Commons ChamberI will use the limited time available to outline some of the many challenges that this House and the next Prime Minister must face when we return from the summer recess. The No.1 issue facing the country is inflation, which hit 9.4% in June—the highest in 40 years—and is expected to climb even further. It strips away the value of the pound in our pocket, hitting every aspect of our economy. People’s savings are eroded, pushing home ownership out of reach, and the value of pensions that people have worked long and hard for is reduced. Our export market is made less competitive, limiting investment, jobs and growth. I am particularly concerned about those on fixed and lower incomes, because their real-term take-home pay is getting hit the most.
We all know what is driving this pressure: rising demand in China and the Russian invasion of Ukraine, compounded by covid and disruption to global supply chains. As a result, the energy price cap is due to rise 65% in October, taking typical bills to around £3,240 a year, with another rise in January. I welcome the Government’s package of measures to mitigate those price rises, with a third of households each set to receive £1,200, but tough choices lie ahead. It is incumbent on Members across the House to be honest with the public and with ourselves.
During the recent heatwave, many reflected on the similarities with 1976—not just the weather, industrial strife, nationalist demands for a referendum, a prime ministerial resignation, a leadership contest, and energy prices soaring following conflict, but the real risk of a wage/price spiral and stagflation. At the same time, our fiscal room for manoeuvre is increasingly small. Quantitative easing and pump priming the housing market are no longer viable options, if indeed they ever were.
Moreover, we are facing a demographic crunch, with an ageing population and fewer people of working age. That means that the demands of the state grow, while raising tax revenue becomes more and more difficult. If we are not careful, we will end up with Scandinavian levels of taxation for Mediterranean levels of public services.
Now is not the time for telling people what they want to hear; we must put pragmatism ahead of ideology. We need a functioning state, not an ever smaller one. I encourage any Members who disagree with that to talk to their constituents and to check their inboxes. They will find that those inboxes are full of emails from people who are struggling to get driving licences or passports, or whose GP appointments or routine medical procedures have been delayed. This requires hard-headed, mature judgment and grown-up politics, not pandering to nostalgia.
I am also increasingly alarmed about the failure of investigative policing. According to a recent report, police have failed to solve a single burglary in nearly half the country’s neighbourhoods over the past three years. Other police forces have been found to have wilfully neglected to investigate reports of child abuse and grooming gangs for fear of stoking racial tensions, and we learn of botched murder investigations due to officers’ homophobia. Meanwhile, mild-mannered comedians are being investigated for telling jokes. In Britain, policing is by consent, and it is dangerous for democracy and the rule of law when this trust breaks down. The next Prime Minister urgently needs a plan to rebuild investigative policing and confidence in our police. That, too, will require serious, pragmatic leadership and a willingness to face facts and level with the British people.
We are facing high inflation, anaemic growth, disrupted supply chains, a dysfunctional energy market, a demographic crunch, alarming shifts in climate, a national child exploitation scandal, national security threats at home and abroad, an increasingly divided society, and declining trust in our politics. On a brighter note, however, rain is forecast for the weekend.

Since I was elected two and a half years ago, we have taken up more than 40,000 individual cases and responded to more than 75,000 emails. But clearly we have a responsibility in this House to make sure that we address the challenges that we face and that those individuals who do act inappropriately are weeded out and held to account. My commitment to the Chamber and to this House is to continue to weed out those who act inappropriately, and I look to working with the hon. Lady to achieve that.
The five-year survival rate for those with secondary breast cancer is just 22%. I pay tribute to my amazing constituent, Gemma Ellis, who, following her own diagnosis of secondary breast cancer in 2017, founded Stage 4 Deserves More—a brilliant charity that does so much to support lots of women with secondary breast cancer. Can we have a debate on the need to turbo-charge research into this awful disease so that we can give more hope and support to thousands of women like Gemma?
I join my hon. Friend in commending the work of Gemma Ellis. The Government have invested over £52 million to develop the next generation of cancer and diagnostics specialists over the next two years. A new 10-year cancer plan is due to be published in the summer. I will raise his comments directly with the Health Secretary, but he has the opportunity to do that himself on 14 June at Health questions.

Commons ChamberSpring brings the familiar sights of daffodils, newborn lambs and, less cheerfully, temporary traffic lights, as councils across the country rush to spend their annual roads budget before financial year end. Due to poor planning and communication between Derbyshire and Tameside councils, residents in Glossop have been subjected over the last few weeks to complete traffic gridlock as major roadworks have been approved on both of the main roads out of the town, which underlines the long-term need finally to build the Mottram bypass. In the meantime, can we have a debate on the way councils’ roads budgets work and the need for long-term strategic planning over several years, rather than the annual chaos we see every spring?
I am sorry to hear of the challenges my hon. Friend is facing in High Peak. He will have the opportunity at DLUHC questions on Monday to raise those matters directly with the Secretary of State. I certainly share his frustration at times of sitting at temporary traffic lights, especially when, after finally getting through those traffic lights, it does not appear that anything is happening.

Commons ChamberI think that is something that is very much worthy of debate. I would encourage the hon. Gentleman to apply for a Back-Bench business debate or an Adjournment debate on that matter, and I join him in congratulating not only Chester Zoo but zoos up and down the country, which are informing the next generation on such matters and contributing to the debate.
Recently the Egyptian-born hate preacher Omar Abdul Kafi went on a UK tour, giving lectures at Finsbury Park mosque in London and a number of venues in Leeds, Liverpool and Mayfair. Abdul Kafi has previously given sermons about killing Jews and advanced antisemitic conspiracy theories, and he is known to have directly inspired the Stockholm suicide bomber, Taimour Abdulwahab. Given these facts, can we have a debate on how on earth such an individual was allowed to enter the country and how that is compatible with the Government’s wider Prevent strategy?
I thank my hon. Friend for his question. Antisemitism has absolutely no place in our society. We expect anyone involved in spreading hate to face the full extent of the law, which is why the UK has robust hate crime tools to support the investigation and prosecution of those who incite racial and religious hatred. I am aware that the individual has made shocking remarks in the past, and I will raise my hon. Friend’s concerns with the Home Secretary.

Commons ChamberI want those businesses to succeed as well. Everyone on the Government side of the House wants to see them succeed. I want to see them create jobs for the hon. Lady’s constituents and for mine, and I want to see them make a good profit and pay their contributions in tax. The energy companies that the hon. Lady mentioned, on which she wants to see a windfall tax, are already paying a huge rate of tax to the Exchequer, and many of our constituents depend on the share values of those companies for their pensions. We have to get the balance right. We need to ensure that those companies are efficient enough to deliver the lowest level of energy costs that they can manage, but the Exchequer has provided mechanisms to support those businesses and our constituents. I think the Government are striking the right balance, and that the proposals of the hon. Lady’s party would take us in the wrong direction.
High Peak is one of the safest places to live in the country, but for many years Fairfield Road in Buxton has been blighted by antisocial behaviour and drug-related crimes. I organised multi-agency meetings with the police, the fire brigade, the council, social services and the relevant housing associations so that we could develop a joined-up approach to tackling that crime and its underlying causes. I am pleased to report that since our meetings a series of arrests have been made, and the police have told me that there has been a 40% reduction in crime, but there is still a great deal more to do. With that in mind, may I ask for a debate on safer neighbourhood policing to enable us to make the case for more resources for local policing and make High Peak even safer?
I am delighted to hear about the extra funding and the reduction in crime in my hon. Friend’s constituency. The Government are committed to bringing down crime rates. We have already recruited 11,000 new police officers, which is over halfway to delivering on the pledge that we made at the last general election. We are giving officers more of the powers that they need to police our streets. My hon. Friend is a huge champion for his constituency, and I am delighted to hear that he is making good progress in fighting crime.

Lady reads the judgment, because it was absolutely clear that the contracts would have been awarded to the same people, and that they were done by civil servants, not by Ministers. I reiterate what I said to the shadow Leader of the House—that it was a matter of emergency, of urgency, and of need. There is dither and delay with the socialists. They never want to get on with anything. They always put process ahead of achieving things. They would still have us in lockdown and not able to move about. They love regulation, because that is what they believe in. What Her Majesty’s Government did was get the PPE that was needed and the vaccine that was needed. To do that, yes, of course, they had to short-circuit some elements of procurement, which normally takes three to six months.
The first part of the inquiry into the Manchester arena bombing has just been published. As the House will know, on 22 May 2017, Islamist suicide bomber Salman Abedi murdered 22 people and injured hundreds more at the Manchester arena. Despite the fact that Salman Abedi was known to security services as an Islamist extremist with multiple terrorist connections, he was not questioned when he returned from Libya just a few days before the attack. Given that and given similar failures to stop attacks in Liverpool and Southend, can we have an urgent debate on the Prevent strategy and the Government’s wider counter-terrorism strategy? We must not bury our head in the sand.
I thank my hon. Friend for his question, and I welcome the Home Secretary’s publication of the consultation findings on the Protect duty. As he rightly highlights, the Manchester arena attack was a tragic event, and it is so important that we bring forward legislation to support public safety while not placing excessive burdens on smaller businesses. The Government’s overriding priority must be, is and always will be keeping the people of the United Kingdom safe. Prevent is having an effect in stopping people being drawn into terrorism. Prevent is about working in areas where there are risks of radicalisation, and it offers support predominantly through local community partnerships.
The independent review of Prevent is looking at the effectiveness of the Government’s strategy to protect vulnerable people from being drawn into terrorism. The Government will carefully consider the findings and the recommendations of the review and assess the implications for the future of Prevent. I obviously note my hon. Friend’s points about the better monitoring of those who come into this country, which I am sure has been a great concern to many British people following these attacks. We have Home Office questions on Monday, so I urge him to raise this directly with the Home Secretary then.

Commons ChamberThere are very clear rules on how money may be taken by political parties, and all the political parties have a strong obligation to abide by them and to ensure that money is declared properly to the Electoral Commission. Ultimately, there will be a choice: whether we wish to have parties funded privately or to put a greater burden on the taxpayer. I would be very reluctant to put any further burdens on taxpayers; they have to bear enough already. I might even remind the right hon. Gentleman of a comment he made some years ago about the shortage of funds.
Can we have a debate on insurance premiums for emergency vehicle drivers? At present, if the driver of a fire engine, ambulance or police car is involved in a collision in a blue-light situation, they are hit by increased insurance premiums. It would seem unfair that some of the most skilled drivers in the country, who are very safe in their normal private driving life, are being hit with extra costs for their personal car for putting themselves at risk for public safety.
My hon. Friend raises a point of which many of us in this House were unaware. I see the difficulty that there is for blue-light drivers, who are likely to be trained to a very high standard. Insurers are responsible for setting the terms and conditions of the policies they offer, and it is for them to decide the level of risk they take in issuing any policy to a given applicant. The insurance companies have very large volumes of data from which to estimate their premiums. That makes the setting of premiums a commercial decision for individual insurers based on their underwriting experience, and it is not one where the Government seek to intervene, but my hon. Friend has done a service in bringing this matter to the House’s attention.

Commons ChamberThe hon. Lady has, in a way, answered her own question, because there will be a debate on this important issue. I have just set out the four targets for COP26, and there will be questions to the President-elect of COP26 on 20 October, shortly after the House has returned from recess.
On Monday, an unauthorised Travellers’ camp was set up on Torr Top car park in the centre of New Mills, blocking the car park, including the disabled bays, for all other users. This has caused concern, particularly among local businesses on the high street that are worried about the impact of the loss of the car park on their customers and footfall. May we have a debate on the laws relating to trespass and look at whether we need to give the police more powers so that they can take action on such cases in future?
I am grateful to my hon. Friend for raising this matter. The Government’s overarching aim is to ensure fair and equal treatment for Gypsy, Roma and Traveller communities in a way that facilitates their traditional nomadic way of life. However, we are equally clear that we will not tolerate law-breaking and are determined to ensure that police have the powers they need to support and serve their communities. I will take up my hon. Friend’s concerns with the Home Secretary, because it is important that the law should apply equally to all.

Commons ChamberI recently spent a sunny Saturday afternoon at Charlesworth & Chisworth Cricket Club on verification duty for a world-record attempt, as James Butterworth ran the longest-ever bowling run-up: over 5 km, going through two different parliamentary constituencies. After all that, thankfully, he did not bowl a wide. This was all done in in aid of raising funds for new practice nets for the club. With that in mind, can we have a debate on grassroots sports and support for them in this country, so that fantastic clubs such as Charlesworth & Chisworth can get the equipment they need to produce the next generation of first class test cricketers?
I believe that it is Yorkshire Tea National Cricket Week, so it is a good occasion on which to be raising this matter. The previous recordholder was Sameer Khan Yousufee, who ran two and a half miles before getting to bowl. I am a bit worried about the over rates—if they keep on bowling at that rate the dismal rates that we get in test matches will be even slower, though I do wonder quite how fast Wes Hall or Michael Holding might have bowled had their run-ups been even longer than they were. I am also quite intrigued by the commentary. How would even Henry Blofeld keep going for the quarter of an hour or so—[Interruption.] The hon. Member for Bristol West (Thangam Debbonaire) heckles me to say that she is sure he would. She is probably right, but it would be quite a challenge to keep it up for all that time. It is absolutely brilliant that we should have this record. I am glad that a wide was not bowled and hope that it was not a no ball either. We should do everything we can to encourage grassroots cricket; it is part of our nation’s story, something that we can be proud of and one of our great exports to the rest of the world.

Commons ChamberIt is always important that the Government recognise mistakes that may have been made by predecessor Governments. I encourage the hon. Lady to seek an Adjournment debate in the first instance, but if there is correspondence awaiting a reply that she was expecting, I will of course take that up, via my office, to ensure that she gets a reply.
The Royal Oak Inn, just up the road from my home in Glossop, is celebrating its 200th anniversary this year. It was built in 1818 and first opened its doors in 1821, serving thirsty travellers heading over the Snake Pass between Manchester and Sheffield. It is a lovely pub and I have enjoyed drinking in it on a number of occasions, and it used to be run by my good friends George and Jean Wharmby. Instead of people being able properly to celebrate the pub’s 200th anniversary, its future has been cast into doubt, as a planning application has just been submitted for the pub’s demolition. May we have a debate on how we can reform our planning laws to strengthen protections for historic pubs such as the Royal Oak?
I sympathise with my hon. Friend: we want planning applications to appreciate and understand local heritage and culture. A listing scheme is in place to try to protect buildings, and means of buying community assets have been in place for some years now, but we need new homes as well. It is about trying to get the right balance in the planning system to protect what needs to be protected but to develop where development is needed. My right hon. Friend the Secretary of State for Housing, Communities and Local Government has been doing an excellent job in engaging with Members of Parliament and listening to and understanding their concerns about planning, but we have this balance to achieve. I hope that, in the meantime, my hon. Friend will manage to get to the Royal Oak before any planning application is completed and drink a yard of ale. We look forward to seeing the picture on Instagram.
