I refer the hon. and learned Lady to my previous answers to both those questions.

Iranian drones have not only been fired towards Israel and Ukraine; there are also biweekly shipments of Iranian drones arriving in Port Sudan for use in the war in Sudan, which, as of today, has now raged for a full year. I am glad that the Prime Minister has made a statement today and will act for us on financial sanctions and other measures, but given that Iranian weapons are now being used in wars in the middle east, Europe and Africa, does he agree that partners not only in the west but in the global south should be deeply worried about how far the tentacles of terror from Tehran are now reaching?

I agree with my right hon. Friend, which is why yesterday I discussed with G7 leaders the co-ordinated effort among allies to take further measures to stem the flow of Iran’s malign influence across the world. Hopefully, we can co-ordinate that action to tackle the precise thing that she has just mentioned.

There are many, many to pick from, but what I would say is that under his leadership this country hosted what was widely considered to be one of the most successful G8 summits of recent times.

It was great to welcome the Prime Minister to Chelmsford earlier this year, when he launched his antisocial behaviour strategy. He will be pleased to know that the local police have been consistently stepping up their activities. Last week they arrested 24 people for many crimes, and last night they took out a major county lines gang. Will the Prime Minister please join me in congratulating all those in our local police force, and would he like to come back to Chelmsford and go out on patrol, because he would be very welcome?

It was great to visit my right hon. Friend and to launch the Government’s antisocial behaviour plan. I thank her for raising awareness about the important work that her local policing team are doing, and I am pleased that they have been empowered by our strategy. Antisocial behaviour makes life miserable for many, which is why the delivery of our plan is so important, and it is making a difference across the country, including in her part of the world. I was also pleased to see that under this Government, by the most recent year for which we have data, crime had decreased by 56% since 2010.

I would characterise the situation differently from the hon. Gentleman, with the greatest of respect. Israel has suffered an appalling act of terror. It has the right to defend itself and ensure that something like it does not happen again. He talked about people moving from the north to south of Gaza; it is absolutely right that Israel takes every precaution to avoid harming civilians. In my conversation with the President, he confirmed that Israel intends to act within international humanitarian law, but Hamas are preventing people from moving, keeping them in harm’s way. The hon. Gentleman did not mention that in his question, but he would do well to recognise that that is Hamas’s policy: embedding themselves in civilian populations, using civilians as human shields and preventing them from leaving when they have been given advance notice.

Where I agree, and have been very clear, is that we must do everything we can to support humanitarian efforts in Gaza. I refer the hon. Gentleman to my previous comments. I raised all those issues with the Israeli Prime Minister, and we will continue to do everything we can. Again, I point out that it is not just a function of money but about the logistics of getting very considerable amounts of aid into the region. The UK has capability and expertise that we are very willing to bring to bear, and we are having active discussions about how best to do so.

Let me start by thanking the Chelmsford Muslim community for hosting a meeting that brought together Jewish, Muslim and Christian leaders on Friday. All were deeply shocked by the events of 7 October. There is no place for hate, but there is great concern about the loss of civilian life since then, and the risk of contagion and of the situation escalating even further. I thank our Prime Minister for saying that, in defending itself from terror, Israel also needs to act within international law. How is that being monitored? If there are breaches, how would any perpetrator be held to account?

My right hon. Friend will know that there are established mechanisms for that, but I am reassured by what the Israeli President has said very publicly and in our conversations that Israel intends to act within humanitarian law and is taking every precaution to avoid harming civilians.

I start by expressing my sympathies to the hon. Lady and her family for what they are going through. I know this will have been an incredibly difficult time for them. I also pay tribute to her, because her presence at the vigil, in spite of everything, will have meant an enormous amount to many people, and the courage she shows in talking about that experience here today is admirable. She looks forward to a more positive future, which is an ambition I share.

This is an unspeakably difficult situation, a tragedy, but we must find a way to move forward to secure a more stable, peaceful settlement for those living in the middle east, because this tragedy has reminded us all of the horrors of war and the horrors of terrorism. We must find a way to bring peace and stability to the region, and that is what I will strive very hard to help bring about.

As a child of Northern Ireland, I will never forget how frightening it is to be in a schoolroom when a bomb goes off across the road. The Hamas atrocities of last weekend rewrote the definition of evil. The Prime Minister is right to have condemned Hamas, he is right to have stood beside the Jewish population and he is right to have stood by Israel’s duty to defend itself. But our history also tells us that terrorism is rarely defeated by further terror, so he is right also to be concerned for innocent Palestinians caught in the crossfire and who are being used as human shields. I thank him for what he said about the need for Israel to stay within international law, and for the additional aid we have pledged today. May I urge him to try to get that aid to the people who need it as quickly as possible?

We are keen to make sure that that aid makes a difference to as many people as quickly as possible, and we will be working with partners to make sure that that happens.

I thank the hon. Lady for her excellent question and join her in saying that we were delighted to agree the African Union’s membership of the G20. She is right to highlight the increasing importance of Africa in global affairs. Over the next decade or so, Africa’s population will double to 2.5 billion people, with 60% of them under the age of 25. Also, Africa contributes just 4% of global emissions but is home to 35 of the 50 countries most at risk from climate change, so it is important that we are engaged and supportive. I can tell her what we are doing. Now that we have left the European Union and are in charge of our trade policy, we have changed our tariff structure so that 98% of goods imported into the UK from Africa will enter tariff-free. We are making sure that our just energy transition partnerships help countries such as South Africa with their transition, mobilising billions of dollars of support. Next year, we will be hosting the Africa investment summit with over 20 different countries, because the UK, as measured by foreign direct investment, is the largest investor in the continent.

In an ever more dangerous world, having allies and partners is really important, and trust is so important in keeping those allies. I thank my right hon. Friend for the commitment he made on climate change. It was a commitment we gave in Glasgow at COP, and this shows that Britain is a country that keeps its promises. Would he like to share examples of how that money will be spent, how it will make our allies and partners stronger and how that will help to strengthen our own security here in the UK?

I thank my right hon. Friend for all her work in this area. She is right: it is important that we meet our commitment to £11.6 billion of international climate finance, and this particular investment will ensure that we do that. It was warmly welcomed by partner countries at the G20. She will know that the importance of giving money through this multilateral fund rather than bilaterally is that it can be leveraged multiple times, so every pound that we contribute will be able to be used multiple times more and attract more capital. In that way, we are helping to fund hundreds, if not thousands, of projects across the world and I know that the countries that benefit from them are extremely grateful for our support.

The hon. Lady may have missed the £1 billion of investment in the UK semiconductor industry contained in the strategy, and the fact that it was welcomed by leading companies from the sector. It has taken the right amount of time to get the strategy together, because it is the right strategy for Britain. Every country has different strengths, and every country plays a different role in the supply chain. We are focused on what we do best, which is in compound semiconductors, as the hon. Lady will know well from south Wales, but also semiconductor design and intellectual property. Those are the strengths we are investing in, which give us leverage in a large global supply chain. That is why the strategy was warmly welcomed, and is the right strategy to strengthen our security.

Among many other achievements this weekend, may I thank the Prime Minister for ensuring that education did not drop off the global agenda, and that the communiqué reaffirms the G7’s commitment to global education? It is an issue that we in the UK have led on for many years. More than 200 million children in the world right now are in need of urgent educational support, and that has been made worse by conflict and climate change. May I urge my right hon. Friend to continue to encourage our friends, particularly France and Japan, to contribute to Education Cannot Wait?

I thank my hon. Friend for all her work in this area previously. She will be proud, as I am, that the Foreign Secretary launched the women and girls strategy in March, and one particular thing in that was to continue putting women and girls at the heart of everything to do with education. UK aid has supported 8 million girls to gain a decent education, which is part of our pledge to enable all girls to have access to 12 years of high quality education. That is something we will continue to champion in all international fora.

I join the hon. Gentleman in paying tribute to my hon. Friend the Minister of State. He is absolutely right to shower praise on him. Not only has my hon. Friend been instrumental in providing the intellectual underpinning for many of the arrangements that we have adopted in the green lane, but his diplomacy—particularly with the Irish, but also with the parties in Northern Ireland—has proved invaluable in getting us to the point that we are at today, and I thank him for it.

More broadly, as we have heard previously, there are many areas of co-operation that we can have with our European friends and partners. Particularly over the last year, the co-operation with regards to Ukraine in terms of our security—whether it is sanctions policy or providing support—has been positive and invaluable. Hopefully that is something that we can build on.

As a Member of this House who was born and raised in Omagh, may I send my love and prayers to DCI John Caldwell?

In my hand I have my Omagh school notebook from when I was six. The entry for Thursday 13 December that year says:

“Last night a bomb went off in the police barracks. Gillian’s house has no glass in her windows.”

I thank my right hon. Friend for the words he said about not looking back. We must move forward and put those things behind us. May I congratulate him on an extraordinarily bespoke deal that sorts out the practicalities but also preserves the Belfast/Good Friday agreement?

I pay tribute to my right hon. Friend for her work but also for her comments just now, which were powerful and moving. She is right that we must look forward, and we will not let those who want to take us back be successful. Stability in Northern Ireland is important, and it is about the balance of the Belfast/Good Friday agreement, as she knows better than many. We have strived very hard to restore that balance with the Windsor framework. I believe that it does that, and I look forward to working with her and colleagues from across the House so that we can look forward to a brighter future for everyone in Northern Ireland.

I thank the right hon. Gentleman for his question. If he could ask the Leader of the Opposition to give me advance sight of his questions, I would be happy to let him know if I need to bring him up on questions of security.

I agree with the right hon. Gentleman on the importance of ending international finance for coal-fired power plants. It was a landmark agreement that the COP President and the UK presidency achieved at COP. Ninety other countries have signed up to it, at a minimum, and I am keen to make sure that we deliver on those commitments and we push them through the international financial system.

My Essex constituents absolutely get the impact of climate change, because they saw it at first hand in those awful fires last summer. Many of them also get that, unless we help other countries to mitigate and adapt to climate change, we will see even more unsustainable migration, and that will impact us at home. So it is great that my right hon. Friend has reconfirmed our commitment to the investment amounts that we promised in Glasgow and that he has reconfirmed our commitment to deliver those on time. Can he confirm that we will continue to work with other countries to make sure those investments are made on time?

I thank my right hon. Friend for all her work in this area, which she is rightly passionate about and where she has made an enormous difference. I look forward to receiving her continued advice on how we can deliver on our commitments. I am pleased to give her that reassurance. Actually, as she knows, the doubling of our international climate finance commitment was a catalyst for many other countries around the world doing the same. We want to ensure that all that money is spent, and spent well. That is what we will do.

People across Essex witnessed terrible fires in last summer’s heatwave, and in Ethiopia last month I witnessed the horrific climate change-driven drought that is forcing millions of people across the horn of Africa to the brink of famine. I have discussed climate change with my right hon. Friend, and I know he cares. It is great that he is going to Sharm el-Sheikh. The UK brought the world to Glasgow for COP26, so it is vital that we remain a world leader on climate change. Will he please confirm that this Government will fulfil the promises that the UK made in Glasgow?

I thank my right hon. Friend for her work and the role she has played in championing our fight against climate change. I agree with her that there is no long-term prosperity without action on climate change and no energy security without investment in renewables. That is why I will attend COP27 next week to deliver on Glasgow’s legacy of building a secure, clean and sustainable future.
