My hon. Friend is perhaps one of the cleverest people to lobby a Minister. I got the message.

Will the Secretary of State confirm that the Government have put forward £4.6 million for better weather forecasting by using space technology, and that we are only one of three countries in the world doing that, so in future the Met Office will be able to predict these incidents better?
Mr Pickles
I have been involved with Cobra right the way through this process, and one thing that has genuinely surprised me is how frighteningly accurate the weather forecasting has been. If that is because of space technology, it is money well spent.

2. What steps he is taking to tackle extremism and promote integration in Britain.

Like the rest of the House, the Government believe in challenging the forces of hate and the politics of division—from Islamic preachers of hate, to English Defence League thugs, to violent Trotskyite protesters. We are championing what we have in common and what unites us as a British nation across class, colour and creed.

I thank the Secretary of State for that answer. It has been said that
“extremism breeds not within communities, but in their gaps and margins. In places where the webs and safety nets of community that sustain dignity, self-worth, autonomy and solidarities fail.”
What steps are being taken to tackle that?
Mr Pickles
It is most important for us to concentrate on those things that unite us. Very early on in this Government, we took a decision to separate the Prevent strategy from integration. My Department’s role has been to try to ensure that those parts that we can celebrate, as British citizens together, work together.
In particular, we have carried out a number of initiatives, including working with inter-faith groups, schools and detached youth workers. I have been grateful for the co-operation in individual constituencies from both sides of the House in respect of our ability to recognise that people of good will can celebrate the differences that exist.

The Government take the problem of unauthorised development very seriously. Strong powers already exist to enable local planning authorities to take action. Provisions in the Localism Act 2011 will strengthen local planning authorities’ powers to tackle the issue, and will come into force on 6 April this year.

I thank the Secretary of State for that answer. Planning appeals are costly and bureaucratic, which does not encourage the local planning authority to pursue breaches, and the process frustrates both the community and elected representatives alike. What steps is the Secretary of State taking to address this problem?

The new Localism Act makes five substantial changes. The first, and most obvious, is that it will no longer be possible to appeal an enforcement and make a retrospective planning application at the same time. Secondly, the issue of permission being granted when there has been concealment beyond the normal period will be addressed, so that, for instance, if somebody builds a bungalow behind a haystack, the fact that it has been there for longer than three years will make no difference in respect of enforcement. We will also be able to offer letters of comfort to landowners who are not involved in unauthorised action, and we are increasing penalties—and we are increasing penalties with regard to fly-posting and unauthorised advertising, too.

The hon. Lady is mistaking this Government’s position with that of the previous one, who would often impose things on local people. She seems to be suggesting that we would somehow impose mayors on those 12 cities, but of course we will not—that is completely out of the question. The proposals will be subject to referendums. Once we know the views of the people in those 12 cities, we will move on to the election of a mayor if people vote for that.

7. What timetable he has set for the closure of the Standards Board for England.

The provisions will be in the localism Bill, and we will move as speedily as possible.

What will replace the board and how will members of the public be able to hold their councils and councillors to account?
Mr Pickles
We have been in discussions with the Local Government Association and we will have a code of conduct, which seems to me to be a sensible way of doing that—[Interruption.] The right hon. Member for Greenwich and Woolwich (Mr Raynsford) seems to think that the boards have achieved something, but their only achievement has been to be petty, silly and pointless.
The latest example of that concerns a Green party councillor, Jason Kitcat, who placed unofficial video footage of a council meeting on his website. He has been referred to the board for not showing his council respect. With the joyous news of the Lady Thatcher’s improving health, perhaps I could say to Councillor Kitcat: “YouTube if you want to.”
