I am happy to address that clearly. We have one of the most robust arms export licensing control regimes in the entire world. We have previously assessed that Israel is committed and capable of complying with international humanitarian law. But, as the hon. Member would expect, we regularly review our assessment. As the Foreign Secretary confirmed last week, the UK position on export licences is unchanged and, following the latest assessment, is in line with our legal advice. We will keep that position under review and act in accordance with advice. I also point out to the hon. Member that most like-minded countries have not suspended their existing arms export licences to Israel.

I, too, welcome the Prime Minister’s leadership in this area. In addition to the thanks given to the RAF, which undertook exemplary action this weekend, will he also thank those US service personnel based here in the United Kingdom, including many in my West Suffolk constituency, who were prepared to act as a moment’s notice to defend Israel against this attack, which has been roundly condemned?

We should be proud of our record. We have been one of the largest contributors to the effort in Ukraine, but it is also important to recognise that we have consistently been the first country to act, and that has galvanised others. That is an important role that the Ukrainians especially recognise. I went through the capabilities that was true for, but again, crucially, we were the first country out of the 30 that promised to sign a security commitment. As others follow, that will enhance and improve Ukraine’s deterrent against Russia, and that is something we should be proud of.

I welcome the fact that the Prime Minister is in the Chamber, opening himself up to democratic scrutiny, but I also welcome the fact that he took the decision to act—took that heavy duty and responsibility—before coming to this House. It is folly to ask for a vote in advance of action, and it is in the interests of our national security that the Prime Minister can act. That precedent goes a long way back, well before the precedents he has cited of 2015 and 2018. It is the constitutional basis on which we defend ourselves as a country.

I thank my right hon. Friend for his support and his comments. He is right that this is not a decision I took lightly, and right to point out that publicising an action like this in advance could undermine its effectiveness and risk lives. Of course, it is Parliament’s responsibility to hold me to account for such decisions, but it is my responsibility as Prime Minister to make those decisions.

Does the Prime Minister agree that the disgusting antisemitic, anti-vax conspiracy theories promulgated online this morning are not only deeply offensive but anti-scientific and have no place in this House or in our wider society?

I join my right hon. Friend in completely condemning, in the strongest possible terms, the types of comments we saw this morning. Obviously, it is utterly unacceptable to make such linkages and to use such language, and I am determined that the scourge of antisemitism be eradicated. It has absolutely no place in our society. I know the previous few years have been challenging for the Jewish community, and I never want them to experience anything like that again.

What I can tell them is that they will not have to wait until October, as the Labour party’s proposals would have had them do. They will receive £150 in April, and then in October they will receive the rebate on their bills at a time when the energy price cap will be looked at again. So it is appropriate that there is further action to provide support then. That is why this policy is the right policy. By using the council tax system, we can get money to people faster—£150 in April for the hon. Lady’s constituents.

I welcome this smart set of measures. We must retain fiscal discipline; otherwise the problem will get worse rather than better. On monetary policy, the Chancellor mentioned the independence of the Bank of England decision, which has just been announced, but there is some chatter about working in tandem with the Bank. Will he confirm that, on monetary policy—not just interest-rate setting but the withdrawal of quantitative easing—Bank independence will be respected?

I can give my right hon. Friend that assurance. It is absolutely right and proper that the Bank is independent of Government on matters of monetary policy. That is exactly what has always been the case over the past two years and it will continue to be the case. I can wholeheartedly give him that assurance.

My right hon. Friend speaks with compassion and authority on these topics, and I join him in making sure that we are aware of the issue. I am, of course, aware of people’s anxiety about what is coming; he can rest assured that we continue to look at all the policies we have in place to make sure that we are supporting people in the best way possible through the months ahead.

With the risk of inflation becoming entrenched, we need fiscal discipline while the Bank of England undertakes the tricky task of monetary tightening. What does the Chancellor think of proposals that would break down that fiscal discipline and therefore risk increasing inflation and being completely counterproductive?

My right hon. Friend is absolutely right; given his career before he was in this place, he, too, speaks with authority on these matters. He is right to highlight that many of the proposals that people suggest would involve a significant fiscal loosening, which would be inflationary and counterproductive at this time. It is right that fiscal policy is supportive of people, but also mindful of the risks of rising inflation, not least because of the risks for the costs of servicing our debt.

I point the hon. Lady to the Prime Minister’s speech on skills last year when he unveiled this Government’s lifetime skills guarantee, which delivers exactly what she is asking for. Those 10 million adults without a level 3 qualification, who she is absolutely right to highlight, will, for the first time, be able to get one, fully funded by this Government. That is a Conservative Government delivering for people, giving them the skills and opportunities they need.

The combination of the furlough scheme, the kickstart scheme and the youth offer the Chancellor has just discussed shows that his efforts are leading to the UK having one of the fastest economic recoveries in the world. Will he commit to working globally to ensure that the confidence and opportunities this brings are available globally as they increasingly are in the UK?

My right hon. Friend is absolutely right, and I want to thank him for two things. First, when he was a Minister he created traineeships, and he will be pleased to know that this Government are tripling the number of them to give young people the best possible start in life, finding new skills and opportunities. Most importantly, this year, because of his success in making sure this country had the fastest roll-out of a vaccine anywhere in the world, we are enjoying the fastest opening up and the fastest economic recovery, and I pay tribute to him for that.
