Gentleman’s point, and it is absolutely our intention that we should make the scheme as tough as possible and make it clear that it is about an ability to seek a review of a decision. We will frame it in the toughest possible terms and ensure that the process is absolutely right, so that we reduce the opportunity for it to be subject to any sort of judicial review once the decision is taken.
I support and welcome the Home Secretary’s statement, but may I ask for a little more clarity? She said that the final decision on whether an offender should remain on the register would be one for the police. Will that be a matter for the chief constable, as at present, or will it be one for the police commissioner in future?
