The right hon. and learned Gentleman talks about leadership. This summer, I stood on my principles and told the country what they needed to hear, even though it was difficult. When he ran for leader, he told his party what it wanted to hear, and even now, he says one thing and does the other. He says that he cares for working people, but he will not stand up to the unions. He said that he would honour Brexit, but he tried to have a second referendum. And now he tries to talk tough about immigration, but he promised to defend free movement. You can trust him to deliver for his party; you can trust me to deliver for the country.

Q3.   As we debate how to best help our constituents with their energy costs, 10 million people in Ukraine are without power due to Russia’s barbaric strikes on the country’s energy infrastructure. Will my right hon. Friend set out what support we will provide to our Ukrainian allies to help them to repair the damage and keep their citizens warm this winter?

I am pleased to tell my hon. Friend that I spent time discussing that with President Zelensky at the weekend and talking to Ukrainian families about the impact that these awful strikes are having on them. I know that the whole House will be proud to know that we are providing millions of pounds of immediate support, with generators, shelter and water repairs, on top of the 570 mobile power generators that we are donating to power facilities across Ukraine. We are also working with the Government to repair critical infrastructure, with eight projects identified by UK Export Finance to be delivered in the near future.

We had a wide-ranging conversation on a range of topics, including climate change. We are committed to our obligations under the COP agreement and we welcome Saudi Arabia’s commitment to be net zero by 2060. There are many different opportunities for Saudi Arabia to play its part as COP president coming up, and we look forward to supporting it in that endeavour.

The last few years have shown us the importance of resilient supply chains. Can my right hon. Friend confirm that a priority for his discussions with allies at the G20 was decoupling our supply chains from authoritarian regimes in key areas such as critical minerals and semiconductors?

My hon. Friend makes an excellent point. I am pleased to tell her that just yesterday the Business Secretary made a decision on semiconductors that should give her and others confidence that we take this matter incredibly seriously. I discussed critical minerals with many of our allies around the world and I am pleased to say that Japan, in its G7 presidency next year, will put economic security at the heart of our collective agenda.

The hon. Lady is describing the impact of inflation on people’s incomes. Of course that will have an impact; we have been very clear and honest about that. That is not just happening here; it is happening everywhere across the world as we grapple with higher inflation, but the measures we are taking today will make a significant difference to support working families in weathering some of the challenges ahead. Again, for those who are most vulnerable, we started this journey in autumn with a tax cut to universal credit, and we are doubling the household support fund today to £1 billion.

I welcome the Chancellor’s statement today. It will do a lot to help many of my constituents in Rushcliffe. Can he reassure me and my constituents that the tax-cutting measures announced today will continue to be the focus of this Conservative Government and that they are just the start of what is possible if we continue to build a stronger, greener economy?

My hon. Friend is absolutely right. We started in October, and we have made progress today. The tax plan published today shows that we will continue to make progress, cutting taxes for businesses and people over the remainder of this Parliament.

Those of us on the Government Benches believe that it is also right that we support those on middle incomes; those families are also working hard and they deserve our support. It is important that they know that the Government are on their side at times like this, and that is why we have taken the approach that we have. But of course we are cognisant of those on lower incomes. As I said, this is a progressive package. Flat-rate payments are a greater percentage of income for people on lower incomes, and indeed with smaller energy bills. As I have outlined, we have a range of other interventions specifically targeted at those people.

I welcome this generous plan, especially the inclusion of families on middle incomes, which will do a lot to help many of my constituents in Rushcliffe. Does my right hon. Friend the Chancellor agree that now is the time for us to be investing in our domestic energy industry and energy security—in turbo charging our move to clean energy, as we are doing in the east midlands freeport, rather than risk driving investment from the UK with a counterproductive windfall tax as the Labour party would?

I agree with my hon. Friend. She puts the point excellently. Government Members are in favour of more investment in domestic energy, more jobs for the British economy and greater energy security for our nation.
