I congratulate the hon. Member for Coatbridge, Chryston and Bellshill (Hugh Gaffney) on securing the debate. In my constituency, one third of children live in poverty, and it has the third-worst statistics in the whole of Scotland for child poverty. That is shameful in this day and age, and it matters, because I grew up in abject poverty and I know what it is like. Poverty is not just about a lack of money, although clearly that is the foundation on which all poverty is built. It bleeds into every single area of life, and it is hugely damaging for the children affected. It does not just mean a cold house, or going to bed with an empty, hungry tummy, which is bad enough and completely unacceptable in this day and age. It also brings with it a poverty of hope, aspiration, self-confidence and self-belief.
Material poverty reduces and lays waste to the things we want all children to have. It is life-limiting, and too often leads children into a pit from which it is hard for them to escape. Even if, on growing up, they manage to drag themselves out of poverty, it leaves scars behind that do not vanish on reaching adulthood.
I have spoken in the past about how poverty brings isolation. When people live in poverty, there is no money to access local services. Parents cannot take their children out for a treat for the day; they cannot go to the pictures or visit the local café. They cannot have the everyday pleasures that ought to be part of every child’s life. It means that their life is limited and their horizons are not broadened. Many things are out of reach for them. That life limiting brings another kind of poverty, which arises from material poverty. That is a shocking indictment of a country as rich as ours.
My hon. Friend was a teacher in a former life, before she came here. I am sure that she recognises the impact of the cold house and the hungry tummy on trying to concentrate and study. These children will struggle at school, which will impact on all their opportunities for the rest of their life.
Absolutely. My hon. Friend makes an excellent point. The fact is that unless child poverty is addressed, raising aspiration and attainment is like working with one hand tied behind your back. Children who are hungry or go home to a cold house tend to find it much more difficult than other children to attain their goals at school, whether those are academic or vocational. Their life is limited in ways that are difficult for people who have not experienced poverty to imagine.
The Scottish Government are doing what they can to tackle child poverty. Their Child Poverty (Scotland) Bill sets tough targets to reduce child poverty levels. A £50 million fund will support innovative approaches to tackle child poverty. Free early years childcare has been expanded to 30 hours per week, and there is a new best start grant to provide financial support to low-income families. The popular baby box gives practical support to new parents. An initiative that has been unveiled recently is the Scottish child payment, which provides £10 per week for each child.
These measures are welcome and can ease the scourge of child poverty, but they cannot remove it. We need to use all the levers of tax and benefits to make the inroads required to remove it. The Scottish Government have power over 16% of social security spending, and that is better than 0%, but it is far from what is required to tackle this scourge on our society.
It is no accident—the Minister has heard this—that the roll-out of universal credit brings with it a spike in food bank use. In my constituency in the past year, 8,173 people relied on food bank assistance, of whom 2,192 were children. That is an absolute disgrace in this day and age, although I pay huge tribute to the food bank organisations in Ardrossan and Largs in my constituency, which do tremendously good work against challenging odds.

I very much concur with the hon. Lady. We are seeking a response from the Minister that will show fairness and an understanding of what such workers have already gone through and of the assurances that were made. All future action should take full account of that.
As I said, redundancy is an inherent part of the employment of decommissioning workers, since cleaning nuclear sites is time-limited. The prospect of redundancy is therefore written into the job in a way that does not apply to any other. The job of a worker at a nuclear decommissioning site is highly technical, skilled and sometimes even dangerous. The prospect of redundancy being in-built in people’s jobs is bad enough, but to have their pension eroded at what increasingly looks like regular intervals is simply unacceptable. It creates disincentives for workers to enter or stay in the industry, and it is extremely bad for morale.
The uncertainty created by that erosion of pensions affects not only the workers, of course, but their families and their financial planning for their retirement, and it shows with crystal clarity that any legal protections offered by Governments to workers mean nothing when they can be ripped up and disregarded when convenient. I raised that very matter at Treasury questions two months ago and was told by the Chief Secretary to the Treasury that
“it is necessary to have terms and conditions that reflect the modern situation that applies across the economy as a whole.”—[Official Report, 17 January 2017; Vol. 619, c. 769.]
Will the Minister tell me how that response squares with the cast-iron guarantees made to workers when the nuclear estate was privatised? Were the workers told that those so-called cast-iron guarantees were actually written on water?
Is that not a constant theme? People take out pensions in good faith, whether state or private, to plan for something that might happen 20, 30 or 40 years later, but by the time they get there the goalposts have been moved.
Absolutely, and I will discuss that later in my speech. There is indeed a chilling wider pattern and a broader narrative becoming increasingly apparent as each day passes.
Those workers are classed as public sector workers, but their terms and conditions are not devolved to the Scottish Parliament as they are for other public sector workers. Indeed, Scottish nuclear workers still have their severance and early retirement terms dictated by the UK Government. The goalposts are clearly being moved when it is deemed financially beneficial for the Government or the industry, while the pensions interests of the workers are a secondary consideration.
The Office for National Statistics classified Magnox as a public sector organisation, which means that the pensions of its workers are in scope of reform by the UK Government, despite the fact that they work on sites that have been privatised. The UK Government have proposed to reform IR35 tax arrangements for contractors working in the public sector or for public authorities. Draft guidance from the Government uses the definition of a public authority contained in the Freedom of Information Acts, which includes bodies specifically listed in schedules to the Acts, publicly owned companies and any other body designated as a public authority by the Secretary of State. Interestingly, Magnox is not listed in the schedules, and that is because it is a privately and not publicly owned company. Consequently, the Freedom of Information Acts do not apply to Magnox except where stipulated in employee contracts with the NDA, and so neither do the IR35 reforms.
Nothing but confusion and concern can be caused by the use of different definitions of the public sector in different legislation and UK Government proposals. That is a matter of concern to the Nuclear Decommissioning Authority as well as to nuclear decommissioning workers. The reason it matters so much to the workers at Hunterston A and other sites throughout the United Kingdom is the adverse financial impact such definitions will have on the employees of Magnox. The goalposts must not be moved and definitions must not be manipulated by the powers that be to the financial detriment of those who work on such sites day in, day out.
I wrote to the Secretary of State for Business, Energy and Industrial Strategy on that very issue, asking for the apparent confusion to be clarified. I sent my letter on 7 February but, to date, I have had no response—presumably the Secretary of State himself is trying to work out the apparent contradiction. I hope he is able to do so soon, because the workers in Hunterston A and the rest of the industry are waiting on tenterhooks for him to dispense his wisdom about such a bewildering state of affairs.
All of that comes hard on the heels of the punitive exit payments cap, which will have a hugely detrimental impact on the pensions and redundancy payments of over-55s made redundant after years of service. As I have pointed out, those workers are caught up in the problem because they have been classified as public sector workers, even though they are employed in the private sector. The only fair and reasonable thing to do would be for the UK Government to announce that those workers are to be exempt from the exit payments cap under the Enterprise Act 2016.

Commons ChamberThe figures my hon. Friend quotes paint their own picture of the challenges faced by the entire county of Ayrshire. I am sure the Minister was listening keenly and will take them on board.
For Ayrshire to truly reach its potential, it is essential to reduce inequalities across communities and give everyone a stake in Ayrshire’s growth. Therefore, inclusive growth is, and must be, an integral part of the Ayrshire growth deal business case. A successful economy must ensure that all the talents of our people are harnessed, which will help Ayrshire to be truly competitive and resilient to emerging technologies and challenges. We must work to ensure that Ayrshire folk are better connected to the economy, and have better and greater opportunities to prosper. I believe, and all MPs on the SNP Benches believe, that the Ayrshire growth deal provides a compelling route towards achieving that. We have so many resources and successes in Ayrshire to build upon, with our aerospace and space industry, life sciences and manufacturing.
As well as the beauty that my hon. Friend has mentioned, we also have incredible potential. Even in my small part of Ayrshire, we have life sciences at one end and at the other an airport that not only was Scotland’s first passenger airport but has the potential to be the UK’s first spaceport, with its long runway, its clear weather and an air traffic control centre and aerospace cluster. We have the pieces of marble in the grass; we just need help to put them on top of each other.
My hon. Friend has well articulated the importance of the spaceport to Ayrshire and the opportunities it would bring to build on that to spread and attract growth to Ayrshire.
In addition, we can enhance Ayrshire’s beautiful coast and capitalise on the considerable opportunities that Ayrshire’s harbours and ports provide. Indeed, proposed projects are well placed to feed into the delivery of national tourism strategies, such as marine tourism. This is an area in which there is great potential for growth in Ayrshire, but the infrastructure to make it possible is essential, alongside opportunities for the provision of land for the development of new housing.
I am particularly excited about the coastal regeneration of Ardrossan. Investment of about £22 million will deliver a transformation of the port as a regional transport interchange, serving south-west Scotland. Ardrossan is Scotland’s largest and busiest ferry terminal and is well placed to play a key role in delivering wider benefits to communities and businesses across Ayrshire. The prize is a port that will serve and promote a range of opportunities—cruising, leisure, marine tourism, waterfront residential—as well as improving lifeline services to the Isle of Arran, which I believe will continue to be served by the port of Ardrossan.
My hon. Friend the Member for Central Ayrshire (Dr Whitford) mentioned the exciting project for the establishment of a spaceport at Prestwick airport. Estimates from the Spaceport UK report of 2014 show that a spaceport has the potential cumulatively to realise a baseline of £320 million of additional economic activity.
The vision is also for Ayrshire to be recognised as a centre of excellence for digital skills. This can be done by developing—indeed transforming—the use of digital technology in schools, weaving technology through the teaching and learning process. Ayrshire’s Connected Classroom initiative is a recognition that digital is a key enabler of science, technology, engineering and mathematics —the so-called STEM subjects—and aims to ensure that our young people are well prepared for our increasingly digital world. Such a digitally savvy generation will support the exciting potential of Ayrshire’s space industry and aerospace innovation district.
Yes, indeed.
Perhaps it is because of the presence of all the businesses that might supply the gastronomic feast that we could put in front of you in Ayrshire, Madam Deputy Speaker, that the town of Dalry, in my constituency, houses a very well-respected Michelin-starred restaurant, which I recommend to you.
Ultimately, the Ayrshire growth deal is about people. It is about removing barriers to employment, upskilling our workforce to address the issue of low pay, and promoting apprenticeships.
I am sure my hon. Friend agrees that we have an additional strength. The three separate campuses belonging to Ayrshire College work closely with our local employers in the aerospace and food and drink sectors to ensure that the young people training in those sectors—along with other young people from the senior sections of our schools—have access to the same equipment and materials that they would use professionally. It is a great relationship: the college is delivering the skills that local industry needs.
Absolutely. That is an excellent point. I think that the other colleges in the United Kingdom should note the links between Ayrshire College and local employers. That delivery to young people of the skills that employers say they need and that are in short supply is second to none. The college has won many accolades—far too many for me to mention to the Minister today—for its work in this sphere, and in several others as well.
