Commons ChamberI would like to move on, so I am going to make some progress and perhaps invite the Minister responsible for procurement, who will be concluding the debate, to go into the detail of the bid. If Labour is taking a position of only taking British offers and not looking abroad, it is not taking taxpayer value for money into consideration.
The Parker report is about our approach to shipbuilding, and it has led to our shipbuilding strategy and our defence industrial strategy.
If I can make some progress, I may actually be able to answer the question.
My right hon. Friend has been generous about my report, which was published on Monday, and I am grateful for the other comments about the report by Members on both sides of the House. On page 53 of the report, I refer to the fleet solid support ship and make the point that the fact that we are currently a member of the European Union means that we are precluded from taking advantage of the article 346 exemption to require that ship to be built in the UK. One of my recommendations is that we should take advantage of the opportunity of Brexit to consider the opportunity, after we leave the EU on 29 March 2019, to build UK content into our own procurement rules, which might allow us to change the position, but we cannot do that today.

Commons Chamber7. What progress has been made on the design and development of the Type 26 global combat ship.
The Type 26 global combat ship programme is in its assessment phase; its basic capabilities and design were announced in August 2012. My hon. Friend is a keen student of this planned state-of-the-art frigate, so he knows that it is being designed for flexibility in mission and capability for the Royal Navy. The final design, equipment fit and build programme will not be set until the main investment decision has been taken when the design has been fully matured. That decision is now expected towards the end of this year.
It has been said that a ship can be in only one place at a time, and the same applies to the helicopter on board. Given the increased reliance on rotor systems at sea, which significantly widen the footprint of influence on operations, ranging from humanitarian to kinetic, will the Minister look seriously at increasing the deck space to accommodate not one but two Merlins, or indeed four Wildcat helicopters, to give Britain’s next ship greater flexibility?
I can assure my hon. Friend that the Type 26’s flexible mission bay is just that: it will accommodate a broad range of manned and unmanned surface, air and underwater vehicles, and be adapted on a tailored mission basis to the changing needs of its deployment. The use of both the hangar and the large flight deck will enable the platform to operate the Wildcat, Merlin or Chinook helicopter, in addition to the ship’s permanently embarked helicopter.

Gentleman is familiar with the AgustaWestland contracts, he will be aware that last month the Secretary of State announced a contract for the sustainment of the existing Apache fleet for the next five years. Thereafter, we are looking to introduce a contract that will take the effective use of the helicopter up to 2040. Discussions on how we should go about procuring that sustainment upgrade are under way.
T9. In Budget week, will the Defence Secretary join me in commending Britain’s improved economic outlook, thanks to the Chancellor’s stewardship, which potentially gives rise to finding the annual £65 million required to run the second aircraft carrier? Does my right hon. Friend agree that operating two carriers would strategically extend and involve Britain’s diplomatic military influence in a manner not seen for a generation?

Commons ChamberAs we approach the next strategic defence and security review, may I invite the Secretary of State to consider leasing the V-22 Osprey—a multi-mission tilt-rotor aircraft—from the United States? Its unique design means that it moves faster and goes further than a Chinook and I hope the Secretary of State will agree that it provides enormous expeditionary capability, including the refuelling from the carrier of the joint-strike fighter.
