No. Israel has the right to act in self-defence against Hamas, who conducted a terrorist attack on it, and we continue to call for international humanitarian law to be respected and for civilians to be protected in that conflict.

The House should be in no doubt that conflating issues relating to Israel and Hamas is not a mature way to look at the problem that the Prime Minister had to consider last week. He has made the right decision on the evidence, in accordance with law. Had he failed to take that action, he would have been exposed to justifiable criticism in this House. In the light of the approach that he is taking, with regard to Ukraine and the work we are doing with the Ukrainian Government, will more be done to help our friends in Ukraine to develop further their justice processes, which in the long term will improve the good governance of that independent country?

My right hon. and learned Friend makes an excellent point and I am pleased to tell him that the Attorney General is deeply involved in the work he suggests. We are supporting the work of the office of the Prosecutor General of Ukraine in particular but, more generally, the agreement that I just signed with President Zelensky ensures our mutual commitment to helping him reform the public administration in Ukraine. That is something he is passionate about and keen to do, and he will have our support in doing it.

As the hon. Lady knows, healthcare is devolved, but we will look for every opportunity to improve patient care and reduce waiting lists in England. That is what we are doing in developing new technology that has a proven track record of bringing down waiting lists and improving the optimisation and efficiency of how theatres are scheduled. That is the type of thing we need to do to ensure that patients get the care they need, and that we can get efficiency in the NHS.

The increasing proliferation of AI-generated disinformation and deepfakes poses a clear and present danger not only to our democratic process, but to the administration of justice itself. What further steps will my right hon. Friend take, following the Bletchley summit, to strengthen our domestic law when it comes to this threat to democracy, and to take international action to provide the guardrails that I believe are essential if we are to maintain integrity in the administration of justice?

I thank my right hon. and learned Friend for all the work he has done in this incredibly important area. He is right that we need to have guardrails around the successful exploitation of this technology, which is why the Online Safety Act 2023 gives the regulator significant new powers to regulate the content on social media companies, including some of the ones that he mentioned. We are also working internationally, following on from the summit, to ensure that we can all get the benefits of this technology, but in the process safeguard our democracy, which is so crucial to the functioning of our country.

It is also important that Egypt is involved in that conversation because the Rafah crossing is one of the primary routes for aid to reach Gaza. That is why we have spoken specifically with President Sisi about that, and we will continue to talk with him and other regional allies to find ways to bring humanitarian aid to the region as quickly as possible.

I thank my right hon. Friend for his statement and for his unequivocal condemnation of calculated acts of murder and hostage taking, which are deliberately designed to provoke a response that plunges the entire region, if not the wider world, into greater conflict. What assessment are my right hon. Friend and the Government making of current escalations on the northern border of Israel and Lebanon? We heard this afternoon of an evacuation of Israeli citizens within 2 km of the border. Does he think that that might well be a further escalation of the situation, and all part of a calculated plan to plunge the region into chaos?

We absolutely do not want to see regional escalation. One of the ways that we can help to ensure that that does not happen—my right hon. and learned Friend specifically mentioned Lebanon—is the deployment of our surveillance assets, which went into the region last week, with further to follow by the end of this week. One of the things that they can do is track and interdict armed shipments that might be going to Hezbollah, for example. That is something that none of us will want to see, which is why we have deployed those assets. Partners are grateful for our intervention, because no one wants to see an escalation of this conflict.

We are in fact leading the case on the World Bank’s balance sheet, and through my right hon. Friend the Development Minister we have had extensive conversations with the president of the World Bank on precisely that matter. It is something I discussed with colleagues at the G20, including the World Bank president himself. We are also broadly leading the way on how else we can reform the international financial system, including pioneering the use of climate-resilient debt clauses, which has been welcomed by countries around the world; channelling our IMF special drawing rights back for use for developing countries; and finding ways to stretch balance sheets to unlock more funding. The UK is looked to as a leader in all these areas, not least as we are announcing a conditional capital increase for the International Bank for Reconstruction and Development. All these things together position us as a thought leader in changing the international financial system. It was a subject of my interventions at the G20 and, as I have said, the Development Minister is taking forward this work at pace with our allies.

I welcome my right hon. Friend’s statement, particularly the inclusion in the communiqué of the G20 AI principles. I would like to press him on what further work he and the United Kingdom will be doing ahead of the AI summit in November to ensure that work on the safety of AI more than outpaces work on capability, and that we can move towards a meaningful principles-based approach to the safe use of this vital new technology.

My right hon. and learned Friend is absolutely right about the need for global co-operation when it comes to AI safety. It is obviously a technology that does not respect national borders. Again, this is an area where the UK is demonstrating leadership, building on our expertise and our leading position in AI research. We are having the conversation with partners about what that principles-based approach to regulation would look like, to ensure consistency across jurisdictions. We are also seeing what we can do to make sure that the UK is the leading place for that AI safety research, and that is the work of our AI taskforce, which is currently under way and proceeding well.

I hope that the hon. Gentleman takes the time to study the deal in detail, and that he will see, after he has done that, that it delivers against the objectives that I set out, because it means that we can have smoothly flowing trade within our UK internal market; it means that we have protected Northern Ireland’s place in the Union; and it means that we have restored and safeguarded sovereignty for the people of Northern Ireland. I know that he shares those objectives; this agreement delivers them. I look forward to engaging with him and his colleagues as they study the detail, so that we can hopefully move forward together. I am confident that this is a good basis and a good agreement for the people of Northern Ireland.

My right hon. Friend and the Government are to be warmly commended for their statecraft in achieving a significant deal with significant movement from the EU, which I think now understands the primacy of strand 1 of the Good Friday agreement—north-south—as well as strand 3, east-west. Does he agree that this framework now gives a clear basis in international law for the Government to press ahead in bringing forward some of the measures in the United Kingdom Internal Market Act 2020 that were clearly in conflict with the international law obligations under the old protocol?

My right hon. and learned Friend makes an excellent point. He will remember that the Government had to drop from the UKIM Bill certain provisions guaranteeing unfettered access for Northern Ireland producers into GB because they were in conflict with our international obligations under the protocol. I am pleased that today we can announce, as it states in the Command Paper, that we will legislate to put in statute unfettered access for Northern Ireland’s producers into Great Britain. That is something that the Windsor framework makes possible, and he is absolutely right to highlight it.

I commend my right hon. Friend for grasping the nettle and seeking to negotiate an agreement on the Northern Ireland protocol. Does he share my frustration with the expressed views of people who are commenting on a deal that has yet to be reached, and does he agree that the best way to reduce or even end the jurisdiction of the Court of Justice of the European Union is through treaty change itself, not through domestic legislation in this Parliament?

My right hon. and learned Friend is absolutely right that we need to keep going, but he is also right that we need to find enduring solutions to the challenges faced by the people of Northern Ireland. That is why, as my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson) mentioned earlier, it is absolutely right that we address the constitutional and legal framework of our arrangements and ensure that we can put in place new arrangements that secure Northern Ireland’s place in the UK.

As I said earlier, on the Conservative Benches we believe in sovereignty. When it comes to controlling our borders, we will of course act in line with our legal obligations, but we will do what must be done to fix the unfairness and make sure we stop illegal migration.

I commend my right hon. Friend for his practical approach to a problem that needs practical solutions. In urging him to press on with the work to improve the efficiency of the system, including the tribunal appellate system, I urge the Government to work with the tribunal procedure committee to reactivate the detained fast-track procedure, which has been suspended for seven years now. I think it could be a reasonable part of the solution to this problem.

I am very proud of my record as Chancellor in this country. Perhaps the hon. Gentleman could talk to the 10 million people who had their jobs saved through furlough. Perhaps he could talk to the millions of those on the lowest incomes who benefited from the changes we made to universal credit. This will always be a fair and compassionate Government who have the most vulnerable at our hearts.

With only two out of 10 autistic adults currently in employment, it is clear that much more needs to be done to realise their potential. Will my right hon. Friend work with me to make sure that business and industry help to close that alarming employment gap?

What millions of people across this country will see today is a Government who are on their side and a Government taking action to help them with the anxiety they feel about rising energy bills. We are doing it in a proportionate, fair, targeted and responsible way to protect people not just today, but for years.

Thousands of families in Swindon and millions of households across the country will welcome the immediate help on council tax that the Chancellor has announced today in his welcome statement. Does he agree that the cod analysis we heard from the hon. Member for Leeds West (Rachel Reeves) about the energy market in Europe is demonstrable evidence of the paucity of the Labour party’s approach to energy? Is not our approach to a zero-carbon economy—one based upon energy security—going to be the way we deliver our country out of these short-term problems?

As ever, my right hon. and learned Friend makes an excellent point; he is absolutely right and I agree wholeheartedly with him. He will know that my right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy is working very hard to undo some of the mistakes that the Labour party made in the past.
