Lady is right: I have spoken to Mairi Gougeon of the Scottish Government, and we are going to have the next meeting of the UK Agricultural Partnership at the James Hutton Institute, which approached me to host that event, and we look forward to it. On her wider points, the truth is that after the 2016 referendum household spending on food actually went down, but food prices have always been governed principally by the price of energy and by exchange rates.

Commons ChamberMinisters never comment on reshuffle speculation, particularly when it is about oneself. In the context of fishing, we recently got an agreement with the EU on how to approach shared stocks for the remainder of this year. We of course got an increase in quota of around 25%, with 15% of that coming this year, and we have deployed that to almost double the fishing opportunities for our inshore fleet in this year.
My hon. Friend makes a very important point. Our peat habitats are vital for our biodiversity, can be a vitally important carbon store and can also help with both drought and flood risk mitigation. We will be dramatically increasing the funds available for peatland restoration. I or one of my ministerial colleagues would of course be delighted to visit his constituency in the High Peak and see some of the work being done there.

Commons ChamberWe do have a farming flood recovery fund, but we have not activated it yet because it generally supports the recovery of lost grassland or damaged hedgerows and walls in the aftermath of an event. However, we are looking closely at whether we could put in place derogations to assist farmers should they be unable to get their crops in the ground.
Climate change is leading to more frequent extreme weather. The weather last summer led to the evacuation of Whaley Bridge following structural failures of the Toddbrook reservoir dam. Disappointingly, the inquiry into the incident is yet to report. Will my right hon. Friend assure me that the report will be published as soon as possible, so that we can learn the lessons? The people of Whaley Bridge deserve answers.
I can give my hon. Friend that undertaking. The review has now concluded, and the report will be released at the earliest possible opportunity.
