While the Labour party was busy trying to take us back into the EU and reverse the referendum result, my predecessor was signing trade deals around the world that have seen Brexit Britain overtake the Netherlands, France and Japan to become the fourth largest exporter in the world.

Q9. My constituent Claire Massey and one of her two children almost lost their lives in a fire at her home in February 2023. Since then, Claire has been a victim of bullying by aggressive claims handlers, and of negligent and unprofessional conduct, including violating a policy and withdrawing alternative accommodation, by the insurer Policy Expert—part of the Accredited Insurance (Europe)— and Trinity Claims. Claire has raised institutional failings with the Financial Conduct Authority, which appears toothless. She has also successfully raised individual issues with the financial ombudsman, but the delaying tactics of the insurers mean that she is no closer to a resolution. Claire is here in the Gallery today and asks whether the Prime Minister will meet her and me to look at how we can better protect consumers against bad practices in the insurance industry. Does he agree that it is time to establish on “Office of the Whistleblower”?

My hon. Friend is an excellent campaigner on behalf of her constituent, and I extend my sympathy to Claire and her family. While I cannot comment on individual cases, as I am sure she will understand, I know that the Financial Conduct Authority has the powers it needs to take action against firms that breach its rules. Further, customers can contact the Financial Ombudsman Service, whose decisions are binding on insurers. I will immediately ensure that the relevant Minister meets my hon. Friend to look more closely at this specific issue and the case that she raises.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

Tomorrow is the National Day of Reflection, a Marie Curie-led initiative bringing together communities across the UK to remember family, friends, neighbours and colleagues we have lost. Will the Prime Minister join me in thanking Stoke-on-Trent City Council for supporting my call for a post box to heaven in Carmountside cemetery?

On the second anniversary of the tragic death of my constituent, two-year-old Harper-Lee Fanthorpe, who swallowed a button battery, will the Prime Minister thank her courageous mother, Stacy, for leading the campaign to raise awareness of the dangers of button batteries, and will he back my call for legislation to ensure greater product safety?

Of course I join my hon. Friend in thanking Stoke-on-Trent City Council. I am very sorry to hear of Harper-Lee’s tragic case, and my thoughts are with her friends and family, particularly her mother, Stacy. We are aware of the concerns about button batteries. The law is very clear that products available in the UK must be safe. The Office for Product and Safety Standards has published guidance for manufacturers on exactly that, and it is working with the Child Accident Prevention Trust to educate parents and childcare professionals on button battery safety.

Of course my thoughts and condolences go to Jean’s family. It is absolutely right that we continue to make progress on improving performance in urgent emergency care. We outlined plans to do that just the other month, and I am pleased to say that we have been seeing a marked improvement over the last few weeks in comparison with the peak pressures that we saw over the winter, owing to covid and flu, both in waiting times in A&E and in ambulance performance times. Because of the investments that we are making in more ambulances, more doctors and nurses, and more discharges, I am confident that we will continue to make progress towards securing the care that we all expect and need to see.

Q12. Since its release earlier this year, the heartwarming and inspiring story of Dave Fishwick’s journey to set up a community bank has quickly risen to become one of Netflix’s top films. Last week in the Chamber, I called for more initiatives such as the “Bank of Dave” to support local communities across the UK. Does the Prime Minister agree that financial inclusion is an essential part of levelling-up opportunities in our communities, and will he meet Dave and me to discuss how we can replicate his success story in other areas such as Stoke-on-Trent?

Community focus banks and non-bank lenders such as Burnley Savings and Loans have a vital role to play in ensuring that everyone has access to affordable credit. That is why we have made it quicker and easier for new banks to enter the market. Since the new bank start-up unit was created a few years ago, 30 new banks have been authorised. I will ensure that my hon. Friend has a meeting with the Exchequer Secretary to discuss this issue further.

First of all, let me say that my thoughts are with the company’s employees and families at this time, and we stand ready to support those impacted. Let me just outline to the hon. Gentleman what exactly has happened. We did offer significant support to Britishvolt through the automotive transformation fund—a considerable amount of funding—but entirely reasonably, and this is not something I expect the Labour party to understand, that support was conditional on the company receiving private investment as well, which is a sensible protection for taxpayers. Unfortunately, that did not materialise. It is completely wrong to take from that what else is happening in the north-east. Across the north-east, there is new investment in the new N-Vision and Nissan plant in electric vehicle manufacturing. That is a £1 billion investment in the north-east. Look at what is happening in Teesside on clean energy. This Government are committed to the north-east, and we will deliver more jobs and opportunity under this Conservative Administration.

The Prime Minister has long been a friend to business. As Chancellor, he listened to businesses in Stoke-on-Trent Central about their issues. Stoke-on-Trent has a wide range of manufacturing fabrication and engineering excellence. Does he agree with me that growing these activities is a vital strand of our levelling-up ambitions? May I invite him to re-visit my constituency to meet these businesses?

My hon. Friend is an excellent champion for her constituents, particularly her advanced manufacturing businesses, which I have had the pleasure of visiting with her in the past. It is important that we support those businesses on energy prices, which we are doing through the announcement that the Chancellor recently made, particularly in regard to generous support for energy-intensive industries. Indeed, they can also apply for up to £315 million-worth of capital grant funding to help them make the transition to net zero.

I actually did engage with representatives from local authorities in the run-up to the spending review. Last week’s spending review outlined an additional £1.6 billion a year of cash grant for local authorities, which will ensure that local government core spending power will rise at about 3% a year in real terms over the spending review period; that is historically high. It has been warmly welcomed by local councils up and down the country, and will ensure that council tax increases can be kept at more moderate levels.

T8. I, too, thank my right hon. Friend for the £56 million for three innovative levelling-up bids in my home city of Stoke-on-Trent. We warmly welcome this as the biggest investment in Stoke-on-Trent for 50 years. However, investing in our social fabric and growing our local social infrastructure must be community-led to achieve the best results. Will he update this House on whether the shared prosperity fund will target grassroots community capacity-building investment in developing our social infrastructure rather than capital funding?

What this deal ensures is that all those businesses that the right hon. Gentleman mentioned have tariff-free access to European markets. Otherwise, there would have been significant tariffs on those exports. He is right that there are changes to our trading relationship. That has always been the case, and the Prime Minister and the Government have been clear about that. I know that my right hon. Friend the Chancellor for the Duchy of Lancaster is working through individual issues as we look over time to streamline and improve all our processes. The right hon. Gentleman will also know that we have invested a huge amount of resource in the IT systems at DEFRA and in providing support for those businesses that need help to fill out various customs forms and meet new procedures.

I welcome the £4.6 billion in grants announced last week for the retail, hospitality and leisure sectors. As my right hon. Friend will be aware, businesses in the hospitality industry have been subject to restrictions since the beginning of the pandemic, leaving the sector as one of the hardest hit financially. I have spoken to many affected business owners and workers in Stoke-on-Trent Central. As we approach the end of this financial year, with the possibility of restrictions now extending beyond it, will my right hon. Friend reassure me and businesses in my constituency that the Government will extend the existing package of measures, including the current business rates relief and VAT reduction, which act as an important lifeline for many in the sector?

I know from visiting my hon. Friend’s local area how important hospitality businesses are to her. While I obviously cannot comment on future Budget decisions, I can give her the assurance that I remain very committed to supporting our fantastic hospitality businesses through this crisis, so that they can recover strongly on the other side.
