Actually, we are investing record sums in improving hospital infrastructure across the country. In Eastbourne in particular, spades are already in the ground to deliver an elective surgical hub. I know that there is local Liberal Democrat scaremongering about the future of services, but the local Conservative MP is doing a fantastic job, engaging with her community and working with local health officials.

It was my huge pleasure to host the aerospace defence and security industry apprenticeships event in Parliament yesterday, welcoming two apprentices from Collins Aerospace in Wolverhampton. Will the Prime Minister join me, in National Apprenticeship Week, in celebrating the opportunities that apprenticeships can provide in the defence industry, as well as in our armed forces, which are all in the top 10 apprenticeship providers?

My hon. Friend is absolutely right to highlight the importance of our apprenticeship provision, which is providing young people with opportunities across the country, particularly in the defence and aerospace sectors, as she said. Those plans are in stark contrast to those of the Labour party, which has caved in to big business and is now proposing to halve the amount of apprenticeship funding and the number of apprenticeships.

The Government are committed to building 40 new hospitals as part of the new hospital programme. In the south-west, eight out of the 11 schemes do have full outline planning permission approved, and the remaining three schemes would not be expected to have planning permission at this stage, due to when they are due to be delivered. We are working with the trust to go through that process, so everything is on track, and we will bring those hospitals to the people in the south-west.

I am grateful for the £3 million that the Government have sent to Wolverhampton to trial the new Better Health app, which will support Wulfrunians to make better choices about their diet and fitness. Will the Prime Minister welcome this, and also celebrate our grassroots sports clubs in Wolverhampton, especially Wednesfield Aces cycle speedway club, which celebrated its diamond jubilee last year?

I join my hon. Friend in commending all her local sporting organisations for the job they do. She is absolutely right that prevention is better than cure, and ensuring that we can support people to live healthy, fulfilling lives is absolutely part of our plan. That is why we are investing in football pitches, tennis courts and youth facilities right up and down the country, and I am glad that my hon. Friend’s constituents are benefiting.

Stimulating business investment will be key for our economic recovery, and under the super deduction we announced at Budget 2021, for every £1 a company invests in qualifying plant and machinery, its taxes are cut by up to 25p. We have also just launched the UK Infrastructure Bank, which will partner with the private sector and local government, supporting more than £40 billion-worth of infrastructure investment overall.

My right hon. Friend will know that manufacturing and engineering companies are absolutely crucial to the economy in the Black Country and in Wolverhampton. Does he agree that companies feeling confident to make investments, with Government support and schemes like the super deduction, is key to really building back quickly and better, and to lowering unemployment in the Black Country?

My hon. Friend is absolutely right to highlight the importance of manufacturing in particular to the Black Country. I am pleased to have received the representations from organisations such as Make UK that led to the creation of the super deduction, which, let us be clear, is all about jobs. My hon. Friend is absolutely right: by companies investing and unlocking the cash that is sitting on their balance sheets, we will create jobs to help drive our recovery and drive up our productivity in the process. My hon. Friend is absolutely right to highlight it.

I would, of course, be sympathetic to the idea of putting the bank in Yorkshire, as the hon. Gentleman knows, but he was slightly beaten to the punch over the weekend by my hon. Friend the Member for Shipley (Philip Davies), who made a pitch for Bradford. In any case, I will happily hear his thoughts.

The hon. Gentleman is right about the focus on young people. The new Restart programme will be able to help a million people who have been unemployed for over a year. Before that happens, we have the kickstart programme that will benefit a quarter of a million young people—or more if it is successful. He talked about apprenticeships. Rightly, we have increased the cash bonus to businesses to £3,000 for them to take on a fresh new young apprentice, because he is right that that is where our focus should be.

I thank the Chancellor for the range of measures to support those on low incomes and to protect the most vulnerable, whether that is through an uplift to cash for local authorities to identify and support vulnerable families, or through the holiday activities and food programme and an uplift to the Healthy Start programme. Levelling up is crucial to a seat such as Wolverhampton North-East. Can he reassure my constituents that the Government will continue to prioritise job creation, investment and other opportunities for them?

My hon. Friend is absolutely right. The Government are committed to spreading opportunity across the country, especially in places where people feel they have not had the same fair crack of the whip. Our levelling up fund is designed to correct that. Today, her local area will be benefiting from discounted funding from the Public Works Loan Board to help with local infrastructure projects. That is a symbol of our commitment to her area and her constituents.
