooding in the Somerset levels, it has been spectacular and done much damage. To give an example of the scale of the flooding, this afternoon, the gauge at Worcester stands at 1.4 metres. Just a couple of weeks ago, it was 5.5 metres. The Environment Agency estimated that 518 cubic metres of water per second was trying, and often unfortunately failing, to pass under Worcester’s central bridge.
I welcome the debate and much of the motion, particularly the fact that it thanks the emergency and statutory services for the fantastic work that they did. My hon. Friend the Member for Winchester (Steve Brine) mentioned the Pitt review’s recommendation on co-ordination between statutory and emergency services. What I have seen in Worcester in the past couple of weeks in terms of co-ordination has been a model that others could learn from.
Two weeks ago on Monday, I was fortunate to attend a silver command meeting at Worcestershire county council and to witness at first hand all those organisations working together. I apologise if I miss out any of the people in the room at the time, but West Mercia police played a fantastic co-ordinating role. They arranged special patrols to areas that were cut off by the floods and oversaw that effort superbly. The Hereford and Worcester fire and rescue service also did a magnificent job. Incidentally, in contrast to some comments made by Opposition Members about fire services not being well placed to provide services, the Hereford and Worcester fire and rescue service told me that it was better equipped and trained for water rescue during these floods than in 2007, when floods hit Worcester severely.
We have also seen fantastic work by the West Midlands ambulance service and the Environment Agency. Like my hon. Friend the Member for Winchester, I acknowledge that in some areas the agency has been somewhat controversial. In Worcestershire, however, there has been universal acclaim for the agency’s round-the-clock work. Dafydd Evans has been very helpful in keeping me informed. Dave Throup has been upheld as some kind of superhero. He now has a Twitter following of about 1,800—the Dave Throup fan club. That is a celebration not just of his superhuman efforts, but of all those who have worked very hard during the floods. I salute them all.
Worcestershire county council put huge effort into keeping the city open for business and pushing to get the bridge reopened as soon as humanly possible. People were doing that in the silver command meeting that I attended. However, sadly, it had to be closed again as the river rose to record highs. Whereas in previous floods, when our bridge was closed, we had to call in aid from the military, who drove their vehicles through the floods to keep the city tied together, the council was able in this instance to run a successful bus service. The buses drove through the floods on New road, which cut off the main city bridge, and kept the two sides of the city tied together. That won great acclaim from city centre businesses. It helped loads of people to get to work, children to get to school and made a big difference. The staff worked almost around the clock and in appalling weather conditions as the rain came down. I pay tribute to them.
Keeping the city open for business was a key priority throughout, and I acclaim the work of the business improvement district in Worcester, which ran a successful open for business campaign. Indeed, I am willing to commend the Labour mayor in the city for her work in supporting that campaign. That was positive, although, as I will come to, Labour in Worcester has slightly shot itself in the foot in its efforts since to support the campaign.
I want to mention the military support that we had in Worcester, which arrived while I was in the city. I was pleased, particularly as the Parliamentary Private Secretary to the Minister of State, Northern Ireland Office, to be able to welcome the 1st Battalion the Royal Irish Regiment when it came to the city. The regiment showed fantastic professionalism and excellent co-ordination with the civil authorities. I was particularly pleased yesterday to receive a very impressive letter from the regiment’s commanding officer saying how impressed they had been by the overall efforts they had seen. It would also be remiss of me not to mention the local media, who did a fantastic job in keeping people informed in Worcester.
I welcome the fact that the Government are trying to help those people whose homes have been flooded. There are about 40 such homes in my constituency, and for those people, the floods are tragic and terrible. The number is much smaller than it was in 2007, however, and we should welcome the fact that the flood defences have made a significant difference, especially the £1 million defences on Hylton road, which have protected a large number of homes and businesses in Worcester.
Unfortunately, there have been reports of sewage in the flood water in residential areas of my constituency. When we think about resilience, we should also look at the sewerage systems, particularly in cities such as Worcester, to ensure that they have sufficient capacity and that we do not find sewage in river flood water in the future. We need to work with Severn Trent Water on that challenge.
We need to look at resilience in relation to transport. I have mentioned the fact that the Worcester bridge has been closed on several occasions. Our university will soon propose exciting plans for new pedestrian access across the River Severn using disused railway viaducts. They would be a lot cheaper than some of the alternative road plans, and I recommend that the Government look into funding them as part of the resilience programme.
I welcome the fact that the Government have given business rate rebates to many of the businesses affected by the floods. There is also an extra £10 million for businesses that were not flooded but that were otherwise affected. I am concerned that a lot of businesses will have been affected in that way, and I hope that that amount can be increased in the future.
Having praised all the statutory services and my local councils, I am very concerned that the Labour-led city council in Worcester voted last night to put up parking charges very substantially. This will hit the high street at a time when it really should be focusing on recovery. It is absolutely the wrong thing to do, and it will undermine so much of the good work that the council has done in recent weeks to show that the city is open for business. I hope that it will recognise the great cross-party work that has been done recently to keep things moving, and that it will rethink that decision.

How we maintain and keep churches open in rural areas and ensure good ministry for new housing estates in urban areas are the responsibilities of diocesan bishops. We are fortunate in having some excellent new stipendiary clergy coming forward and a large number of self-supporting ministers who support the work of the Church of England. The point that my hon. Friend makes is a good one. Essentially, the Church of England has to be a national church, serving all parts of the country, and we are determined that it should continue to do that.
4. What plans the Church of England has to support credit unions.
The Archbishop of Canterbury has highlighted the need to support credit unions, so the Church is developing a credit union in association with some other national churches from across the country. To drive that, Archbishop Justin has convened a task group, which will be chaired by a senior figure from the banking industry with much relevant experience of the whole sector.
That credit union is a model one. This will be a generational change; it will not happen overnight. We all need to support the credit union movement to ensure that those on low incomes and those who may have difficulties accessing credit do not fall into the hands of loan sharks. We are determined to take forward the building up of the credit union movement in this country.

Commons ChamberMy hon. Friend makes an important point. The discussion this afternoon shows that although some hon. Members may wish to ban live exports altogether, most would want it carried out in the way that is most conducive to good animal welfare. My hon. Friend makes the important point that much of the transport that is now provided for animals is of a very high standard. Water and ventilation are provided, there are rest periods and journeys are of limited duration.
The hon. Gentleman is making a very good speech, and I would join in the many compliments to my hon. Friend the Member for South Thanet (Laura Sandys). The hon. Gentleman has spoken about the improving standards of transport and conditions on the vehicles—lorries and boats. My hon. Friend raised the crucial point about the ports. Does the hon. Gentleman agree that enforcement at the ports is vital if we are to improve animal welfare standards?
Indeed—not only enforcement at the ports, but the right sort of facilities at the ports to deal, for example, with emergencies or with animals that cannot be loaded at a specific time because weather conditions preclude sailing. Good conditions at the port are almost as important as the enforcement that the hon. Gentleman highlights.
