I have not seen the details of those comments and this issue. More generally, the Government have a strong track record of supporting those with disabilities. It is important that children with special educational needs receive the right support in the right place at the right time. We have seen funding for SEN increase by 60% over this Parliament to more than £10 billion. Most recently, the Department for Education and the Department of Health and Social Care are piloting a new project to improve access to specialty support in mainstream primary schools, because we want to make sure that these children get all the support and opportunities they deserve.

We have legislated to give the public ID verification options on social media, and tech companies know the safety value and popularity of that, because they offer it now, but for a big fee every month—it is not good enough. Bereaved parents are campaigning for more measures to protect kids online, fraudsters are routinely exploiting fake social media accounts to scam, and there are fears of global political interference in elections from faceless, traceless bots. It is creating the perfect cyber-storm. Will my right hon. Friend use his influence to get tech companies to get on with offering robust, visible and free verification measures as soon as possible to keep people safe?

Can I start by commending my hon. Friend on her work on this issue? She is absolutely right that user verification can be a powerful tool to keep people safe online. The Online Safety Act 2023, as she knows, requires companies to offer all adults optional user identity verification. Companies will also need to take firm action to improve safety for children in particular, and Ofcom will be able to monitor tech companies and have strong powers to ensure they comply. I can tell her that the Home Secretary is meeting the industry on Monday next week and will be sure to raise the points she has mentioned today.

It is worth bearing in mind that Labour Front Benchers backed the Future Fund when it was introduced—indeed, they were calling for more funding for it, not less.
The House will be aware of my wife’s shareholdings in various British start-ups. That is her career. Those are on the record, and I am happy to put that on the record again. It is worth bearing in mind that the Future Fund helped more than 1,200 different companies. Neither the Government nor the British Business Bank chose any of those specific investments; it was open to any British firm that met the criteria.

The Government are determined to ensure that the UK remains one of the best locations in the world for automotive manufacturing. Hydrogen fuel cells and their upstream supply chains are already in the scope of the ATF, and support for the fund has enabled Johnson Matthey’s £60 million investment in Hertfordshire to develop hydrogen technologies. I am told by the Secretary of State for Business and Trade that the Department for Business and Trade is continuing to look at the future possibilities for renewable hydrogen and will consider the fund’s eligibility in light of the new developments in this space.

I say to the hon. Lady that I know that it will be a frightening time for British nationals in Gaza and for their families. We continue to provide assistance to them, and they are in contact with the Foreign Office. We have not been able to secure the movement of any British nationals the other way across the Rafah crossing, but we have had discussions with the Egyptians, including the one that I had with President Sisi, to ensure that when the possibility is there, those people can cross. Indeed, we have pre-positioned rapid deployment teams from Border Force in Egypt, close to the border, to make sure that, logistically, we can collect those people and get them home as safely as possible when that happens.

The new army of online middle east experts, the unverified bots from nefarious sources and the rise of sophisticated artificial intelligence risk seriously undermining the work that the UK and the international community are doing to de-escalate the conflict. Everybody sharing divisive and abusive messages—including, sadly, people in this place—needs to understand that they are serving only to raise the heat on the families of the people with loved ones in Israel and Gaza. Will my right hon. Friend confirm that the UK and Governments around the world are working to put pressure on the tech companies to tighten up their controls and ensure that we have prosecutions here where necessary to provide the deterrence that we need?

I reassure my hon. Friend, who raises an excellent point, that online offending is as serious as offline offending and that we have robust legislation in place to deal with threatening or abusive behaviour, or behaviour that is intended or likely to stir up hatred. That applies whether it takes place offline or online, and we have worked with the police to fund an online hate crime reporting portal and to ensure that they have all the tools they need to bring those who break the law to justice.

The UK is already tackling this issue head on. At the United Nations General Assembly, we announced funding, in particular for famine support in Somalia, and our work on helping to secure an extension to the Black sea grain initiative will make an enormous difference to the people that the right hon. Gentleman rightly cares about, as do I. In addition, countries in Africa were very pleased by our commitment to the Global Fund, because they know that will help to alleviate some of the difficulties they face.

Multinationalism has never been more important given current global pressures and threats, not least in protecting the people of Ukraine. Despite Twitter mainly having a meltdown over flowery shirts, will my right hon. Friend tell us how useful he found his first G20 meeting for relationship building and consolidating joint international working?

Of course these summits are helpful in co-ordinating global action on tackling challenges such as inflation or supporting Ukraine, but they are also helpful in building those relationships with foreign leaders that can deliver tangible benefit for people here at home. We have seen that most recently with the dialogue we are now having with President Macron and the French that has led to a new deal to help us tackle illegal migration. That is an example of why these dialogues and summits matter, and they are delivering real change for people here at home.

We did review and indeed end the visa that the right hon. Gentleman is raising. The Home Office is currently considering the right way to replace that visa with something that is more sustainable and protects our security interests. I will be happy to have the Home Secretary write to him with an update on that process.

I am pleased to say that we have announced ambitious new plans to improve the cost, the choice and the availability of childcare to benefit hundreds of thousands of parents across the country. That includes measures to increase the number of children that can be looked after by each staff member and making it easier for people to become childminders. We will respond to all those proposals in very short order.

Actually, we are on track to meet all the climate targets that we have set. Our track record is that we have met them all. They are the most ambitious in the world and I reassure the hon. Lady that this is a whole-Government effort. Every Minister in the Government is committed to doing what they need to do to deliver on our ambitions.

In expertise terms, Stroud is the greenest constituency in the greenest county of Gloucestershire, so I welcome the important challenge about what net zero means to everyday people, because we are providing the solutions. Does my right hon. Friend agree that Government programmes such as Jet Zero and expert green tech businesses such as those in Stroud will be pivotal to the UK’s meeting its targets here affordably for our constituents and to helping other countries with climate challenges?

My hon. Friend is absolutely right, and that is why this can be a win-win. There are already hundreds of thousands of jobs in the UK involved in our transition to net zero. Not only is that good for our economy, but that expertise is helping other countries to make the transition. We need to make sure that all our funding and all our policies are geared towards supporting her fantastic businesses in Stroud, because that is the right thing to do not just for us, but for the world.

I am happy to assure the hon. Gentleman that my right hon. Friend the Financial Secretary to the Treasury has met various groups and has received various proposals, and of course we will give those proposals fair and due consideration.

Stroud and the south-west is packed with creative people and industries that need innovative support right now. Specifically, many UK film and TV productions have struggled to get insurance for costs related to covid-19. Can my right hon. Friend outline for the House what the Government are doing to support this £4 billion UK industry?

My hon. Friend is absolutely right to highlight the importance of the creative industries to the UK economy and, indeed, to our social or cultural capital. That is why the Government have created a £500 million film insurance scheme, to which she rightly alluded. More than 100 different film productions have taken advantage of the scheme so far and it is currently safeguarding over 14,000 jobs. It is that kind of thinking that we hope can help drive our recovery and support the industry that she rightly champions.
