Commons ChamberAs I have said, both the Government and Her Majesty’s Revenue and Customs take these cases extremely seriously, which is why HMRC has put in place extra care and support for people who may be affected by tax issues of this and other kinds. The fact remains that we have had a review. I might refer the hon. Gentleman to the words of his colleague, the hon. Member for Ilford North (Wes Streeting), who said of Sir Amyas Morse who did the review that it was
“a thorough piece of work…we thank him…He has done a great service to Parliament and to the wider public debate.––[Official Report, Finance Public Bill Committee, 4 June 2020; c. 33.]
He was right about that and the Labour party has been right not to have opposed this policy at any point during its passage through Parliament.
The problem that Members have on both sides of this House is that ordinary people were duped into something and it has effectively become a retrospective piece of legislation. I thought the way that the shadow Minister, the hon. Member for Ealing North (James Murray), approached this was very reasonable. HMRC is not taking the right approach. Perhaps the Government could look at that again.
I thank my hon. Friend for his question. I have mentioned the extra care and support that HMRC has put in place. I have mentioned the extremely careful approach that it has taken with people who may be facing the loan charge. As he will be aware, it has not initiated insolvency proceedings against any taxpayer for a loan charge debt and that in itself is emblematic of the care and attention that it is taking with this subject.

Commons ChamberThe Government have listened to concerns expressed across the House about the loan charge, and, as the House will know, an independent review is now in progress under the leadership of Sir Amyas Morse. While it is under way, it is right for the loan charge to remain in force and for the Government to implement legislation on which the House agreed. The review will conclude by mid-November, to let anyone who may be affected know, and to give people time to plan in advance of the January self-assessment filing deadline. To help taxpayers who may need longer to pay, Her Majesty’s Revenue and Customs has confirmed again that there is no maximum time limit for payment plans.
The loan charge is the worst form of retrospective taxation. It is causing real hardship and distress to law-abiding taxpayers, and this week it was reported that a seventh person had taken their own life because of it. How many more people are going to take their lives before the loan charge is scrapped?
Let me correct my hon. Friend on the facts. We have been notified of three suicides that may have some connection with the loan charge, and which have been referred to the Independent Office for Police Conduct. In one case there has been a referral back to HMRC, but in all other cases there has been no further development, so I do not recognise the picture that my hon. Friend has described. Let me also remind him that although these effects have been much bruited, there is also the question of collecting the several billion pounds of back tax that is due.

There is an important industrial estate in my constituency called the Leyland, which is served from urban Wellingborough. Unfortunately, the road bridge has been demolished and HGVs are now having to travel on rural roads. I understand that instead of the bridge being replaced, it is going to be left down, and that is causing a great deal of concern. Will the Minister be able to look into the matter and perhaps meet me to discuss it?
I am very happy to look into the matter and also for my hon. Friend to write to me. If he does that, we can consider whether to meet.

Commons ChamberMr Speaker, to get to the A120 in Braintree, which a lot of my constituents want to do, they have to go down the A509, which is even more congested. The Minister has kindly given £25 million for a bypass, but the wretched South East Midlands local enterprise partnership quango is blocking it. Will he get together with me to knock some heads together and get the bypass sorted out so that we can get to Braintree on the A120?
I am frightened and worried to think that that may be the only use for the new road; if that is in fact the case, perhaps we should reconsider the investment case. My hon. Friend can take it from me that the Department for Transport has been following the issue very closely. It is entirely a matter for SEMLEP and Northamptonshire County Council, but I am happy to meet my hon. Friend to discuss the matter further.
