First, I thank my right hon. Friend for her constructive engagement with the Department. I pay tribute to her school leaders and local authority for everything they are doing. I am happy to give her the reassurance, as the Chancellor has already said, that new funding will be provided to schools to deal with this issue. To ensure that we can get through this as quickly as possible for my right hon. Friend’s constituents and parents—and, indeed, everyone else’s—the Department for Education is in the process of increasing the number of dedicated caseworkers from 50 to 80. We have 35 project directors regionally on the ground to support, and we have more than doubled the number of survey firms, so that we can rapidly over the next few weeks fully assess all the relevant schools and have a mitigation plan in place.

Q10. Steel- workers in my constituency have watched in frustration as other Governments have pumped investment into decarbonisation while successive Tory Governments have sat on their hands. When will the Prime Minister finally conclude the talks with Tata Steel? Can he guarantee that level of investment will match what other European Governments are doing on decarbonisation? And will he guarantee that the conclusion will be based on serious engagement, comprehensively with the steel unions?

Steel is absolutely vital to the UK. This matter is of course of interest to the hon. Gentleman, but I have also discussed it extensively with my hon. Friend the Member for Scunthorpe (Holly Mumby-Croft), and that is because the industry supports local jobs and economic growth. Conversations with specific companies, such as Tata, are ongoing, but they are understandably commercially sensitive. We share the ambition of securing a decarbonised, sustainable and competitive future for the industry in this country. In the meantime, we are supporting the sector with our energy-intensive industries exemption, which provides discounted energy bills. We also have the industrial energy transformation fund, which supports steel companies with their energy bills and the transition through capital to a greener future.

As I pointed out earlier, the session with partner countries that were invited, including India, Brazil, Australia and others, was very good in confirming support for a just and durable peace in Ukraine. On my hon. Friend’s first point, he makes an excellent observation. That is why we have been working hard with other countries to put in place bilateral and multilateral long-term security arrangements.

I have long discussed that with President Zelensky and have spoken to other leaders, because my belief is that if we can put some long-term multilateral security arrangement in place as soon as possible, that will show President Putin that we are not going away and that there is no point trying to wait us out, because Ukraine will get long-term support to defend itself—not just last year, this year and next year but for years to come. That is important for us to do, and my hon. Friend can rest assured that I will continue having those conversations and pushing that point with our allies, all the way in the run up to the Vilnius summit.

The Government’s No. 1 priority should be to strengthen the resilience of our economy so that we can stand more firmly on our own two feet in this dangerous and turbulent world. It was disappointing, therefore, that in the Prime Minister’s statement he failed to make any reference to the central role that steel plays—a key industry that builds our economic and national security and resilience. Given China, the US and the EU Governments are investing hundreds of billions of pounds in their steel industries, can he set out what steps his Government are taking to ensure that we build this vital building block of our manufacturing base?

The Government are committed to supporting the UK steel industry. The hon. Gentleman knows full well that I cannot comment on discussions of a commercially sensitive nature with particular companies, but he will know our track record. As Chancellor, during the pandemic I provided financial support to a steel company in south Wales because I believed it was the right thing to do. If he needs any evidence of our commitment to the steel industry, particularly in Wales, he does not need to look too far.

I thank my hon. Friend for those warm and, I fear, over-generous words. I thank him none the less. It would be remiss of me not to pay tribute to colleagues sitting behind me, who have worked in private, in confidence, behind the scenes for some months to bring us to this place, supported by the Minister of State, my hon. Friend the Member for Wycombe. They deserve enormous credit. It is a collective achievement of minds; many Members of the House in their various ways have contributed to getting to this point. I hope that everyone around the House can now support the agreement as a basis for providing a better future for the people of Northern Ireland.

The scrapping of tariffs on steel will be welcomed by steelworkers in the Port Talbot steelworks in my constituency, but may I press the Prime Minister on non-tariff barriers? Will he confirm that quotas will also be scrapped? He will be aware that the European Union is introducing a carbon border adjustment mechanism. Will he confirm that the Windsor framework will eliminate the risk of a carbon border in the Irish sea?

The UK Government are also exploring mechanisms for a carbon border adjustment mechanism—it is something the Treasury started consulting on last year. That is one of the dialogues that we have with the European Union, and other countries are considering such mechanisms to ensure that they can work in a complementary fashion. The work for all these things is at a relatively early stage, so there is lots of development work to be done to make sure we implement them.

It is fantastic that my hon. Friend is engaging with his younger constituents at Boothroyd Academy on such an important issue, and I know that they will welcome his commitment to supporting them. I agree that there are various things that we can do. There is an updated highway code that strengthens pedestrian access; local authorities can introduce lower speed limits; and we are increasing the number of school streets, which restrict motorised traffic at busy times. I look forward to hearing from him about progress on that issue.

Q7. Yesterday, the Prime Minister stood on the steps of Downing Street and said that he wanted to restore trust, yet in the past 24 hours, we have seen that he is prepared shamelessly to swap red boxes for political support. There are serious consequences to all this horse-trading, so I would like him to be clear on this point: did he seek or receive any advice on security concerns about the right hon. Member for South Staffordshire (Sir Gavin Williamson) before his appointment to the Government yesterday, given that the right hon. Member was sacked in 2019 for leaking sensitive information relating to our national security?

The hon. Member is talking about events that happened four years ago. He is right to raise the topic of national security, because four years ago Opposition Members were busy supporting the right hon. Member for Islington North (Jeremy Corbyn), who wanted to abolish the nuclear deterrent, leave NATO and scrap our armed forces. We will not take any lectures on national security.

In his reply to my hon. Friend the Member for Sheffield South East (Mr Betts) on steel, the Chancellor talked a lot about the steel compensation that has been paid. While that is, of course, welcome, the fact is that British steelmakers are still paying 61% more than their German competitors. Steel is a foundational industry that is about good jobs, decarbonisation and our sovereign capability, so why is there absolutely nothing in the statement for our steel industry?

We have programmes in place to support our energy-intensive industries, and we remain in close dialogue with all companies in all sectors. Our track record on supporting industry is strong, and we continue to create jobs and make sure that British workers are well supported.

My hon. Friend is absolutely right and I congratulate everyone involved in the Solent freeport bid. This Government are using freeports to boost jobs, investment, trade and growth. Local communities, from Merseyside to Teesside, Humber and indeed the Solent, all agree with us and it is a shame that the Labour party does not support their aspirations.

My right hon. Friend knows that the Secretary of State for Housing, Communities and Local Government is engaged with that issue and has worked with the industry to put in place various codes of practice to encourage good and constructive dialogue between landlords and tenants throughout a difficult situation. There are promising signs that that is happening.

I know how important the tourism and hospitality sector is to my hon. Friend’s constituency and what a fantastic champion he is for it. I know how important those initiatives have been. Of course, future decisions of that magnitude will be for the Budget, but I will take what he says into consideration.

Community union self-employed members have raised serious concerns about discrimination in the self-employment income support scheme for those who have taken maternity or parental leave. They point out that eligibility conditions and calculation methods chosen by the Chancellor discriminate against women because they do not exempt periods of maternity leave. What steps has the Chancellor taken to ensure that all parents, and women in particular, are not penalised in their income support payments for having children?

The guidance on eligibility for the particular circumstances the hon. Gentleman mentions has been published. It is designed to be fair to everyone and to take into account, as best we can, everyone’s varying and different circumstances.
