Prioritising connecting towns in the north of England is a big part of Network North, so you will be pleased that I have a suggestion, Mr Speaker. Direct trains between Preston and Liverpool do not exist because passengers have to get off because there are buffers at Ormskirk. Science, technology and new multi-modal battery trains are going to allow that to be an accessible possibility, and then get Midge Hall station in Leyland reopened; does my right hon. Friend agree that that is a great idea and we should crack on with it?

Network North will significantly improve connectivity across the north, including through £3 billion to connect up all the major towns and cities of the north and £12 million to improve connectivity between Manchester and Liverpool. My hon. Friend is a fantastic champion for the region and I know that she and my hon. Friend the Member for Southport (Damien Moore) recently discussed Midge Hall station with the Transport Secretary, who is looking at options. We are keen to use every penny that will be saved from our decision on HS2 to reinvest back in the north, in local communities, and my hon. Friend’s idea sounds fantastic.

It is right that we bring people with us as we transition to net zero. The worst thing we can do is alienate communities if we want to actually deliver on our climate commitments. As it turns out, we are very lucky to have a very reliable and very affordable form of energy in offshore wind, which is also creating jobs domestically in the UK. It is right that that is our priority.

After two wonderful weeks last November in Glasgow, with the hon. Member for Edinburgh North and Leith (Deidre Brock), what became really clear was how far ahead of Governments industry and businesses are in addressing these issues and challenges. For example, on electric vehicles, range anxiety is an issue for those of us who live in the north-west of England and have to try to get to London. Can I have the Prime Minister’s commitment that we will do everything we can to get government out of the way of private industry, for example in EV charging infrastructure roll-out?

My hon. Friend makes an excellent point. We will not solve this problem without the investment and co-operation of the private sector. Governments simply cannot do it alone. When it comes to electric charging infrastructure, we have helped with seed funding of around £2 billion. We have one of the most developed charging infrastructures in Europe, but she is right that, ultimately, it has to be the private sector that delivers the investment required.

That is absolutely not right. When it comes to the super deduction, what the Labour party will never understand is that we want to support businesses to create jobs. That is what the super deduction does. I just gave the hon. Gentleman the example of BT creating thousands of new jobs because of the super deduction. When it comes to education, this Govt have invested £3 billion—£800 per pupil—in helping children to catch up with lost education, on top of a record increase in schools funding, which means that per-pupil funding in real terms at the end of this Parliament will be the highest it has been in over a decade.

Jobs are the most important way of helping communities to move forward. Those who have been out of work for 12 months or more can access the restart scheme, worth nearly £3 billion. Will my right hon. Friend ensure that part of his plan is helping everyone to have proper, decent work and decent training to enable them to get the right job?

We have provided that certainty through to the end of the spring, at the same time as saying that we will review the scheme in January to ensure that it is operating well and at that point review the employer contribution. Combined with all the other interventions we have made, I think that that provides the medium-term certainty that businesses need to plan through the winter and beyond.

I am pretty awed, to be honest, by the incredible scale of the support that this Government are putting in place for the people of South Ribble and beyond. We have a massive recovery to undertake in jobs and employment, and this is absolutely vital. There is 2 billion quid being invested in kickstart to create opportunities for people leaving education. Does my right hon. Friend agree that prioritising help for those young workers, such as those leaving Runshaw College in Leyland, is the right thing to do and a key part of how we are going to recover?

My hon. Friend is absolutely right. It is young people who are most impacted economically by the crisis we are experiencing, and she is absolutely right that they should be at the heart of our thinking about the recovery. The kickstart scheme is at the centre of that, providing fully funded job placements for at-risk young people. Tens of thousands are starting their jobs in the coming days and weeks, and we look forward to those young people having a new springboard into a bright career in her constituency and elsewhere.

Better transport is central to our ambition to level up and spread opportunity across the United Kingdom. That is why the Chancellor will be unveiling, alongside his Budget, the national infrastructure strategy, which will set out further details of our plan to increase capital investment to record levels and transform the UK’s infrastructure.

South of Preston, there is only a single crossing of the River Ribble and a single-track bridge crossing the River Douglas, creating massive choke points for the residents and workers of Lancashire. Will my right hon. Friend consider additional bridges at these crossing points, which are strategically important for the whole of Lancashire as well as South Ribble?

My hon. Friend is absolutely right about the importance of relieving congestion for improving day-to-day quality of life and driving economic growth. I am pleased that last year her constituency benefited from a £30 million investment to do just that. But there is always more we can do, and I would urge her to consider the Department for Transport’s pinch points fund.
