Commons ChamberThe issue of electric car targets illustrates my hon. Friend’s point about complacency. The Government’s target was to convert by 2040. They have brought it forward by five years to 2035, but Scotland’s target is 2032. The ambition of this Government does not even match that of one of the constituent parts of the United Kingdom. How on earth can it be called world leading?
I strongly agree with my hon. Friend. We will not have to wait for the Minister to respond to hear the Government’s case, because I can tell the House what he is likely to say. He will tell us that tackling climate change is a top priority for the Government, and that this is demonstrated by the UK becoming the first major economy to pass legislation committing us to reach net zero emissions by 2050. He will tell us that the UK reduced its greenhouse gas emissions faster than any other G20 nation between 2008 and 2018. He will cite measures taken in this Bill as further evidence of the Government’s commitment, including tax support for zero-emissions vehicles; reforms to vehicle excise duty and company car tax; preparations for the introduction of the plastic packaging tax; and the establishment of a UK emissions trading system outside of the European Union. I suspect he will also point to previous announcements made by the Government, such as the £800 million fund for carbon capture and storage.
Taken individually, these steps are welcome, but collectively they do not provide the momentum we need to accelerate progress towards net zero. The Opposition do not believe that the 2050 target is ambitious enough, and neither does the science, so it is all the more worrying that, on current projections, we will not even achieve that deadline.
In its 2020 report to Parliament, the Committee on Climate Change underlines the charge that I am laying at the door of the Government this afternoon. It acknowledges, as do we, that in the time that has passed since the UK legislated for net zero by 2050, initial steps towards a net zero policy package have been taken. However, as the Committee says,
“this was not the year of policy progress that the Committee called for in 2019.”

Commons ChamberMy hon. Friend makes an important point, and if we had longer for this debate we would air such issues in more detail.
The Scottish experience in its referendum was that the proportion of 16 and 17-year-olds who voted was 20% greater than the turnout among 18, 19 and 20-year-olds. That shows that young people of 16 and 17 are enthusiastic, and when they get into the habit of voting and have the opportunity to do so, they grasp it with both hands.
As an honorary president of the British Youth Council and a former president of the National Union of Students, may I give huge thanks and congratulations to my hon. Friend for introducing this Bill? What we have just heard about the enthusiasm with which 16 and 17-year-olds have so far cast their votes when able to do so has also been reflected in the enormous support that the BYC, the NUS and other organisations have given to my hon. Friend’s Bill. That is another reason why Members on both sides of the House should support it.
I am grateful for my hon. Friend’s intervention. I know that, as a former president of the NUS, he has been considering and campaigning on this issue, and listening to young people’s views on it, for a long time—dating, indeed, back to the days when he was young himself.

Public Bill CommitteesI am grateful to the hon. Gentleman for making those points. It is absolutely right that charities benefit, particularly from gift aid. As an avid, although somewhat despondent, viewer of “The X Factor”, I notice that the Chancellor has generously waived VAT on the winner’s single, which I am sure we will all be rushing to buy.
Order. Before the hon. Gentleman intervenes, we are way off the point of the clause. We widened the debate to include clause 1 because many Members wanted to speak, but “The X Factor” and VAT are far beyond the scope of the debate. If the hon. Member for Hove was going to intervene along those lines, I caution that he might wish to reconsider.
Those of us who run campaigning charities are very familiar with the regulations to which the Minister refers—
I see my hon. Friend nodding, recalling his days in charities.
The point is that for those in government, it is policy and it is not always party political, but those of us who are familiar with the regulations know that sometimes charities need to speak out absolutely. The Minister’s predecessor once said publicly that charities ought to “stick to their knitting”. Charities find that kind of statement offensive, and trustees interpret it as an indication that they should not get involved in public campaigns that might impact on Government policy. Will he say that charities should do everything beyond knitting, including challenging the Government? It does not have to mean that they are involved in party politics—
