Certainly, so far as the central Government estate in London is concerned, it will be down by well over a quarter, but that is only the beginning, because obviously property disposals and vacancies take time, for some of the reasons that the hon. Member for Denton and Reddish (Andrew Gwynne) just referred to; that cannot be done literally overnight. We have made considerable progress already, however, as it is down by nearly a quarter and there will be much more to come.

I am glad that my hon. Friend the Member for Kettering (Mr Hollobone) did not have the nerve to suggest that Government should relocate to Kettering, because he knows the place to come to is 50 minutes from London and it is Wellingborough. Will the Minister encourage Departments to move to Wellingborough, especially the Office of the Deputy Prime Minister?

I can imagine that no relocation destination would be more popular with my right hon. Friend the Deputy Prime Minister than my hon. Friend’s constituency—or failing that, perhaps the constituency of my hon. Friend the Member for Kettering (Mr Hollobone).

T2. To the coalition Government’s great credit, four months ago they started to tackle the scandal of civil servants being given paid time off to do trade union work. The TaxPayers Alliance has worked out that that costs £90 million a year. How many savings so far have the Government made on that £90 million?

[Mr Maude]

One of the difficulties is that under the previous Government no one even monitored how much time was spent on trade union activities and duties. There is a statutory requirement to provide paid time off for trade union duties, but that was roundly abused. We now have in place a proper system of control and monitoring, and the cost will be cut right back.

May I satisfy the Opposition Front-Bench spokesman and give the Minister for the Cabinet Office good news by suggesting that even more money could be saved by relocating out of London and coming to Wellingborough?

I am confident that, under my hon. Friend’s benign guidance, Wellingborough is an incredibly good place for people to work. The size of the civil service is falling to its smallest since the second world war and we are reducing the number of people who need to be in central London, but if the opportunity to relocate people out of London arises, I am sure that Wellingborough will have a very good case to make.

Obviously that is the case, and if there is any suggestion of any illegality, no doubt it will be investigated. Frankly, it is not this Prime Minister who has been interviewed by the police but a leader of the Labour party.

It is patently obvious that the Prime Minister and the Government are not corrupt, but will the Minister confirm that it is still the Government’s position that there will be no additional state funding of political parties?

The Deputy Prime Minister, for whom I know my hon. Friend has particular affection, has said on behalf of the Government that we think it is inappropriate at this stage, in this age of austerity, to contemplate another call on taxpayers’ funds being made to fill the pockets of political parties.

Anyone who visits the pathfinder mutuals, talks to the staff—now co-owners—of those organisations and sees the excitement with which they are pursuing their new vocation will give up on the scaremongering. This is a profoundly important movement that should command support from throughout the House.

I have overall responsibility for the work of the Cabinet Office, while the Deputy Prime Minister has specific responsibility for the Government’s programme of political and constitutional reform.

[Mr Bone]

Last week on the doorstep in Wellingborough, the hot issue was the responsibility of the Cabinet Office for implementing constitutional reform. Why is it that, under the alternative vote, British National party votes and Socialist Workers party votes in my constituency would be counted twice, but Tory votes would be counted only once?

[Mr Maude]

My hon. Friend makes a powerful point. That is no doubt why, I gather, rather more than half of Labour MPs now support first past the post.
