The hon. Lady might want to check some of the facts that she just outlined to the House; they are not quite right. Perhaps she would like to explain to the country why her party is stuck with a completely incoherent energy policy that will saddle working families with £28 billion of higher tax rises and higher energy bills.

Q12. Since 2019, the Prime Minister has had our backs in Stoke-on-Trent North, Kidsgrove and Talke, with record funding for our local transport, over £200 million for Stoke and Staffordshire to repair potholes, over £30 million to improve our bus network with cheaper fares and new and extended routes, funding to upgrade Kidsgrove and Stoke-on-Trent railway stations and bringing back the Stoke to Leek line—and this week Stoke-on-Trent and Staffordshire have seen a tenfold increase in transport funding year in, year out. I know the Opposition like to talk down Stoke-on-Trent North, Kidsgrove and Talke, but isn’t it true that this Prime Minister and this Conservative party are the only ones with a plan to improve and better connect our communities and fix our broken roads and pavements?

As ever, my hon. Friend is a fantastic champion for Stoke-on-Trent, and he is right: over the next several years, his area will receive 10 times as much as it currently does to invest in local transport schemes as a result of this Government’s decision on HS2. But he is also right to say that after years of being neglected by the party opposite, it is this Conservative Government that are levelling up across the country and in Stoke-on-Trent, championed by fantastic MPs like him.

The UK Government are investing in Wales, with record investment in electrification of the north Wales line and record investment in communities up and down the country. It is important to recognise that just recently, the UK Government invested hundreds of millions of pounds to safeguard thousands of jobs at Tata Steel. The Welsh Government have had access to the largest set of Barnett consequentials on record over the past couple of years, and have the resources they need.

Thanks to this Conservative Government, the people of Stoke-on-Trent North, Kidsgrove and Talke will see over £200 million to fix our broken roads, the reopening of the Stoke to Leek line, and over £30 million to bus back better by introducing fairer fares and smarter routes to better connect our communities. However, residents who have a free bus pass are being denied the use of it before 9.30 am by Labour-run Stoke-on-Trent City Council, meaning that people cannot get to their GP appointments or to work. Will the Prime Minister back my campaign to end that unfair policy, which is being imposed on my residents?

My hon. Friend is absolutely right about the importance of high-quality bus services. That is why we have capped the cost of travelling on buses at £2 until the end of 2024 as a result of our decision on HS2, and why we have supported councils with £1 billion of funding. I urge all councils to ensure that people see the benefit of that investment, and I wholeheartedly back my hon. Friend’s campaign.

I thank my hon. Friend for his support of our approach. The new small boat operational command will bring together our civilian capabilities, our military and the NCA in a more unified way than before and supplement that with new technology—aerial or land-based surveillance, drones and radar—and in doing all that will be able to maintain an exceptionally high interception rate and increase the level of prosecutions we currently see. I know that is something he will want to see happen.

The people of Stoke-on-Trent North, Kidsgrove and Talke will warmly welcome the Prime Minister’s statement, albeit cautiously because they want to see delivery on the ground, but the mask has slipped on the Labour party. Labour Members have been absent throughout the majority of this statement in their north Islington coffee bars, drinking chai lattes and scoffing down quinoa. Over 19,000 people have now signed a petition titled “End Serco’s Abuse of Stoke-on-Trent” because Serco is too busy taking up our hotels. In fact, the Prime Minister’s own constituents have signed the petition in this cause. Will he agree with my constituents and his, and end Serco’s use of hotels in Stoke-on-Trent?

I thank my hon. Friend and his local community for the way they have approached this problem and the support they give to people who need refuge. He is right that we cannot exploit that generosity and compassion, so we must relieve the pressure on hotels, and that is what our plan will deliver. Ultimately what we all want to see and what the people of Stoke-on-Trent want to see is an end to the boats coming, and that is what this Government will deliver.

I know that Members across the House will want to join me in wishing both England and Wales the best of luck in the World cup.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

People in places such as Stoke-on-Trent North, Kidsgrove and Talke are not getting the help that they need quickly enough when it comes to mental health. Fellow campaigner James Starkey and I were delighted when the Prime Minister, who was then Chancellor, said he would back our campaign every step of the way to get mental health nurses into GP surgeries. Will the Prime Minister deliver on his promise, back our “No Time to Wait” pilot scheme developed by the Royal College of Nursing and help get people the support that they need?

May I thank my hon. Friend for his continued campaigning on this important issue? I am pleased to tell him that all 1,250 primary care networks in England are entitled to recruit up to two mental health practitioners to work in surgeries. I know that the British Medical Association and the NHS are looking at expanding that, and I look forward to working with him to ensure that his constituents in Stoke get the mental health support and care that they need.

I am glad that the hon. Gentleman recognises that there are two sets of Barnett consequentials for Northern Ireland stemming from each of the policies, which sum total £250 million. He will appreciate that I cannot comment on future tax and welfare policy but, as always, I will take what his says and reflect on it.

I warmly welcome the Chancellor’s statement because 94% of properties in Stoke-on-Trent are in council tax bands A to C, so the £150 rebate will do wonders across Stoke-on-Trent North, Kidsgrove and Talke. From his recent visit to the city, he knows that the ceramics sector is an energy-intensive industry and will be looking for more creative solutions in the short term to help with rising energy costs. Can he confirm that he will meet me and other Stoke-on-Trent MPs to discuss those ideas further?

I am always happy to meet my hon. Friends from Stoke, which benefited from not just one, not just two, but three successful levelling-up fund bids, and which I was pleased to visit recently. My hon. Friend is right and he is, rightly, a proper champion for the ceramics sector in this House. I enjoyed meeting representatives from that sector on my recent visit and I would be happy to meet him and them to discuss the situation further.

The reduced rate of VAT was put in place to support the hospitality industry during coronavirus. It extends all the way to next spring; it does not step up until next March, as the hon. Lady pointed out. As she also pointed out, the Government are putting in place business rates support to help businesses in that industry—as I said previously, up to £110,000 for each business next year through a 50% discount on their business rates, with Barnett consequentials flowing to Scotland as a result.

Brewers have gone through a really challenging time throughout the pandemic, so the Chancellor’s announcement of a reduction in the draft beer duty rate was extremely welcome. Keith and Dave Bott, owners of Titanic Brewery, want to pass on their thanks to the Chancellor directly and hope that he can come and enjoy the Bulls Head in Burslem to celebrate this fantastic achievement.

I very much appreciate the hon. Lady’s raising the issue. She will know that the matter has been extensively discussed and debated for many years. The matter, after review, has been concluded and closed and is final in all respects.

The mother town of Burslem in Stoke-on-Trent North, Kidsgrove and Talke is blessed to be the home of the outstanding British brewer, the Titanic brewery, founded and run by Keith and Dave Bott. More than 80 Conservative colleagues and I have shown our support for the introduction of a lower draft beer duty on beer sold in pubs from containers over 20 litres in size. Will my right hon. Friend assure us that the proposal is being considered as part of the alcohol duty review? Will he tell us when the review will conclude? Our pubs need urgent help today.

I can assure not just my hon. Friend, but Keith and Dave from the Titanic brewery, that we have consulted industry on the prospect of such a lower rate as part of our ongoing alcohol duty review. The team and my right hon. Friend the Financial Secretary are working closely with HMRC to further understand the practicalities and the cost of the proposals; we will provide further updates in due course. My hon. Friend is right about securing hospitality in the meantime. The temporary VAT cut, the business rates holiday and, indeed, freezing beer duty at the last two Budgets are all helping in the short term.

There is equity across the Union. I thank the hon. Gentleman for welcoming the measures, but there is equity because everyone is treated exactly the same under these nationwide schemes. With regard to support in Wales, as I have said, £600 million more was announced today for the Welsh Government, bringing the total up to £5 billion of funding. Again, I am sure that the Welsh Government can use that money in the way that he suggests, which is to support businesses, if that is indeed what they want to do.

May I add my name to the long list of people who, once again, are thanking my right hon. Friend for his unprecedented support, which will be a great source of comfort to the residents of Stoke-on-Trent North, Kidsgrove and Talke? May I raise the fact that there is not just a financial incentive through the kickstart scheme for the under-25s, but a financial incentive now for the over-25s in the form of apprenticeships, which will be a huge boost to the jobs and economic recovery of Stoke-on-Trent and Staffordshire. Does he agree that this type of scheme is exactly the way forward and that employers should be taking it up to ensure that we can reskill and retrain a workforce, who, in Stoke-on-Trent, are sadly largely low-skilled and therefore stuck, in some cases, in low-wage jobs?

My hon. Friend is absolutely right. For almost the first time, there is now a cash incentive for businesses to take on older apprentices, given the particular nature of the crisis that we face. I am glad that that will help to train and reskill people in his constituency. I hope that many of them will find their way to the world-beating ceramics industry that he champions so well, which I know will also be heartened by the extension of the furlough scheme today.
