Commons ChamberIf the hon. Lady does not know the schools, I regret that, but they are of course the UCL Camden academy and Swiss Cottage special school. Those are the two sample projects in her constituency.
While money has, in many cases, been squandered on consultants, pre-procurement processes and wasteful bureaucracy, my constituency has not had a single school built through the Building Schools for the Future programme. Does the Secretary of State agree that it is outrageous that fewer than 200 schools have been built while billions of pounds have been spent?
My hon. Friend makes a very good point, and the fact that the disadvantaged students of Reading have not received the benefit that they should have done under the school-building programme is one of my concerns, absolutely.

I intend to ensure that all free schools and all academies continue to abide by the existing admissions code, that all schools that are currently comprehensive remain comprehensive, and that schools are as inclusive as possible.
What can my right hon. Friend do to ensure that free schools can be set up quickly and easily in places such as Reading, where they will prove very popular indeed?
I am grateful to my hon. Friend for his question. I know how committed he is to improving education in Reading and elsewhere. We are ensuring that we reform the building regulations that hold schools back at the moment. Under the previous Government, we saw the absurdity of schools having to measure the distance between cycle racks before they could go ahead with construction; unless that was between 600 mm and 1 metre, the school could not be built. It is that sort of absurd, pettifogging, centralising bureaucracy that we need to sweep away so that money goes where it needs to go—towards the front line and towards children in Reading and elsewhere.

Commons ChamberThe hon. Gentleman will be aware that funding under the Building Schools for the Future programme had been allocated on the basis of deprivation, not the state or dilapidation of the building. I will consider the two schools that he mentions and write to him.
14. What plans he has for the operation of the pupil premium.
The introduction of a pupil premium will target extra funding specifically at deprived pupils to enable them to receive the support that they need to reach their potential. By targeting the funding via a pupil premium, extra funds to support disadvantaged children will be clearly identifiable. We will publish our proposals, with details on how we plan to distribute the pupil premium, in due course.
I thank the hon. Lady for that answer and wish her well in her new role. My constituency, Reading East, like those of many hon. Members, has deep pockets of deprivation. Will she therefore confirm today that all disadvantaged children will receive a fair share of funding from the pupil premium, wherever they happen to go to school?

Commons ChamberI attended a meeting at Nottingham university before the election when Professor Cowley presented his report on the fascinating subject of rebellions in the House of Commons, so I am aware of his work. However, it would be dangerous if we got into a position whereby Ministers responsible for higher education started commenting on and micro-managing individual universities’ decisions about their departments. I do not think that we should go down that route.
My hon. Friend will be aware of the value for money that the US community college model provides in getting more disadvantaged young people into higher education. Is he having any work undertaken in the Department to assess what we can learn from that important system in the USA?
I pay tribute to my hon. Friend’s expertise in the subject and his record of campaigning on it. I completely agree that progression through college to university is one of strengths of some American systems, such as that in California. Experts from California are coming here next week. We definitely need to learn from those systems so that people have opportunities as they progress through education to move from college to university.
